Minutes of the Parish Council meeting held on Monday 9th May 2005 in Tewin Memorial Hall at 7.45pm

 

Present:  Cllrs K.Lawson (Chairman), K.St Pier, A.Hill, D.Howson and S.Stott.

In attendance:  Mrs C.McFarlane (Clerk), East Herts District Councillors M. McMullen, PC Andy Woodward, Sergeant Rawle, PCSO Paul Weston and six members of the public.

1. Election of CHAIRMAN and VICE CHAIRMAN

Cllr K.Lawson was elected as Chairman unanimously, proposed by Cllr K.St Pier and seconded by Cllr S.Stott. A Declaration of acceptance of office was signed.

Cllr K St Pier was elected as Vice Chairman unanimously, proposed by Cllr D.Howson and seconded by Cllr S.Stott.  A declaration of acceptance of office was signed.

PARISHIONERS’ COMMENTS

Six parishioners attended to complain about the behaviour of the group of teenagers hanging around Lower Green. The police advised that several Acceptable Behaviour Contracts had been set up with some of the youths requiring them not to harass or cause alarm or distress to anybody.  The police asked that parishioners should still ring 01992-533000 if they experience any harassment, alarm or distress or see anything suspicious.

The police reported that there have been 12 crimes in the southern rural area since 1st March this year, 3 of which were burglaries in Tewin.

4. MINUTES OF THE PREVIOUS MEETING  held 4th April 2005 were agreed and signed by the Chairman. The Chairman also signed the minutes of the Annual Parish Meeting held on 4th April 2005.

5. MATTERS ARISING

Nothing to report.

6.  FINANCE   

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £3706.76 was approved by the Council. The Council accepted the new insurance quotation of £1388.52, which was £12 under budget and £129 more than the previous year.

 

Year End Accounts – These have been finished and will be circulated with the completed audit form ready for signature at the next meeting. The accounts will be available for inspection by appointment only by contacting the Clerk from the 2nd June until 29th June 2005.

Enforcement Issues

Land opposite Plume of feathers – There is no breach of control.

11 Desborough Drive – There is currently no breach of control as the development falls within permitted development rights.

 

Mineral Local Plan Review 2002-2016

The report into the objections to the Minerals Local Plan Review 2002-2026 will be received from the planning inspectorate by Monday 13th June 2005. Once it has been checked for accuracy it will be available on the Hertfordshire County Council’s website.

East Herts Local Plan Inquiry

The Inquiry will begin at 10am on Tuesday 4th October 2005 and is likely to run until Spring 2006. There will be a pre-inquiry meeting in the Council Chamber, Council Offices, Wallfields on Thursday 2nd June 2005 starting promptly at 10am. The Inspector will outline how the Inquiry will be conducted and the procedures to be followed. All objectors will receive a copy of the minutes if they are unable to attend.

8. HIGHWAYS

Cllrs K St Pier, M.Howe and the Clerk met with Ian Bishop, Assistant Engineer to discuss outstanding works in the parish.

 9. RISK ASSESSMENT

Discussion on works necessary in the parish as a result of the risk assessment have been postponed to the next meeting when all Councillors have had a chance to look at it fully.

 

10. PARISH PLAN

Cllr S.Stott and two members of the Tewin Society attended a meeting with EHDC.  The Council agreed to invite the Tewin Society to the next meeting to discuss the way forward in terms of organisation and funding.

 

 

11. PLAYGROUND

The Clerk was asked to apply the list of criteria to all potential sites and circulate the results ready for discussion at the next meeting.  Cllr A.Hill agreed to talk to Tewin Cowper School.

 

12. YOUTH CLUB

Following a meeting with a potential helper, the Parish Council agreed to publish a list of activities that would be available for the Youth Club and to advertise within the Parish for a leader. The Clerk and Cllr S.Stott agreed to visit another Youth Club for information.

 

13. CORRESPONDENCE

Resignation of Cllr S.Glew – The Clerk has received a letter of resignation from Cllr S.Glew as his current commitments mean that he cannot give the role the time and commitment it demands

 

Tewin Cricket Club – The Cricket Club would like permission to hold a Summer Party at the Pavilion. The Council agreed this was acceptable.

Village of the Year Competition – Unfortunately there have been no volunteers to take this forward so Tewin is unable to enter this year.

Tewin Tennis Club – The Council agreed to the specification for the external plug socket by the tennis courts subject to certification being obtained.

Petition - Residents of Cannons Meadow have sent a petition to the school stating their concern over a new shed and its impact on their view.

St Peter’s Church Accounts for Year ending 31.12.04 – These will be circulated and a donation considered at the next meeting.

14. PARISH PATHS PARTNERSHIP

Cllr K St Pier is in the process of completing the annual return.

16. DATE OF NEXT MEETING

The next meeting will be on Monday 6th June 2005 in Tewin Memorial Hall at 7.45pm.
