Minutes of the Parish Council meeting held on Monday 8th May 2006 in Tewin Memorial Hall at 7.45pm

 

Present:  Cllrs K.Lawson (Chairman), K.St Pier, B. Evans, A.Hill, M.Howe, D.Howson, D.Lloyd and S.Stott (from 9.35pm).

In attendance:  Mrs C.McFarlane (Clerk), East Herts District Councillors M. McMullen.

 Election of CHAIRMAN and VICE CHAIRMAN

Cllr K.Lawson was elected as Chairman unanimously, proposed by Cllr A.Hill and seconded by Cllr B.Evans. A Declaration of Acceptance of Office was signed.

Cllr K St Pier was elected as Vice Chairman unanimously, proposed by Cllr D.Howson and seconded by Cllr A.Hill.

2. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr L.Haysey and from Cllr S Stott for lateness due to a previous meeting.

4. MINUTES OF THE PREVIOUS MEETING held 3rd April 2006 were amended, agreed and signed by the Chairman. The Chairman also signed the minutes of the Annual Parish Meeting held on 3rd April 2006.

5. MATTERS ARISING

Nothing to report.

6.  FINANCE   

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £2064.57 was approved by the Council.

Insurance - The Council accepted the new insurance quotation of £1464.71, which was £12 under budget and only £75 more than the previous year.

Donation Towards Parish News – The Parish Council agreed to increase their donation from £100 pa to £120pa.

Enforcement Issues

Untaxed Vehicle nr Old School House – The Parish Council agreed that the police and Herts County Council should be notified as well as the DVLA again.

Shed In Field Adjacent to St Peters Church. -  Nothing to report.

 

Conservation Area Character Statement

Cllr K St Pier has completed this newsletter and it will be delivered to residents in due course.

 

8. HIGHWAYS

On Thursday 20th April Mr I. Williams and some members of the Parish Council met representatives from Highways to discuss flooding on Churchfield Road. It was agreed that the cause of the flooding is a large amount of water flowing from Dawley Woods down the Bridleway collecting silt which and blocks the large gully’s put in by Highways in Margery Lane. Highways advised that a solution would be to put in some cut ins along BOAT 1 leading into natural ditches on the Common Land bordering the BOAT. A quote of £200 was obtained from Kirkham Contracting for the work.

The Parish Council agreed that the Footpaths Officer should be contacted and Cllr A.Hill agreed to investigate an alternative to the cut ins. 

 

The Parish Council agreed that other works on the field adjacent to Churchfield Road should not be agreed until further correspondence with Highways.

 

Highways will commence drainage works on Queen Hoo Lane and Tewin Hill on 5th June for several weeks and will be followed by works on Bramfield Road to enclose the ditch.

9. RISK ASSESSMENT

The Risk Assessment was completed on 21.4.06 and 27.4.06 and a list of works necessary has been compiled. The Parish Council agreed to obtain quotes for the works.

 

10.  PAVILION

The proposal for refurbishment of the Pavilion was put to the Tennis Club and they agreed to go back to their members for their opinion. The Tennis Club, the Cricket Club and the Parish Council agreed to meet again on 24th May 2006 to discuss progress.

 

11. PLAYGROUND

The Parish Council and Tewin Cowper School agree that a playground in the school grounds is not viable.

The Parish Council agreed to look for a site at Upper Green and research funding available.

 

12. BARN THEATRE TOUR

Unfortunately despite 11 people booking up for the tour only 2 turned up.

Cllr B.Evans has found that there is a play scheme available to parents for children in the holidays. The closest is Watton at Stone were children can be booked in for a morning, afternoon or all day for minimal cost.

 

13. CORRESPONDENCE

St Peter’s Church Accounts for Year ending 31.12.05 – These will be circulated.

Local Development Framework workshop – Details of this were passed to Cllr S.Stott for the Parish Plan Committee.

Memorial Seat for Weston Marchant Nr Pond on Upper Green – Cllr S.Stott is in the process of arranging this. The Parish Council had no preference as to the type of seat.

14. PARISH PATHS PARTNERSHIP

Easy Access Route - The green plastic matting has been tacked down again and has been reported to the Rights of Way Officer. It will be monitored over the short term.

New Definitive Map of Rights of Way – The Clerk was asked to obtain 2 copies.

Tewin School – Nothing to report.

Tewin Charities Trustees – The next meeting is on 16.5.06.

Tewin Memorial Hall – Nothing to report

Tewin Website – Nothing to report.

Parish Plan – The next meeting is on 18.5.06

Locality Policing – Cllr D.Howson attended a meeting and reported that the village is still suffering from motorcycle nuisance.

 16. DATE OF NEXT MEETING

The next meeting will be on Monday 5th June 2006 in Tewin Memorial Hall at 7.45pm.
