Minutes
of the Extraordinary Parish Council meeting held on Monday 8th
August 2005 in Tewin Memorial Hall at 7.45pm
Present: Cllrs K. Lawson (Chairman), K. St Pier, B.
Evans, A. Hill, D. Howson, C. Pool and S. Stott.
In attendance: Mrs C. McFarlane (Clerk) and five members of
the public.
1. APOLOGIES FOR ABSENCE
– None were received. Cllr M. Howe did not attend.
2. OMISSION SITES –
This consultation covers
sites earlier put forward (by the owners) for housebuilding but which had been
exclused from the Local Plan for various reasons. Whilst these sites have been
excluded now they could be included at a later date so a consultation has been
set up. Cllr S. Stott outlined the reasons for Tewin Parish Council’s
objections to all of these sites in the village:
-
the sites are not within
the designated boundary for the village and some are on designated green belt.

insufficient
infrastructure in particular narrow roads with restricted visibility
-
the vista of the village
would be impaired
-
some sites border
Warrengate plotlands and development would give hope and encouragement to plot
holders and thus should be avoided at all costs.
Parishioners Comments-
Parishioners attending were
concerned that: -
-
whilst the shop and
school would benefit from small scale new housing once one development had been
allowed others would surely follow.
-
the infrastructure would
not be able to cope particularly as roads are narrow and bendy.
-
if the allotments were developed it would
involve a loss to the community of this amenity. Whilst a new site would be
found it is difficult to move allotments and takes several years to establish
the new site and would thus drive members away.
Cllr C.Pool proposed that we
accept the Parish Council’s draft objections to the proposed sites and Cllr K
St Pier seconded the proposal. The vote was carried with 5 votes in favour and
2 abstentions.
The Council agreed that this
response to the Omission sites consultation should be posted in the shop,
notice boards and in the Parish News.
3. EAST HERTS LOCAL PLAN
2nd REVIEW– Further Written Evidence
to the Public Enquiry.
This consultation was for the
Parish Council to enter any further objections to the above plan.
Tewin Parish Council proposed
to maintain its objections and further expanded on its commentary lodged with
East Herts Local Council in August 2001. The main objections are:-

Categorisation of Tewin
as a Category 1 settlement instead of Category 2 or 3.

Road Infrastructure is
insufficient to cope with increased population as a result of proposed
development
-
A 25% increase in the
number of dwellings proposed within the small scale development on Site 8.
Cllr K St Pier proposed that
we accept these objections and Cllr A.Hill seconded the proposal. The vote was
carried with 6 votes in favour and 1 abstention.
The Council agreed that their
response should be posted in the shop, notice boards and in the Parish News.

PLANNING
3/05/1236/FP/JS – Tewin
Cowper Church of England Primary, Tewin – Erections of storage shed
(retrospective) – TPC No Obj but noted local residents opinion and concerns and
were in favour of lowering the height of the building or re-siting the
building. TPC were supportive of an amicable solution between the two parties.

Orchard Road, Tewin – Single Storey rear Extension – Proposed study to replace
existing conservatory – TPC No Obj

Whitespar, Queen Hoo Lane, Tewin – Demolition of existing prefabricated double
garage and erection of new triple garage – TPC No Obj
3/05/1196/FP/JS – 26
Harwood Close, Tewin – Reconstruction of garage with pitched roof and workshop
extension – TPC Obj
3/05/1254/AD/SD &
3/05/1255/LB/SD – Rose & Crown, Upper Green Road, Tewin – Externally
illuminated corporate signage (8x lanterns, 3x floodlights) – TPC Obj to
proposed floodlights only.

on Monday 5th September 2005 in Tewin Memorial Hall at 7.45pm.
As there was no further
business the meeting was closed at 10.20pm.
