TEWIN PARISH COUNCIL

Minutes of the Parish Council meeting held on Monday 7th November 2005 in Tewin Memorial Hall at 7.45pm

 

Present:  Cllrs K. Lawson (Chairman), K St Pier, B.Evans, A.Hill, M.Howe, D.Howson and S.Stott.

In attendance:  Mrs C. McFarlane (Clerk), East Herts District Councillor M. McMullen, newly elected East Herts District Councillor Linda Haysey, PC A.Woodward and four members of the public.

PARISHIONERS’ COMMENTS

Mr Patrick Holden expressed his concern over HCC’s decisions to do cosmetic alterations to footpaths rather than adding new paths.

 

Mr Gryffiths advised the Parish Council of the post and rail fence (under 1m high) he wished to put up on the border of his land with 32 Lower Green. The Parish Council had no objection to this as approval had been given by the Old House Residents’ Committee and East Herts District Council. The Parish Council neither owns nor looks after any land adjacent to the fence.

 

PC Andy Woodward updated the Council on crimes in the area. There have been 44 crimes (41 for same period last year) reported in Tewin since 1.1.05 including 5 burglaries/attempted burglaries of dwellings, 4 other burglaries, 3 thefts of motor vehicles, 3 thefts from motor vehicles, 6 damage to motor vehicles and 5 assaults.

 

The Locality Policing Panel will meet on 30th November at 7.30pm at Hertford Police Station to select priorities for the rural areas. Cllr D.Howson will be attending.

 

The mobile speed sign is now back in use and a time has been allocated for the Parish Council to use it. The Council also asked PC Woodward to see if he could obtain “Police Speed Check Area” signs for the village.

 

Mr Thorpe attended to ask the Council to take into consideration his objection to a potential hedge removal at 21 Firs Walk (see Planning Applications).

 

79. NO APOLOGIES FOR ABSENCE WERE RECEIVED  

80. MINUTES OF THE PREVIOUS MEETING held 3rd October were amended, agreed and signed by the Chairman.

81. MATTERS ARISING

Parish Plan – Nothing to report. Cllr S.Stott hoped to arrange a meeting soon to discuss how to proceed.

Complaint about Noisy Model Aircraft on Upper Green –The Clerk was asked to investigate what specific activities are not allowed on Greens. Cllr M.McMullen agreed to obtain a copy of the byelaws for Waterford Heath, when they have been completed.

 

82.  FINANCE

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £7040.25 was approved by the Council.

Enforcement Issues

Drive at Muspatts Farm – This has been referred to the owner and an application requested

Land Beside Mimram River – An Article 4 Direction is in process and should be served shortly. The Council has been advised that this land has been sold to a local landowner. The Clerk was asked to advise Enforcement and verify this.

Dawley Woods – The Council received a complaint about cars parked in Dawley Wood and increased traffic along Margery lane to Dawley Woods. The Council agreed to contact Enforcement about the environmental impact of parked cars on this wildlife site.

 

84. PLAYGROUND

Nothing further to report at present.

 

85. YOUTH CLUB

Cllr B Evans has in conjunction with Datchworth Parish Council arranged a “drop in day” for   3rd December for all the young people in both parishes to attend.

 

A good selection of clubs has agreed to attend. The Datchworth Village Hall has been offered free of charge. The Council agreed to incur the printing expenditure of approx £150 for the advertising this is to be split equally between both Councils. Cllrs A.Hill and D.Howson have agreed to assist in putting up posters in the village. Cllr K.Lawson and the Clerk agreed to assist planning the hall ready for the day.

 

The Council was unanimous in thanking Cllr B.Evans for arranging this event.

86. HIGHWAYS and TRANSPORT

Works Outstanding

Flooding at School Lane has been referred to the Highways design team.

Margery Lane gullies were jetted again on 4.11.05 but flooding continues to occur.

 

Work Completed -

The Grass Warren bollards have been done.

 

Works To Be Reported –

Mr Williams’ asked to be contacted if he can be of any help in tackling various road flooding problems – pass this information to Highways.

Flooding outside 12/14 Hertford Road.

Queen Hoo Lane needs resurfacing as it is breaking up.

 

87. NEW POWERS FOR PARISH COUNCILS

The Council agreed to wait for guidance on this topic from East Herts Council.

 

88. PARISH PATHS PARTNERSHIP

FP26 – All local horse owners have been written to by Tewin Hill Equestrian Centre requesting them to not use FP26.

FP42 – The Council agreed the diversion.

FP23 –  The bridge will be repaired.

FP32 – The hedge has now been trimmed and the fence repaired.

The Definitive Footpath Map is due to be re-issued in January 2006.

 

89. CORRESPONDENCE

Friends of Tewin Donation – The Friends of Tewin have agreed to assist us with refreshments on the drop in day. They have also agreed to paint the bus shelter; Cllr K St Pier agreed to do some testing of paint.

Friends of Tewin Request For Traditional Traffic Signs- Highways have advised that they are unavailable at present particularly as all villages would need to be done for consistency and there is not enough in the budget for this to be done.

Motorcycle Noise Nuisance   Following a complaint to the Parish Council, the owner of Tewin Hill Farm (Cllr A.Hill) agreed to only allow motorcycles with road worthy exhausts on in order to cut down on the noise. The Council will continue to monitor this.

Christmas Tree Unmetered Supply – The Council agreed to get a quote for installing an unmetered supply on Lower Green. The Council also agreed to get a second opinion on the electricity arrangement for the lights.

Vacancy On Council – The deadline for an election is the 17th November 2005 after which if no one has come forward the Council will have to co-opt someone. The Clerk has been approached by a Mrs Doreen Lloyd who is interested in becoming a Councillor and will be attending the next meeting.

New East Herts District Councillor – The Parish Council welcomed Mrs Linda Haysey to the meeting. Her contact details will now be put on the notice boards.

Transport Plan – Cllr K.Lawson agreed to respond to this consultation on behalf of the Council.

 

90. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to report. 

Tewin Charities Trustees – Nothing to report.

Tewin Memorial Hall – Cllr D.Howson agreed to replace C.Pool as the Parish Council’s representative on this committee. The blocked drain outside the Memorial Hall has been cleared.

Tewin Website – The website committee were keen to have the drop-in-day poster on the website.

Sports Club Liaison – Cllr M.Howe agreed to ascertain the ownership of the football goal posts, as the Football Club no longer uses Upper Green.

 

91. DATE OF NEXT MEETING

The next Parish Council meeting will be on Monday 5th December 2005 in Tewin Memorial Hall at 7.45pm.
