TEWIN PARISH COUNCIL

 

Minutes of the Parish Council meeting held on Monday 7th June 2004 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, K.St Pier, S.Glew, A.Hill, M.Howe, D.Howson and C.Pool.

In attendance:  Mrs C.McFarlane (Clerk), District Cllr M.McMullen and four members of the public.

PARISHIONER’S COMMENTS

Four parishioners were present to inform the Council of their objection to a planning application at 14 Bishops Road.

1. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr S.Stott and District Cllr T.Robertson.

2. MINUTES OF THE PREVIOUS MEETING held 10th May 2004 were agreed and signed by the Chairman.

3.  MATTERS ARISING

Tewin Cowper Endowed – Mr J.Burton agreed to continue being the Tewin Parish Council representative for another year.

Police Meeting – Cllr A.Hill and the Clerk agreed to arrange to meet the police to discuss various issues.

Newsletter – This has been completed and the cost of photocopying totalled £72. The newsletter is due to be delivered in the next week by Friends of Tewin.

4. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £650.06 were approved by the Council.

 

Accounts For Financial Year Ending 31.3.04 and Audit Schedule – In accordance with the Council’s Financial Regulations the accounts were unanimously approved and signed by the Chairman and the Clerk.

 

Quicken Accounts Package Update – The Council unanimously agreed to purchase the latest update for  £59.95.

 

HAPTC Subscription - The Council agreed that membership of HAPTC is no longer cost effective at £462 pa. Cllr K.St Pier proposed and Cllr S.Glew seconded the proposal that the Council ceases its membership. The Council agreed unanimously. The Clerk will write to HAPTC immediately to inform them of the decision.

3/04/0685/FP – Warrengate Farm, Tewin – Gated Vehicular Access To Field – TPC Obj – EHDC Refused

3/04/0721/FP – 28 Grass Warren, Tewin – Rear Conservatory (retrospective) & First Floor flank door – TPC No Obj – EHDC Granted

Hollybushes – EHDC have agreed to put bollards around the site.

 

Minerals Local Plan – Cllr K.St Pier attended the initial Inquiry meeting on 27.5.04, which explained the procedures for the Inquiry.

 

Allotments:  The District Valuer gave the Council an informal valuation and agreed that the rate charged is not unreasonable. Further information regarding length of leases is awaited.

6. HIGHWAYS & TRANSPORTATION ISSUES

388 Bus Service – Nothing to Report

 

Flooding at Junction of Churchfield Road and Margery Lane – The Clerk has alerted Highways to the dangerous nature of the flooding problem, which has become worse since kerbing was installed. The Council agreed a letter should be sent to Highways requesting a response.

 

Swallow Hole on Hertford Rd – The Clerk was asked to report that this was sinking again.

 

7. LOWER GREEN

Restoration of Lower Green Edge opposite Tewin Memorial Hall – The Council is awaiting another quote for restoring the site.

8. PAVILION & UPPER GREEN

Track At North End of Upper Green – Following a meeting between Mr Farr and Mr Loughrey, Mr Loughrey agreed to strengthen the entrance to the track with grasscrete. This has now been satisfactorily completed. The Clerk will write to Mr Farr to this effect

 

Drainage at Upper Green: The works are due to commence shortly. The Clerk was asked to notify the Clubs of the intended works.

9. RISK MANAGEMENT INSPECTION ON 26.4.04

Quotes have been received for the various works highlighted as necessary after the risk management inspection. Cllr S.Glew proposed and Cllr C.Pool seconded that these quotes totalling £565 should be accepted. The proposal was unanimously agreed.

10. CORRESPONDENCE

Village of the Year Judges Meeting – Cllr A.Hill and the Clerk agreed to attend the meeting on Friday 11th June 2004.

SLCC Regional One Day Conference on Funding & Managing of Community Projects

Community Safety Partnership Meeting - on 21-7-04 from 7.30pm ~9pm at St Barnabus Centre, Thorley, Bishops Stortford.

Woodland Management Survey – Cllr D. Howson agreed to provide a summary of suggested works at the next meeting.

11. PARISH PATHS PARTNERSHIP

The redirection of FP26 is continuing.

 

12. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – A report was received and circulated.

Tewin Charities Trustees – The trustees continue to search for way in which to meet the requirements of the trust deed.

Tewin Memorial Hall – The subject of a playground at the back of the Memorial Hall was discussed and whilst they were willing to discuss the idea it was generally felt that the area was too small and there would be security problems at the back.

Tewin Website – Nothing to Report

 

13. DATE OF NEXT MEETING

The next meeting will be on Monday 5th July in Tewin Memorial Hall at 7.45pm.
