Minutes
of the Parish Council meeting held on Monday 7th March 2005
in Tewin Memorial Hall at 7.45pm.
Present: Cllrs K.Lawson (Chairman), K.St Pier,
A.Hill, D.Howson, C.Pool and S.Stott.
In attendance: Mrs C.McFarlane (Clerk), and three members
of the public.
PARISHIONERS COMMENTS
Mrs A. Clark came as a
representative of THACs to advise the Parish Council that they are thinking of
setting up a Club for young people although this is likely to be for a younger
age group than the Youth club the Parish Council are considering.
Two representatives from
Tewin Tennis Club attended to put forward their proposal for an external
waterproof electricity point within the tennis courts to assist the cleaning of
the courts and to avoid dangerous trailing wires from the Pavilion. The
Chairman advised that this topic would be considered under correspondence.

WERE RECEIVED from Cllr S.Glew, Cllr M.Howe and East Herts District
Councillors T. Robertson and M.McMullen.

MINUTES OF THE PREVIOUS MEETING held
31st January 2005 were amended, agreed and signed by the Chairman.
102. MATTERS ARISING
Bus
Shelter opposite the Rose & Crown Cllr
K St Pier was thanked for his efforts in cleaning the bus shelter walls of
graffiti.
Notice
Board Outside Plume of Feathers Cllr
K St Pier has repaired this notice board. The Parish Council agreed that it a
quote of £45 for it to be put up in the bus shelter at the top of Desborough
Drive.
Parish Plan The Tewin Society have a meeting with EHDC on 6.4.2005
when they will be advised on how to complete a Parish Plan. Cllr S.Stott agreed
to attend the meeting and it was agreed that the topic be put on the agenda for
the next meeting.
103. FINANCE
Accounts for Payment - In
accordance with the Councils Financial Regulations the schedule of payments
amounting to £914.94 was approved by the Council.
National Savings - Interest of £288 was earned on savings over the
course of the year.
Financial Regulations The Council agreed to accept
the new financial regulations and the Chairman duly signed them, copies will be
circulated before the next meeting.
Annual Parish Meeting The Council agreed for
this to take place on Monday 4th April 2005 at 7.30pm at Tewin
Memorial Hall prior to the ordinary monthly Parish Council meeting.

388 BUS SERVICE CONSULTATION
The
Clerk has sent a letter to Highways expressing their concern over the lack of
completion of several of the works orders placed due to an administration error
and requested that these jobs including work to prevent Churchfield Rd flooding
at its junction with Margery Lane be given priority in the new financial year.
Sign on B1000 nr the
junction with Churchfield Road Hertfordshire
Highways are looking
into how they can change the sign so that
the visibility will not be impaired and the existing sight line at this
junction will be maintained.

Orchard Road
Several parishioners have enquired about the hazardous nature of the posts in
front of this house. Highways were fully consulted by the house owner about the
installation of these posts to prevent further erosion of the house owners
land bank.

date for this will be set at the next meeting

CORRESPONDENCE
Tewin
Tennis Club - The Parish Council agreed that the request for an
external electricity point was acceptable in principle and requested that a
full specification and quote be supplied for final approval.
Concessionary
Bus Permits The Clerk has agreed to
assist with the issue of the bus passes and a date will be set before the end
of March.
Rose
& Crown New licensees have taken over.

PARISH PATHS PARTNERSHIP
Following
a meeting with the PPP representative and the Rights of Way Officer the
following works have been suggested: -
FP26 To divert the path from the middle of the field to the edge of the field.
FP11 - To sort out the muddy path north of Hundred Year wood
HCC also has some suggestions for a route in Tewin providing disabled access into the countryside.

DATE OF NEXT MEETING
The next meeting will be
the annual Parish Meeting on Monday 4th April 2005 in Tewin Memorial
Hall at 7.30pm followed by the normal monthly Parish Council meeting. As there
was no further business the meeting was closed at 10.30pm.
