Minutes of the Parish Council meeting held on Monday 6th March 2006 in Tewin Memorial Hall at 7.45pm

 

Present:  Cllrs K. Lawson (Chairman), K St Pier, B.Evans, A.Hill, M.Howe, D.Howson and D.Lloyd.

In attendance:  Mrs C. McFarlane (Clerk) and 6 members of the public.

PARISHIONERS’ COMMENTS

a. Rabbits

Three parishioners attended to ascertain if there was anything the Parish Council could do about the rabbits invading their gardens. The Parish Council provided them with a various contacts of ferreters and pest control companies. Defra and EHDC have previously been consulted.

 

b. Cricket Club

Nick Kavanagh (Club Captain) & Graham Fish (Chairman) from Tewin Cricket Club attended to show their plans for refurbishing the showers and toilets in the Pavilion. They feel these changes are necessary to maintain the Club’s position in the County League and in order to attract and retain players and members.

The Cricket Club have put together a quote for the work and estimate that the refurbishment is likely to cost approx £9000.

The Cricket Club wished to seek Parish Council approval and an idea of whether the Parish Council would contribute any funds. 

 

c. Parish Plan

John Sheridan attended to advise the Parish Council that a “Parish Plan Steering Committee” had been set up on 24.2.06 comprising 6 members of whom John Sheridan was Chairman, Malcolm Allen Secretary and Steve Stott Treasurer.  He also wished the Parish Plan Steering Committee to be endorsed by the Parish Council as a group in the Parish. He hopes to refer the draft Terms of Reference to the Parish Council in the near future and to provide the Parish Council with formal progress reports on a 3 monthly basis.

 

117. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr S.Stott (holiday), District Councillor Michael McMullen (illness) and District Councillor Linda Haysey (previous engagement).

118. MINUTES OF THE PREVIOUS MEETING held 30th January were agreed and signed by the Chairman.

120.  FINANCE

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £843.50 was approved by the Council.

Provision of Funding For Memorial Hall – No funds are necessary at the present moment in time.

Finance for Leaflets to residents on Conservation Area – The Parish Council agreed that a maximum of £50 should be spent to photocopy information to be distributed to approx 85 residents in the Conservation Area to raise awareness of the Character Statement and the implications of living in a Conservation Area.

Finance for Newsletter – The Parish Council agreed to pay £115 to cover the cost of photocopying the newsletter and the Barn Theatre Tour poster.

3/06/0209/FP/SD – 55 Orchard Road, Tewin – Single storey rear extension, porch & some internal alterations – TPC No Obj

 

3/06/02279/FP/SD – Quisty Birches, Tewin Close, Tewin – Two storey front & side extensions. Alterations & refurbishment - TPC No Obj although question the additional building in the garden shown on the plans.

 

3/06/0118/FP/GH – 8 East Riding, Tewin – First floor extension over existing bungalow – TPC No Obj

 

Planning Decisions

3/05/2383/FP/JS – Westley Wood Farm House, Tewin – Two Storey Side Extension – TPC No Obj

 

The new property to the rear of Club Cottage, 75 Burnham Green Road will be known as Swan Hill Barn, 75B Burnham Green Road.

 

Enforcement Issues

Shed In Field Opposite Old Rectory, Churchfield Road – Enforcement advised they would look into it.

 

Abandoned/Untaxed vehicle Opposite 26 Lower Green – EHDC are dealing with this.

 

Braughing Plotlands – Additional information was received and the outcome is dependant upon a High Court decision.

 

East Herts Local Plan Inquiry – The recent  newsletter has detailed the current status and has been delivered to all households in the Parish.

 

111. HIGHWAYS and TRANSPORT

At the meeting with Highways engineers Raj Goutam and Ian Bishop on 23.2.06 the following 4 items were discussed: -

 

a. Margery Lane Flooding – A meeting between a local landowner, Highways and the Design Team is to be arranged to work out a solution.

b. Churchfield Rd Drain – A cut in is necessary and Highways will talk to the local landowner.

c. School Lane – Works are to be carried out on the 13th March to rectify the drainage problems.

d. Queen Hoo Lane – Highways are planning to undertake extensive patching and drainage improvements.

e. Gravel Spillage onto Highways – Highways advised us that it is illegal to allow gravel from driveways to spill onto the highway.  The Parish Council agreed to insert a small item in the Parish news, to this effect.

 

Hazardous Dead Trees Bordering Churchfield Road – The Parish Council agreed to write to the local landowner.

 

Local Transport Plan Consultation – Cllr K Lawson has submitted our response to this consultation.

 

Luton & Stansted Expansion – The Parish Council agreed to refer this topic to the Parish Plan Steering committee.

 

 

 

123. PLAYGROUND

The Parish Council have reported in writing the concerns of the local residents to the Board of Governors and await a response.

 

124. PAVILION & UPPER GREEN

Proposed Plans for Pavilion Refurbishment -  The Parish Council were in favour of the refurbishment, in particular if there is no immediate proposal for the replacement of the Pavilion, and agreed that a meeting between the Cricket Club, Tennis Club and the Parish Council take place before the next Parish Council meeting. The Parish Council agreed that funding/finance for the refurbishment should be put on the next agenda.

Rabbit Damage – The Parish Council agreed that contact details of pest control companies should be provided to the residents.

125. PARISH PLAN

The Parish Council unanimously agreed to endorse the Parish Plan Steering Committee as the group in the Parish responsible for organising the Parish Plan.

 

126. YOUTH EVENTS

Cllr B.Evans has arranged a tour of the Barn Theatre on Saturday 8th April at 2.30pm as it has a very active Youth Group involved in all aspects of the theatre production, design, set workshop etc.  A poster has been distributed to the whole parish and put on the website.

 

127. PARISH PATHS PARTNERSHIP

Easy Access Route – This has now been completed.

 

128. CORRESPONDENCE

Open Access Land in Herts – They are planning to make Common Land more accessible.

Bus Permits – The Clerk will be available from 10am until 11am to issue bus permits on Monday 13th March at the Memorial Hall.

 

129. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to report. 

Tewin Charities Trustees – Nothing to report.

Tewin Memorial Hall – Nothing to report

Tewin Website – It is proposed that there will be a Youth section on the website.

 

130. DATE OF NEXT MEETING

The Annual Parish Meeting will take place on the 3rd April at 7.30pm in Tewin Memorial Hall and followed by the Parish Council Meeting.
