Minutes
of the Parish Council meeting held on Monday 6th December 2004
in Tewin Memorial Hall at 7.45pm.
Present: Cllrs K.Lawson, K.St Pier, A.Hill, M.Howe,
D.Howson, C.Pool and S.Stott.
In attendance: Mrs C.McFarlane (Clerk), East Herts District
Councillor M. McMullen, and six members
of the public.
PARISHIONERS COMMENTS
Two young parishioners
were present to ask about a Youth Club and the Parish Council advised that the
next course of action would be to ascertain through questionnaires how many
young people in the village would attend a Youth Club.
Two parishioners came to
present their planning application for 2 Hertford Road.
Two parishioners
attended to ask the Parish Council for their support in getting a new hedge
moved back 1 metre in order to improve sight lines from Badgers Walk. The
Parish Council advised that they would discuss it later under item 81.

ABSENCE
WERE RECEIVED from Cllr S.Glew and East Herts District Councillor
T.Robertson.

MINUTES OF THE PREVIOUS MEETING held
1st November 2004 were
amended and agreed and signed by the Chairman.
74. MATTERS ARISING - Nothing to report.
75.
FINANCE
Accounts for Payment - In accordance with the Councils Financial Regulations
the schedule of payments amounting to £6835.72 was approved by the Council.
Donation towards Christmas
Tree This
was discussed under item 78.
Donation to the Church
Towards the Parish News Cllr S.Stott proposed & M.Howe seconded a donation of £100 should
be paid. This was unanimously agreed by the Council.
Budget for the next
Financial Year The Estimate to the Year End 31.3.05 shows that the accounts are
expected to come in under budget due to lower grass cutting expenditure
and lower subscription costs. As a
result the Parish Council will not have to draw on their reserves.
The Council agreed the
following amendments to the budget for financial year ending 31.3.06:-
Donation to Tewin Memorial
Hall Cllr A.Hill proposed and D.Howson seconded that a donation of £1000
should be included in the budget . This was unanimously approved by the
Council.
Quote for Removal of Bracken
from a clearing in CL148 Cllr St Pier proposed and S.Stott seconded that the
£240 allocated for this should be removed from the budget. The Council had 5
votes for this proposal and 2 abstentions.
Quote for Mowing 100 Year Wood Cllr K.St Pier proposed and Cllr S.Stott seconded that this should be retained in the budget. This was unanimously approved.
Precept For the Next
Financial Year
Three budget proposals had been previously circulated. Cllr S.Stott proposed
and Cllr A.Hill seconded that a precept of £13,600 (an increase of 3%) should
be accepted. The Council unanimously agreed.
December Newsletter The Council agreed to issue a third newsletter informing parishioners about the recent issues concerning the speedometer, go-peds and the bus service. The Council also agreed to the cost of the photocopying at approx £60 and a donation of £50 to the Friends of Tewin for distributing the newsletter to parishioners.
Youth Club Questionnaire The Council agreed this
should be issued with the December newsletter.

Enforcement Issues
Sevenacres EHDC are submitting a report to Committee for Enforcement .
Minerals Local Plan Inquiry Cllr K.St Pier attended the meeting on Thursday 11th
November when Lafarge put forward their objection to AFS 12 being excluded.
They have proposed that specific areas of AFS 12 should be included (see
attached map). Another meeting will be held with Lafarge on Tuesday, 7th
December.
Playground Plans The Council agreed that due to a lack of time these
should be circulated and discussed at the next meeting.
78. LOWER GREEN
HCC
gave their permission for the concrete base for the tree and Cllr A.Hill
suggested a map be completed to note where it was and a copy sent to HCC for
their records.
The
insurance company confirmed that the Parish Council were adequately insured and
provided a compliance list. Cllr D.Howson agreed to inspect the tree daily. The
Council agreed to pay £25 to a qualified electrician for a PAT test on the
lights for the tree to ensure compliance.
Both
Highways and the police authority confirmed that running of the cable for the
lights across the road was acceptable provided the special covers were in
place.
The Council unanimously
agreed that a donation of £75 be paid towards the Christmas tree.
79.
HIGHWAYS & TRANSPORTATION ISSUES
Speedometer results This showed
that over the two weeks of the survey approximately 22% of all cars travelling through the
village were exceeding the speed limit and that the number of cars exceeding
the speed limit was greater in the first week than in the second.
The
Parish Council believe the results illustrate that there is a speeding problem
in the village and will continue to use the speedometer as they feel it is a
useful tool for slowing traffic.
The Council agreed that these
results should be put in the December newsletter.
Highway Repairs Cllr A.Hill asked that the Clerk report a pothole
near the garages in Grass Warren and one on the Hertford Road.

junction with Churchfield Road In
response to complaints the Clerk sent a letter to Hertfordshire Highways and
they have replied stating that the Design Team is reassessing the situation so
that there will be no impaired visibility and the existing sight line at this
junction will be maintained.
Hollybushes The missing bollard has now been permanently replaced.
80. INTERPARISH CONFERENCE
The
Council agreed a quote of £4.50 per head
for the catering.
Miranda
Steward, Executive Director, EHDC has arranged for guest speakers on licensing
and plotlands. Cllr M.Carver has requested that the Regional Spatial Strategy
be a topic as it is particularly relevant. The Council agreed that this should
be the third and final topic for the evening.
The
Parish Council agreed that the invitation be sent out notifying Parish Council
of the topics and guest speakers for the evening.
81. CORRESPONDENCE
31 Orchard Road, Tewin
The
Parish Council agreed that one Councillor would visit the owner of 31 Orchard
Road.
82.
PARISH PATHS PARTNERSHIP
Hedge Adjacent to FP41 Cllr K.St Pier and the Clerk researched all the plans at EHDC and found that there are no conditions relating to this hedge. Cllr M.Howe offered to discuss the trimming of the hedge with the Bowls Club.
