Minutes
of the Parish Council meeting held on Monday 6th November 2006 in
Tewin Memorial Hall at 7.45pm
Present: Cllrs K St Pier (Vice Chairman), B. Evans,
A.Hill, M.Howe, D.Howson, D.Lloyd and S.Stott.
In attendance: Mrs C.McFarlane (Clerk), Cllr M.McMullen and
six parishioners.
PARISHIONER COMMENTS
All
parishioners were present to raise concerns about the proposed playground:-

The potential youth
problems that may arise.

The potential vandalism
problems
-
They hope adequate
security has been included in the proposals
-
They wish to see the
appearance of Upper Green preserved and that the equipment will be in keeping
with the surroundings
-
They feel they were not
adequately informed.
The
Parish Council showed the proposed plans and advised that if planning
permission was sought a newsletter informing the entire Parish about the
playground proposal would be distributed explaining why the locations was
chosen, where they can see the plans and to whom they can make their comments.

2nd October 2006 were agreed and signed by the Vice Chairman.

70. FINANCE
Accounts for Payment - In
accordance with the Council’s Financial Regulations the schedule of payments
amounting to £1883.66 was approved by the Council.
Big Lottery Grant – The Parish Council has received the £10,000 lottery grant for the
playground.
Donation to Royal British Legion – The Parish Council agreed to make a donation of £25
towards the Remembrance wreath.

Issues – Nothing to report.
Dawley
Woods – The
owners of Dawley Woods have advised the Parish Council that they have a licence
for felling trees from the Forestry Commission. They have used a professional
company to do the felling and taken out a lot of old wood as well.
The
stipulation with this licence is that it has to be replanted within 5years
and they are currently putting together a plan for replanting, which has
to be approved by the Forestry Commission.
They
are keeping a buffer zone around the edge which is mainly beech trees and are
hoping to lay some of the branches into a hedgerow. They continue to keep pigs
etc.
EHC
Enforcement will be visiting the site.
72. PLAYGROUND
The
Local Network Fund for Children and Young People has awarded Friends of Tewin
£7000 grant towards the playground.
With this grant, the Big Lottery money and funds from the Parish Council
there will be enough funds to pay for the entire playground.
Cllr
K St Pier and B.Evans have met with Mr Hollingsworth several times in order to
outline the proposal and consider his objections. The Parish Council agreed to
reply to his letter to all Councillors.
Cllr
S.Stott proposed that the Parish Council should apply for planning permission
for a playground on Upper Green and pay the associated fees. Cllr A.Hill seconded
the proposal.
The
vote was carried with 6 votes for and 1 against (Cllr M.Howe objects to a
playground anywhere in the parish).
The
Parish Council agreed to ask Friends of Tewin to distribute a newsletter
informing the entire Parish about the playground proposals and explaining where
they can see the plans and to whom they can make their comments.
The
Parish Council agreed to thank Friends of Tewin for their support and Ben
Roberts for all his time and effort.
73 HIGHWAYS
Flooding
at School Lane
– All lines, gullies and manholes have been cleared and investigations are
ongoing. The Bowls Club has been asked to clear the grid at the bottom of their
drive.
Ditches
along Upper Green – Highways are hoping to raise an order for ditch clearances these
were overflowing during the last downpour.
Ditches
along Queen Hoo – A Highways engineer will be ringing Cllr B Evans concerning these
ditches, which are hazardous for cars and pedestrians.
Heavy
Vehicle Signs on Hertford Road – Highways advised that this would be looked into
although there are budget constraints. Cllr S Stott asked that as this request
has been on the list for over 2 years it be referred to the District
Councillor. Cllr M.McMullen agreed to look into it.
Clibbons Post – Cllr A.Hill reviewed the options and has kindly offered to arrange for the repair of the post and set it back on the original foundations.
The Clerk was also asked to
supply the Committee with a certificate of ownership, a
letter of authority/support and a site plan if available.
Risk
Assessment
– This has been completed apart from the School Lane bench and the waste pipe
replacement which will be done in due course weather and parts allowing. The
Clerk was asked to look into the fire risk assessment requirements.

LOWER GREEN
Electricity
on Lower Green
– The Friends of Tewin expect to make a donation towards this project but
cannot confirm amounts until their next meeting on 14th November.
Nuisance
Vehicle on Lower Green – EHC Legal
Dept will be corresponding with the owner of the nuisance vehicle. The vehicle
continues to be illegally stored on the village green and is also untaxed,
uninsured and has no MOT.
