Minutes of the Parish Council meeting held on Monday 6th October 2003 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, M.Howe, S.Stott and C.Pool.

In attendance:  Mrs C.McFarlane (Clerk), Cllr T.Robertson, Cllr M.McMullen, Mr A.Hill and 1 member of the public

 

PARISHIONER’S COMMENTS

One parishioner raised the following topics, which were noted by the Clerk.

a.       What is the current situation regarding the appeal on the categorisation of Tewin as a Category 1 village. This is due for consideration by EHDC on either 24th February 2004 or 23rd March 2004.

b.      The Wildlife Trust would be available to do a free woodland management survey of any land the Parish Council has a concern over.

c.       Concerns over the status of the encroachment on CL148, that it is an offence to drive on Common land and even a tyre mark is a criminal act and also whether the Parish Council are aware that Councillors may be personally liable for not arranging access over common land/village green?

 

56. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr K.St Pier and S.Glew.

57. MINUTES OF THE PREVIOUS MEETING held 1st September 2003 were amended, agreed and signed by the Chairman.

58. CO-OPTION

Mr Adrian Hill of Tewin Hill Farm expressed an interest in becoming a Councillor.

Cllr S.Stott proposed and M.Howe seconded the proposal to co-opt Mr A. Hill onto the Council. The motion was unanimously approved. Mr A.Hill completed and signed the Declaration of Acceptance of Office  and the Register of Interests.

There remains one vacancy in the Tewin North.

59. MATTERS ARISING FROM THE MINUTES:

Tewin Charities – The Clerk was asked to ascertain what the status of the charity was following the proposal from the trustees to close and whether the Parish Council need to appoint a trustee in replacement for the late Mr P.Briggs whose term of office expired in August.

Aircraft Noise - A response from Luton airport regarding excessive aircraft noise detailed that when the wind is from an easterly direction the aircraft land from the east and consequently fly over Tewin. There are more planes landing in the summer as it is the peak holiday season. 

Common Land – ‘Our Common Land’ book is currently in circulation.

60. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £518.17 were approved.

Meeting with Tewin Society: The Parish Council agreed that the Clerk should ascertain from HCC whether they would remove the two unsafe dead trees at Hollybushes, as they are potentially dangerous to road users.

Access Across Lower Green: The vendors of 27 Lower Green have been requested by HCC (the landowner) to pay for the easement over Lower Green in accordance with the Countryside & Rights of Way Act 2000 Statutory Instrument 2002 No 1711 Vehicular Access Across Common and Other Land (England) Regulations 2002. HCC have informed the Clerk that they will be writing to inform the Parish Council shortly.

Enforcement Issues:

Excessive Signage at Rose & Crown:  Enforcement is awaiting a meeting with Greene King.

Caravan sited at Plume of Feathers: Enforcement is awaiting a meeting with Greene King.

Countryside & Rights of Way Act 2000: Cllr K.Lawson and Cllr K St Pier are in the process of comparing the Countryside Agency’s draft maps with our own.

62. MAJOR INCIDENT PLAN

The documents are currently in circulation. Forms will be completed with the names of local contacts.

63. HIGHWAYS & TRANSPORTATION ISSUES

School Lane drainage works are expected to start in October or November.

Highways cannot independently arrange for cameras to be put down the drains, as this will be done as part of the School Lane project.

The hedges outside 14~44 Upper Green Road have been trimmed by Riversmead. Cllr T.Robertson agreed to find out if there has been a change in policy with regard to the bungalows in Grass Warren being designated old peoples bungalows.

The village shop sign has been put up as part of the replacement signage at the south west corner of Lower Green.

Motorcycle Nuisance: There have been many incidents reported to the Clerk of motorcycles using footpaths and fields in a dangerous way. PC John Ivens, Rural Community Liaison Officer informed us of Operation Arable and advised anyone seeing people riding motorcycles on land, other than roads to contact Police on 01992 533000. The Parish Council agreed to write to the Chief Constable explaining the problem and Cllr A. Hill agreed to visit the mobile police station.

64. PAVILION & UPPER GREEN

Tennis Club Meeting on 22.9.03 – Cllrs S.Stott, C.Pool and K.St Pier were broadly supportive of the tennis club ideas and the Council await plans to be submitted.

Cricket Club – The debris has now been cleared and the Clerk is awaiting confirmation of the liaison officer. The Clerk has asked the Cricket Club to make the main doors waterproof and will also request them to put the sight screens away.

The Clerk was asked to contact an HCC drainage expert regarding the flooding near the pavilion and also to ascertain whether the pavilion required a disabled toilet.

65. CORRESPONDENCE Received in September 2003

Tewin Allotments Association – The Council noted the incident of a fire.

 

66. RISK MANAGEMENT Following Meeting on 6.5.03

Works Done: The Parish Council agreed the quote to repair the pavilion window.

68. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Mr J. Burton reported that the Parents Association AGM is on the 23rd October.

Tewin Memorial Hall – Nothing to report.

69. DATE OF NEXT MEETING

The next meeting will be held on Monday 3rd November 2003 at 7.45pm in Tewin Memorial Hall.
