TEWIN PARISH COUNCIL

Minutes of the Parish Council meeting held on Monday 6th September 2004 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, K.St Pier, A.Hill, M.Howe, D.Howson, C.Pool and S.Stott.

In attendance:  Mrs C.McFarlane (Clerk), Herts County Councillor Bryan Hammond and one member of the public.

PARISHIONER’S COMMENTS

A parishioner attended to enquire whether the Parish Council would draw attention to the following issues, by a notice in the Parish News or otherwise:

-          To ask Parishioners to take their wheelie bins back from the boundary of their property promptly

-          to inform parishioners that fly posting on telegraph poles is illegal.

-          to advise tradesmen working at specific properties that their temporary signs should not be placed indiscriminately throughout the neighbourhood.

41. MINUTES OF THE PREVIOUS MEETING and of the Emergency Parish Meeting held 5th July 2004 were agreed and signed by the Chairman.

43. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £1351.38 was approved by the Council.

 

External Audit for Year Ending 31.3.04 – Lubbock Fine have completed the audit of the annual return and returned it with an unqualified opinion. This will be displayed on the notice board. The Council agreed to pay the Lubbock Fine invoice, which was unchanged from last year at £141 including vat. The invoice for the internal audit totalled £141 including vat and the Council agreed that it be paid.

 

Budget – A copy of a report detailing Tewin Parish council expenditure to date versus the budget was distributed. Expenditure is currently under budget by approximately £700 due to the cancellation of the HAPTC membership and the insurance premium and audit fees being less than budgeted

It was agreed that an analysis of the expenditure versus the budget to date should be prepared for the 6th December meeting.

Electricity Meter at the Pavilion – This has now been renewed and PowerGen have advised us that we are due a £150 rebate.

Newsletter – The Council agreed to issue another second newsletter informing parishioners about the recent issues concerning the bus service. They also agreed to make a donation of £50 to the Friends of Tewin for distributing the newsletter to parishioners.

Playground Questionnaire – The Council has received a very positive response to the request for comments about a playground. An analysis of the questionnaires showed that at least 90 households would use a playground: the majority would like to be able to walk to the playground and the majority would like it near Lower Green. In light of this the Council agreed to put together a plan for a playground and to seek advice from EHDC as to the way forward.

 

Allotments:  The Council ascertained from a NALC legal representative that there is no automatic right of renewal under a 7yr lease. The Council agreed to commence negotiations with Mr Barton with a view to renewing the lease. The Council also agreed to maintain their subsidy of the Allotment Association at £175 per year.

CL148 – The Council noted that the temporary traders sign had been removed and agreed there was nothing further to report.

 

45. HIGHWAYS & TRANSPORTATION ISSUES

388 Bus Service – The service now has a reprieve until the 31st March 2004 although a fare increase is to be introduced shortly.  Herts County Councillor Bryan Hammond congratulated

Tewin on its cohesive response to the proposed bus changes and the Council thanked Bryan Hammond for his support. The Council agreed to write and thank everyone who wrote letters of support. The Parish Council intends to keep in regular contact with EHDC in order to have input on the making of the next proposal.

 

Highway Repairs – The resurfacing of Churchfield Road has been completed, as have several potholes along Orchard Rd. The Clerk was asked to notify Highways about the flooding on the B1000 near Churchfield Road and whether the digging out of the ditch at Margery Lane would be sufficient.

 

Hedge Trimming – Several parishioners have raised the issue of an overgrown hedge bordering the footpath between Godfries and Harwood Closes and the Clerk was asked to obtain a quote for the work.

 

Path From Godfries Close to Upper Green – In response to several enquiries the Parish Council asked Highways about the possibility of having a footway installed. Highways have responded stating that there is space although the cost would be high. Highways recommended and the Parish Council agreed to put together a request under the Traffic & Environmental (T&E) programme, which will involve an analysis of the “need” for a path.

 

46.  CORRESPONDENCE

Footpath Lighting – The Parish Council were offered the opportunity to have extra footpath lighting installed where necessary in the Parish, however the Parish Council would have to bear the cost of the electricity and thus declined to take this further. 

Temporary Closure of Churchfield Rd, Tewin for 2 weeks for resurfacing and patching etc sometime during the period 26.7.04 and 31.12.04.

FP11 – The Council noted the fallen tree just north of 100 Year Wood.

FP32 –The Council noted that the rubbish does not block the footpath and agreed to respond to the complainant

48. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Whilst the representative has attended various meetings regarding the implementation of new legislation, there is little to report and the school is progressing well. A new secretary has recently been appointed.

Tewin Charities Trustees – Nothing to report.

Tewin Memorial Hall – Nothing to report

Tewin Website – Nothing to report

49. DATE OF NEXT MEETING

The next meeting will be on Monday 4th October in Tewin Memorial Hall at 7.45pm. As there was no further business the meeting was closed at 10.28pm.
