TEWIN PARISH COUNCIL

Minutes of the Parish Council meeting held on Monday 6th June 2005 in Tewin Memorial Hall at 7.45pm

 

Present:  Cllrs K. Lawson (Chairman), K. St Pier, A. Hill, D. Howson, S. Stott and C. Pool.

In attendance:  Mrs C. McFarlane (Clerk), East Herts District Councillor M. McMullen and four members of the public.

PARISHIONERS’ COMMENTS

Mr J Burton attended, as a School Governor, to advise the Council about a pending planning application for a shed from Tewin Cowper School and to ask whether the Council were going to arrange repairs to the tyre mark on the grass verge just before the Burnham Green playground.

Mr G. Fish attended on behalf of the Tewin Cricket Club to advise the Council about works required to the outside of the Pavilion and their request to install a pump in the showers at the Pavilion. The Council advised that the risk assessment had already identified essential remedial works at the Pavilion and that the Cricket Club should obtain a quote as to how much a new pump would cost.

Mr Bryan Evans expressed an interest in becoming a Parish Councillor as he had lived in the Parish for the last 30 years and was now retired and interested in local affairs.

Mrs Linda Adams attended on behalf of the Tewin Society to discuss the way forward regarding the Parish Plan. They would like to arrange a village meeting with the Parish Council to explain to the village the purpose and benefits of a Parish Plan. This was discussed further under item 26.

 17. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr M.Howe and District Cllr T.Robertson.

18. MINUTES OF THE PREVIOUS MEETING held 9th May 2005 were amended, agreed and signed by the Chairman.

19. MATTERS ARISING

Anti-social behaviour - Following the implementation of Acceptable Behaviour Contracts the problem associated with the behaviour of the group of teenagers hanging around Lower Green has reduced significantly. The police asked that parishioners should still ring 01992-533000 if they experience any harassment, alarm or distress or see anything suspicious.

20.  FINANCE   

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £527.27 was approved by the Council.

 

Accounts For Financial Year Ending 31.3.05 – In accordance with the Council’s Financial Regulations the accounts were unanimously approved and signed by the Chairman and by the Clerk as the Responsible Financial Officer.

 

The accounts are available for inspection by appointment by contacting the Clerk from the 2nd June until 29th June 2005.

 

Internal Audit for Year Ending 31.3.05 – Mr P. Marshall has completed the internal audit of the Council’s accounts but was not available to finalise it in time for this meeting.

 

Audit Schedule for Year ending 31.3.05 – This will be signed by the Chairman and the Clerk in accordance with the Council’s Financial Regulations once the Internal Audit has been finalised.

22. RISK ASSESSMENT

The Parish Council agreed to obtain quotes for the works highlighted by the risk assessment.

 

23. PLAYGROUND

The list of criteria was applied to all potential sites and a report written concerning the pros and cons of the sites that were not illustrated by the criteria list. The Council is awaiting reports on various sites.

 

24. YOUTH CLUB

The Council agreed to await the results of the THAC’s questionnaire regarding youth activities and to continue to advertise for a leader of the Youth Club.

 

25. TRANSPORT

Cllr K.Lawson reported that she had responded on behalf of the Parish Council to the Local Transport plan and to the individual bus and rail strategies.

 

26. PARISH PLAN

The Council agreed to arrange a village meeting in the Memorial Hall in late September to discuss the Parish Plan. It was agreed that the Council should form a Parish Plan sub-committee comprising Cllr K. Lawson, Cllr S. Stott and Cllr M.Howe (to be confirmed at the next meeting).

 

27. CORRESPONDENCE

Vacancy on Parish Council – The vacancy caused by the resignation of Cllr S. Glew (letter dated 8/5/05) has been notified to EHDC and the vacancy will be advertised until 10th June. If there is no poll claimed by this date, the Parish Council will fill the vacancy by co-option.

 

Friends of Tewin Annual Web Hosting Fee – The Council have been asked to donate £10.50 towards this and agreed to put this on the next agenda.

Chain Link Fence at End of Grass Warren – Riversmead agreed to mend this fence and the work has now been completed.

28. PARISH PATHS PARTNERSHIP

Cllr K St Pier has completed the annual return and a copy will be put into circulation.

29. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to report.

Tewin Charities Trustees – Cllr D.Howson attended the meeting held on 10.5.05 but there was little progress to report regarding how the Charities’ funds might be allocated.

Tewin Memorial Hall – The village Fete is on Saturday 11th June.

Tewin Website – Nothing to Report.

30. DATE OF NEXT MEETING

The next meeting will be on Monday 4th July 2005 in Tewin Memorial Hall at 7.45pm.
