Minutes of the Parish Council meeting held on Monday 5th December 2005 in Tewin Memorial Hall at 7.45pm

 

Present:  Cllrs K. Lawson (Chairman), K St Pier, B.Evans, A.Hill, D.Howson and S.Stott.

In attendance:  Mrs C. McFarlane (Clerk), East Herts District Councillor M. McMullen and eight members of the public.

PARISHIONERS’ COMMENTS

The Tewin Residents Group attended to discuss the current position of the East Herts Plan Public Inquiry and their presentation to the Inspector on 25th January 2006. The Parish Council said that they hoped to have councillors observing the Inquiry sessions of local interest.

 

The Williams brothers attended the meeting to advise the Parish Council that they are in the process of acquiring the land along the Mimram Valley and wished to reassure the Parish Council that they have every intention of keeping the land exactly the same. 

 

Mrs Doreen Lloyd came to express an interest in becoming a Councillor as she now has the time to give and is very interested in becoming involved.

 

92. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr Mike Howe and District Councillor Linda Haysey.

93. MINUTES OF THE PREVIOUS MEETING held 7th November were amended, agreed and signed by the Chairman.

94. MATTERS ARISING

Vacancy On Council – EHDC confirmed that they did not receive any requests for an election to fill the vacancy on the Parish Council. The Parish Council can now fill the vacancy through

co-option as soon as possible.

 

Land Adjacent to 32 Lower Green – The Clerk was asked to ask the EHDC Tree Officer to have a look at it

 

Mobile Speed Sign – This is now working and Cllr Adrian Hill will be organising a rota.

 

Police – Following on from the last meeting PC Woodward is unable to obtain “Police Speed Check Area” signs for the village and suggested Highways should be contacted.

 

Parish Plan – Cllr S.Stott has recruited another volunteer and hopes to arrange a meeting soon to discuss how to proceed.

 

95.  FINANCE

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £1103.71 was approved by the Council.

National Insurance and PAYE for the Clerk – Following discussions with the Inland Revenue, employer’s National Insurance payments will in future be made by the Parish Council on a quarterly basis and will amount to approx £30.

 

Precept – Cllr K St Pier proposed and Cllr A.Hill seconded that the precept for the next financial year should be Option C at £14,200 based on the Estimate to Year End and the Proposed Budget for the next financial year.

Planning Decisions Received from EHC

3/05/1755/FP – Robins, Tewin Close, Tewin – Detached Double Garage – TPC No Obj – EHDC Refused due to loss of trees.

 

Enforcement Issues

Land Beside Mimram River – In accordance with the Secretary of State’s guidance on issuing Article 4 Directions (Circular 9/95) there is no longer a real and specific threat as the Williams brothers are now in the process of purchasing the land at the Mimram Valley and they have assured EHDC that they intend to keep the land as it is.

 In view of this EHDC Planning Enforcement do not have any evidence upon which they can issue an Article 4 Direction.

 

97. YOUTH CLUB

The Parish Council was unanimous in thanking to Cllr B Evans for organising the very successful drop in day with Datchworth Parish Council on 3rd December. Over 60 young people attended and all the Clubs were pleased to be invited to attend.  The Parish Council agreed to send letters of thanks to all the clubs and the Friends of Tewin for arranging the refreshments.

99. PARISH PATHS PARTNERSHIP

The grant of £1045 has been received for next year.

100. CORRESPONDENCE

Cannons Meadow Resurfacing- HCC has agreed to come and inspect the road outside the school with a view to having it resurfaced.

 

Speeding on Icy Roads – In response to an email regarding an accident on Hertford Road the Parish Council agreed to alert Parishioners (via the Parish News) to the dangers of icy roads and to point out that only the main bus route through Tewin is gritted.

 

Friends of Tewin – The Parish Council agreed to bear the cost of the electrical inspection and the issuing of the Certificate in accordance with their insurance requirements. The Parish Council   agreed to write to the Friends of Tewin confirming this.

 

Christmas Tree Electrical Certificate – A second opinion on the lights for the Christmas tree was obtained and the Council agreed to use the second electrical contractor.

 

Unmetered Supply on Lower Green – The electricity company requires a map of the site and the Clerk agreed to supply this.

 

Transport Plan – Cllr K.Lawson responded to this consultation on behalf of the Council.

 

101. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to report. 

Tewin Charities Trustees – Nothing to report.

Tewin Memorial Hall – A health and safety policy is being put together and will be presented to the Parish Council in due course.

Tewin Website – Nothing to report.

Sports Club Liaison – Cllr M.Howe has advised the Tennis Club that he is the new liaison Officer.

Locality Policing Panel – Cllr D.Howson attended the meeting 30th November. Policing priorities for the rural areas were selected as tackling off-road motorcycles and anti-social behaviour, tackling dwelling burglaries and shed/barn break ins and tackling speeding.

 

102. In accordance with the Parish Council’s Standing Orders Paragraph 63 the Parish Council

unanimously resolved that, because of the confidential nature of the business to be transacted

the public and press leave the meeting during the consideration of specific issues relating to the provision of a playground in Tewin.

 

103. DATE OF NEXT MEETING

The next Parish Council meeting will be on Monday 30th January 2006 in Tewin Memorial Hall at 7.45pm.
