Minutes of the Parish Council meeting held on Monday 5th September 2005 in Tewin Memorial Hall at 7.45pm

 

Present:  Cllrs K. Lawson (Chairman), K. St Pier, A.Hill, M.Howe, D. Howson, S. Stott and C. Pool.

In attendance:  Mrs C. McFarlane (Clerk), East Herts District Councillor M. McMullen and five members of the public.

PARISHIONERS’ COMMENTS

Parishioners expressed their concerns about the increasing numbers of rabbits and the damage

that is being caused in gardens and other land. Safety concerns were also voiced.

The Parish Council referred to the existing Defra guidance and suggested that further information

should be sought on how the problem could be tackled.

 

49. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr B.Evans and apologies for lateness from Cllr M.McMullen.

50. MINUTES OF THE PREVIOUS MEETING held 4th July and 8th August 2005 were agreed and signed by the Chairman.

52.  FINANCE

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £5089.54 was approved by the Council.

Allocation of Funds for Seat in Bus Shelter – A seat, formerly used in the bus shelter, has come to light in the village and Cllr S.Stott proposed that it should be put back into the bus shelter and the situation monitored, Cllr C.Pool seconded this proposal and the motion was agreed with 6 votes for and 1 abstention.  The Council agreed that a limit of £75 should be paid for this to be done and that the seat must be risk assessed. The Council also asked that the Police should be notified.

55. YOUTH CLUB

Cllr B Evans has spoken to many people and ascertained that there is support and funding available as well as several Youth Clubs in surrounding villages. He hopes to report on ideas at the next meeting.

 

56. HIGHWAYS and TRANSPORT

Works Outstanding – Flooding at School Lane and Margery Lane continues to occur and this has been taken up with Highways Department and Herts County Councillor Bryan Hammond.

The sign on the B1000 has been moved further away from the side of the road thus improving visibility.

The Clerk was asked to report the water leak outside the Rose & Crown again and the broken meter cover.

 

57. NEW POWERS FOR PARISH COUNCILS

This document has not been completely circulated yet and will be put on the next agenda.

 

58. POLICING MATTERS

Cllr D.Howson attended a Policing & Crime Reduction meeting, which explained how there would be more meetings in the future

 

59. PARISH PLAN

Sub-committee – The sub-committee met on 5th September and agreed an agenda for the Open Meeting, arranged jointly with Tewin Society, on 26th September. The Council also agreed that a one page flyer advertising the meeting be completed and sent out with the East Herts LINK.

 

60. PARISH PATHS PARTNERSHIP

The Council agreed to sign the new PPP agreement.

61. CORRESPONDENCE

East of England Draft Plan Examination deferment to 1.11.05

Concerns over lack of bus shelter seat – See Section 52 Finance above

Friends of Tewin Christmas Tree Request – The Parish Council agreed to allow a Christmas Tree to be put up on Lower Green providing the a PAT test on the lights is obtained by a qualified electrician to ensure compliance for insurance reasons.

Friends of Tewin Donation – They have funds available to donate towards a worthy cause and have asked the Parish Council if they have any suggestions.

 

 

 

Friends of Tewin Request for Traditional Finger Post Signs on Lower Green – The Parish Council agreed to find out how much they are.

Licensing Hours – Both the Plume of Feathers and the Rose & Crown have asked for small extensions to their opening hours. The Clerk was asked to report to EHDC that there was not a sign up at the Rose & Crown advertising the changes.

 

62. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to report.  The Clerk was asked to confirm whether John Burton is still the Parish Council representative.

Tewin Charities Trustees – Nothing to report.

Tewin Memorial Hall – Nothing to Report.

Tewin Website – Some adjustments need to be made to the Conservation Area details and they would like the Parish Council’s useful numbers displayed more prominently.

63. DATE OF NEXT MEETING

The next Parish Council meeting will be on Monday 3rd October 2005 in Tewin Memorial Hall at 7.45pm.
