TEWIN PARISH COUNCIL

 

Minutes of the Parish Council meeting held on Monday 5th July 2004 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, K.St Pier, S.Glew, A.Hill, M.Howe, D.Howson and S.Stott.

In attendance:  Mrs C.McFarlane (Clerk), District Cllr M.McMullen and T.Robertson.

28. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr C.Pool.

29. MINUTES OF THE PREVIOUS MEETING held 7th June 2004 were amended, agreed and signed by the Chairman.

30.  MATTERS ARISING

Police Meeting – Cllr A.Hill and the Clerk met Sergeant Singleton, PC Paul Scott and PC A. Woodward. With regard to motorbike nuisance they have issued 60 cautions and some fines and wished to encourage parishioners to continue to report incidents to the police.

The police assured us that door-to-door questioning following burglaries is done although in some cases there has been a time delay due to shift patterns.

A digital speed reduction sign is available to the Parish Council in order for them to collate data to justify speeding problems. It was suggested that Tewin Society might also wish to assist manning this sign. 

Police Community Support Officers are currently in training and whilst they will have fewer powers than police officers they will provide an added presence in the community.

Village of the Year Judges’ Meeting – Cllr A.Hill and the Clerk met the judges on Friday 11th June 2004 and subsequently have been advised that Tewin won a commendation in the business section.

 

31. FINANCE

Accounts for PaymentIn accordance with the Council’s Financial Regulations the schedule of payments amounting to £1893.78 was approved by the Council.

 

Internal Audit for Year Ending 31.3.04 – Mr P.Marshall conducted an internal audit of the Council’s accounts and completed and signed the Audit Schedule. No issues were raised.

 

Audit Schedule for Year Ending 31.3.04– In accordance with the Council’s Financial Regulations the audit schedule was approved and signed by the Chairman and the Clerk.

 

Budget – It was agreed that an analysis of the expenditure versus the budget to date should be prepared for the next meeting.

32. 388 Bus Service  - Notice of Motion

       The Council unanimously agreed to formally respond to Herts County Council concerning the proposed changes to the bus services.

       The following resolution was approved unanimously.

TEWIN PARISH COUNCIL deplores the proposed changes to the 388 bus Hertford to Welwyn Garden City bus service and in the interests of parishioners calls upon the Hertfordshire County Council to maintain the current service, thus removing much anxiety and potential hardship to many people of all ages.

 

 

33. PLANNING

Planning Applications Received

3/04/1008/FP/SD – 55 Orchard Rd, Tewin – Two new garages.

 

3/04/1101/FP/EH – 31 Orchard Rd, Tewin – Proposed single storey side extension and new dormers to pool house.

 

Playground Questionnaire – The Council has received a number of responses to date. The Council agreed to put a reminder in the Parish News to the effect that the questionnaire was distributed in the Link magazine - responses would be appreciated even from those without a direct interest in a playground and spare questionnaires are available from the shop or the Clerk.

An analysis of the questionnaires is to be presented at the next meeting.

Allotments: The Council agreed to chase a response from the NALC legal representative regarding length of leases.

CL148 – The Council agreed to inspect the site before the next meeting.

 

34. HIGHWAYS & TRANSPORTATION ISSUES

Highway Repairs – Following conversations with Val Weaver, Assistant District Manager at Highways several orders have been placed for outstanding work to be done throughout Tewin in the near future. These are detailed on Appendix 1.

 

Restoration of Lower Green Edge opposite Tewin Memorial Hall – The Council agreed to accept the quote to have the edge partly turfed and partly seeded in September.

Drainage at Upper Green: The works to rectify the flooding commenced successfully on 5.7.04. The cost to date totals £884.59 versus the budgeted amount of £1400 due to a competitive quote for gravel and sand. The Council thanked Cllr A.Hill for his time and effort.

35. RISK ASSESSMENT

Woodland Management Survey – In accordance with the survey’s recommendations the Council agreed to get a quote for having the grass/bracken cut next June/July in the woods at the junction of Queen Hoo Lane and Bramfield Road.

Dangerous Tree on Churchfield Rd – The Clerk was asked to report this to Highways.

 

36. CORRESPONDENCE

Proposed Improvement to Footpath Lighting 

Acknowledgement from Oliver Heald, MP for North East Herts, confirming his support for the 388-bus service.

Tewin Cricket Club – re. proposed plans for extensions to the Pavilion. The Clerk was asked to respond stating that the Council is looking forward to seeing the new plans.

Notification that the Electricity Meter Change at the Pavilion will be on 6/7/2004

 

37. PARISH PATHS PARTNERSHIP

FP15 – Kirkham Contracting has been asked to trim the hedges along this path.

FP26 – Kirkham Contracting has been asked to repair the step by the road at the lower end of FP26 near Tewin Stores.
