TEWIN PARISH COUNCIL

Minutes of the Parish Council meeting held on Monday 5th April 2004 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, K.St Pier, S.Stott, S.Glew, C.Pool and D.Howson.

In attendance:  Mrs C.McFarlane (Clerk) Cllr T.Robertson and Cllr M.McMullen

120. APOLOGIES FOR ABSENCE WERE RECEIVED, Cllr A.Hill.

121. MINUTES OF THE PREVIOUS MEETING held 1st March 2004 were amended, agreed and signed by the Chairman.

122.  MATTERS ARISING

Leaflet Distribution – The Council agreed to put together a draft newsletter for the next meeting. Cllr S.Glew and S.Stott agreed to act as the editorial committee. The Council agreed to thank Friends of Tewin for their offer of distribution of the newsletter in exchange for a donation. The Clerk was asked to obtain as estimate of how much the photocopying would cost.

Woodland Management Survey – Cllr K St Pier met a representative of the Herts & Middx Wildlife Trust on site to conduct a survey of the CL148, VG70, 100 Year Wood and Upper Green pond. The sites are all in a satisfactory state at present and HMWT will produce a report for us in due course.

123. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £740.19 were approved by the Council.

 

Tewin Charities  – Cllr D.Howson volunteered to become a trustee. Cllr C.Pool proposed and K St.Pier seconded and the Council were unanimous that Cllr D.Howson be the trustee nominated by Tewin Parish Council.

 

Councillor’s Allowances – EHDC confirmed that the Chairman’s allowance is in accordance with The Local Authorities (Members’ Allowances) (England) Regulations 2003.  They also confirmed that co-opted Councillors were not entitled to allowances.

Allotments: The Parish Council is not legally obliged to subsidise or arrange a lease for allotments. However the Council agreed that they should indicate to the Allotment association that whilst they are unlikely to increase the amount of the subsidy, they will continue to research the implications of changing the term of the lease, the going rate for allotments and the percentage of parishioners that hold an allotment.

Play Audit: The Parish Council agreed to revise the questionnaire in view of Councillor’s comments and submit at the next meeting.

Shire Park Bowls Club – The Council agreed to thank the Bowls Club for their letter and to respond in due course.

 

Village of the Year Entry – The Council agreed to sign off on the Village of the Year Entry form as usual, and thanked the Friends of Tewin for their hard work in completing it.

125. HIGHWAYS & TRANSPORTATION ISSUES

School Lane:  The Chairman had viewed the plans of the School Lane project. The work appears to be proceeding according to plan.

388 Bus Service – There is nothing to report as yet as HCC are currently analysing the usage figures in order to ascertain whether the service needs to stop at Datchworth every day.

Restoration of Lower Green Edge opposite Tewin Memorial Hall – The Council agreed to ask Kirkham Contracting for a quote and if it was under £200 the works could go ahead.

126. PAVILION & UPPER GREEN

Posts At North End of Upper Green – The Council agreed that Ian Bishop, Highways Engineer should be asked to look at the issue and to advise on an appropriate surface for the track.

 

Drainage at Upper Green: Cllr A.Hill has kindly volunteered his time and machinery to complete this project.

Alternative quotes for shingle were obtained, all of which came within the previously agreed budget of £1400.

Maps detailing electricity cabling to the Pavilion are not available so the Council agreed that a Cat and Jenny should be hired on the day of the works and the cost of this can be accommodated within the £1400.

127. RISK MANAGEMENT

The Council agreed that the annual inspection would be on Monday 26th April at 7.30pm at the Tennis Club car park and if necessary continue on Tuesday 27th April.

128. CORRESPONDENCE

Dog Fouling Signs for the Churchyard – The Council agreed to order these.

Potholes in Grass Warren Garage Area – Riversmead have been notified.

Ticket Booth on Lower Green to sell tickets for Open Gardens Day on May 16th – The Council gave permission for this.

Back Lane Works Notice – Notification has been received that access for utility services to the Crown Farm Barns has been given by HCC

129. PARISH PATHS PARTNERSHIP

BOAT 39 is currently closed and being resurfaced

FP13 – A diversion order has been put in for the path to be redirected and enclosed.

FP12 – The definitive footpath has been re-instated.

Riversmead have agreed to dedicate 2 paths in the Grass Warren area .

130. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to Report

Tewin Memorial Hall – Nothing to report.

Tewin Website – There is now a new business section with links to local businesses.

131. DATE OF NEXT MEETING

The next meeting will be the Annual Parish Council meeting on Monday 10th May in Tewin Memorial Hall.

As there was no further business the meeting was closed at 10.10pm.

- Clarify ownership of rails in front of houses on Upper Green Road

– Clarify ownership of access road off Godfries Close

 

 

Gulleys – Ian Bishop stated that a gulley survey would be undertaken to assist cleaning crews

Salt Bins
