Minutes of the Parish Council meeting held on Monday 4th September 2006 in Tewin Memorial Hall at 7.45pm

Present:  Cllrs K.Lawson (Chairman), K.St Pier, B. Evans, A.Hill, M.Howe, D.Howson D.Lloyd and S.Stott.

In attendance:  Mrs C.McFarlane (Clerk), EHC Cllr M.McMullen and three parishioners.

PARISHIONER COMMENTS

Three members of the Pavilion Refurbishment Steering Committee attended to show us their plans and to ask for Parish Council support and permission to progress a planning application. Cllr M.McMullen agreed to introduce them to the relevant Planning Officer.

 

41. APOLOGIES FOR ABSENCE

There were no apologies for absence.

 

42. MINUTES OF THE PREVIOUS MEETING held 3rd July 2006 were agreed and signed by the Chairman.

 

43. MATTERS ARISING

Parish Plan – A grant of £1500 has been received and the Parish Council will administer this on behalf of the Parish Plan Steering Committee. In order to complete a grant form the PPSC is required to open a bank account, which PPSC do not expect to be used for any other purposes. The Parish Council agreed to support the opening of the bank account.

Sports Day – the school used Upper Green for their Sport Day.

BT Phone Box opposite Rose & Crown – The pay phone has now been replaced.

 

44.  FINANCE   

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £3812.95 was approved by the Council.

 

Local Development Framework Course on 17th October – The Parish Council agreed to finance Cllr Stott’s attendance of this course at a cost of £16 plus travelling expenses.

 

45.PLANNING

Planning Applications Received and Reviewed at Interim meeting on 10.8.06

3/06/1287/FP/JS – 47 Upper Green, Tewin – Porch to front, garage with room over and car port – TPC No Obj although concern over size.

3/06/1395/FP/SD – 49 Upper Green, Tewin – Loft Conversion incorporating a dormer window – TPC No Obj

3/06/1307/FP/SD – 49 Upper Green, Tewin – Lean-to Storage Shed – TPC No Obj although concerned at number of retrospective applications.

Planning Applications Received

3/06/1526/FP/CD – The Old School House, Lower Green, Tewin – Front Extension to Garages & Alteration to roof incl raising of roof & retiling – TPC No Obj and supportive of garage doors in keeping with the overall style of the house.

 

3/06/1678/FP/CD – 6 Lower Green, Tewin – Two storey rear extension – TPC Maintain their original objections as they still have concerns about the resultant over-shadowing of the neighbouring property.

 

Planning Decisions Received from EHC

3/06/0921/FP – 114 Bramfield Rd, Datchworth – Two Storey Rear Extension & Dormer to Front – TPC No Obj – EHC Granted

 

Enforcement Issues – Nothing to report.

 

Sale of Land at Back of Godfries & Harwood Close - EHC has advised the residents group that the land cannot be included into the curtilage of their property. The Parish Council agreed to ascertain from Enforcement whether there is anything the Parish Council should do and agreed to put it on the agenda for the next meeting.

 

 

46. HIGHWAYS

Churchfield Rd/Margery Lane – The Parish Council thanked Cllr A. Hill for digging channels along Margery Lane in order to stem the flow of water onto Churchfield Road. The Clerk will ask Highways if they can clear the gully on Margery Lane as well as it is still silted up.

Road Closures – Archers Green and Queen Hoo Lane will be closed for works and resurfacing any time between now and September 2007. Signs and further notice will be given nearer the time.

 

Flooding at School Lane – Highways are in the process of arranging a meeting with the Design Team, County Councillor Bryan Hammond and the Parish Council.

 

Advertisements on School Lane – The Clerk was asked to advise Planning Enforcement Dept.

 

388 Bus – The new timetable commenced on the 4th September and copies of the timetable are available on the buses and will shortly be available in the local shops.

 

47. PAVILION AND UPPER GREEN

Pavilion Refurbishment - The Parish Council continue to be supportive of the proposed pavilion refurbishment. The Clerk was asked to research whether approval from the Secretary of State is necessary.

Cleaner for the Pavilion – The Parish Council agreed that this was up to the clubs to arrange between themselves, in accordance with the current Agreement.

 

Risk Assessment – Nothing to report.

 

 

48. LOWER GREEN

Electricity on Lower Green – The quote for provision of the box etc has not been received yet and it will be put on the agenda for the next meeting.

Trees Outside 14/15 Lower Green – The Council agreed that a Councillor should meet with the residents to ascertain further details.

Nuisance Vehicle on Lower Green – The owner of the vehicle advised EHC in June that it will be moved soon. The Clerk was asked to contact EHC, DVLA and the Police again as it has not been moved for 9 months, it is causing an obstruction, unsightly and is being parked illegally, without permission.

 

49. PLAYGROUND

Cllr B.Evans has completed and sent in a grant application to the Awards For All  (Big Lottery).

The Friends of Tewin have completed and sent in a grant application form for Herts Community Foundation.

Cllr K St Pier has measured up a potential site on Upper Green and the Council are awaiting a meeting with EHC, HCC and RoSPA in order to check the suitability of the site.

 

50. PARISH PATHS PARTNERSHIP

FP11 by 100 Year Wood has been covered with crushed concrete in an effort to alleviate flooding.

 

51. CORRESPONDENCE

Thank you letter from Mrs Marchant for allowing the bench on Upper Green in memory of her husband.

St Peter’s Church – Justification for further funds towards resurfacing of driveway.

Herts Constabulary – PCSO Speed gun patrols would appreciate assistance on data recording by local parishioners.

Informal Planning Sessions at EHC on 7.9.06 & 21.7.06.

53. DATE OF NEXT MEETING

The next meeting will be on Monday 2nd October 2006 in Tewin Memorial Hall at 7.45pm.
