Minutes of the Parish Council meeting held on Monday 4th December 2006 in Tewin Memorial Hall at 7.45pm

Present:  Cllrs. Lawson (Chairman), K St Pier (Vice Chairman), B. Evans, A.Hill, M.Howe, D.Howson, D.Lloyd and S.Stott.

In attendance:  Mrs C.McFarlane (Clerk), Cllr M.McMullen and six parishioners.

PARISHIONER COMMENTS

Mr Hollingsworth (47 Upper Green) attended to advise the Council of his complaints on the proposed playground at Upper Green: -

i.                     He was under the impression that the Council would be changing the location of the playground in order to preserve his view from his house. The Council advised that they had reversed the layout of the playground.

ii.                   He advised that the existing trees would not screen his view.

iii.                  The playground would impact on the value of his house and he indicated that he would be seeking recompense from the Parish Council or undertaking litigation.

iv.                 He asked if the Parish Council had taken advice on the Great Crested Newts. The Parish Council has not as this site is regularly mowed.

Mr Beale and Mr Farr also raised concerns about speeding traffic, vandalism and car parking.

The Chairman offered to meet these parishioners on site and advised that the planning application has been submitted and pending extra information will be available to the public to view.

The Parish Council advised that the newsletter informing the entire Parish about the playground proposal, location and to whom they can make their comments has been printed and will be distributed by Friends of Tewin within the next week.

83.  FINANCE   

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £1,253.38 was approved by the Council.

 

Donation Towards Senior Citizens Lunch - The Parish Council unanimously agreed to donate £100.

 

Donation For Xmas Tree – The Parish Council unanimously agreed to make a donation of £50 and pay for the electrical testing.

 

Distribution of Newsletter – The Parish Council agreed to make a £50 donation to the Friends of Tewin.

 

Budget – The Parish Council has agreed to make £2200 of extra expenditure in this financial year comprising of: -

- playground planning application fee £133, newsletter photocopying  & distribution £160

- pavilion planning application fee £133

- a £1000 towards Parish Plan

- £310 for hedge cutting

- £250 to create a soakaway off Churchfield Road

- £100 towards Senior Citizens lunch

- £50 towards xmas tree and £30 electricity PAT test

 

Budget Items for Next Year - The Parish Council agreed the following: -

- a donation of £500 to be made to St Peter’s Church towards the access road repair.

- £1500 to cover cost of electricity installation on Lower Green

- £1000 towards election costs in May as advised by EHC

- £500 contingency for Parish Plan

- £150 towards playground publicity costs in accordance with grant rules.

- £200 increase in insurance costs in relation to playground insurance

- a 10% increase in annual grass cutting expenses

 

The Clerk will prepare a final budget and precept scenarios for the next financial year so that these can be agreed at the next meeting.

3/06/2099/FP/CD – Hoo Corner, Queen Hoo Lane, Tewin – Two detached timber/tiled garden sheds (retrospective) – TPC obj to height and lack of screening of 6.3m x 2.7m workshop/bicycle store.

3/06/2137/FP/CD – 2 East Riding, Tewin – Two storey rear, single storey side and front extensions incl two storey stairwell and new raised roof- TPC No obj

 

The Parish Council agreed to write a separate letter to East Herts Council expressing their concerns on the urbanisation of Tewin Wood. A similar letter had been sent within recent years.

 

Planning Decisions Received from EHC

3/06/1852/FP/SD – 13 Hertford Road, Tewin – Detached Garage – TPC No Obj – EHC Granted

3/06/2012/FP/JS – 29 Cannons Meadow, Tewin – Single Storey side and rear extensions- TPC No Obj – EHC Granted

 

Enforcement Issues – The owners of Dawley Woods have been advised to submit a planning application for the containers, mobile home and other structures. They have also been asked to remove any vehicle that it is not required for agricultural purposes.

 

85. PLAYGROUND

There are a variety of rules attached to both grants, which will be circulated to all Councillors.

With regard to the Local Network Fund grant the Parish Council, following a meeting, has agreed to provide the Friends of Tewin with a letter assuming all responsibility for the playground equipment they are purchasing with the grant, once it is installed. The Parish Council agreed to obtain expert legal advice on the letter from East Herts Council.

The Parish Council agreed to ask RoSPA if they could check the final details of the playground.

The Parish Council has received a variety of correspondence concerning the playground proposal and has replied to all those requiring a response.

The newsletter has been printed and Friends of Tewin are in the process of arranging its distribution.

 

 

86 HIGHWAYS

Flooding at School Lane – Highways are in the process of making investigations. All gullies in the vicinity of School Lane and Lower Green have been cleared using high a
pressure jetting unit in order to ascertain whether the drainage system in the area is operational and to establish if there are any blockages.  Their consultants have been
instructed to prepare a report and advise of options available on the
resolution to alleviate the flooding problem in School Lane. 

Flooding at Churchfield Road/Margery Lane – Highways have been asked if they will consider removing some kerbstones in order that a ditch can be dug for the accumulated water to drain into.

The gullies, which have been cleared and have since filled up quickly with silt, will be looked at separately.

The Parish Council agreed to ask Highways about a small sleeping policeman across the road at an angle to direct the flow of silt and water into the ditch.

Ditches along Upper Green Road – Highways have placed an order to have the ditch cleared from outside No 21 to 41.

 

Heavy Vehicle Signs on Hertford Road – Both Cllr M.McMullen and Highways advised that there are budget constraints. Cllr S. Stott agreed to ask EHC for a grant towards the signs.

 

Clibbons Post  – Cllr A.Hill advised that the post is in the process of being repaired.

 

87. PAVILION AND RISK ASSESSMENT WORKS

Pavilion Refurbishment Committee – They are in the process of obtaining quotes.

Pavilion Planning Application – The Council agreed to fund the cost of submission of a planning application for the refurbishment and extension of the Pavilion.

 

 Fire Risk Assessment – This was deferred to the next meeting.

 

Reinstatement of Football posts – One football post has been put up and the Parish Council agreed to research capping the other two holes for safety reasons.

 

88. LOWER GREEN

Electricity on Lower Green – The Friends of Tewin has kindly agreed to donate £500 towards this project.

Proposal to Install Electricity Meter on Lower Green – This proposal was carried with 7 votes for and 1 abstention. The Parish Council agreed that a maximum of £1500 should be spent and that the exact site of the meter and the exact figures should be agreed at the next meeting.

 

Nuisance Vehicle on Lower Green – EHC have removed the vehicle.

 

89. PARISH PATHS PARTNERSHIP

Request for a Kissing gate on FP17 – The Parish Council agreed to this.

FP15 - The Parish Council agreed that removing of the stiles, the levelling of some sections of the path and extra hedge trimming (from 4 to 6 cuts per year) would be ideal in order to create another easy access route to Upper Green.

 

90. CORRESPONDENCE

P.Holden – The Parish Council is not considering creating a new byeway over the small triangle of village green north of Lower Green at present.

Supplementary Planning Docs, Local Development Framework- Cllrs K St Pier and S.Stott agreed to produce a response.

Tewin Memorial Hall – They have successfully recruited extra volunteers.

Locality Policing – The next meeting is on the 17th Jan 2007
