TEWIN PARISH COUNCIL

Minutes of the Parish Council meeting held on Monday 4th October 2004 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, K.St Pier, A.Hill, M.Howe, D.Howson, C.Pool and S.Stott.

In attendance:  Mrs C.McFarlane (Clerk), East Herts District Councillor M. McMullen and four members of the public.

PARISHIONER’S COMMENTS

A parishioner attended to enquire whether the Parish Council could address the following issues:

-          Overgrown trees overhanging the road outside 30 & 32 Hertford Road.

-          To bring to the attention of the Parish that parking on village greens is illegal. The Parish Council has regularly advertised this in the Parish News and the recent newsletters.

-          To ask the Parish Council to advise horse riders not to ride on FP 26 as it is a footpath not a bridleway and horses make the footpath impassable for walkers. Cllr Hill agreed to address the situation.

Three young parishioners attended to enquire whether the youths could meet once or twice a week in the Memorial Hall. They were aware of complaints about youths meeting in the bus shelter.

The Parish Council suggested they write a letter for the Parish News advertising for adult volunteers to supervise such sessions and said they would liaise with the Memorial Hall about the request.

50. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr S.Glew, M.Howe and East Herts District Councillor T.Robertson.

51. MINUTES OF THE PREVIOUS MEETING held 6th September 2004 were agreed and signed by the Chairman.

52.  MATTERS ARISING – The newsletter has now been delivered by the Friends of Tewin. The Clerk has also put the newsletter on the website and on the Notice Boards in the village. The Parish Council agreed that the Football Club (and other Clubs when in season) should be asked if they would be prepared to advertise for new members in the Parish News.

53. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £1129.76 was approved by the Council. During the last month the second half of the precept totalling £6,600.00 and a VAT rebate of £978.07 were received.

 

Electricity Meter at the Pavilion – PowerGen have advised us that having re read the meter the refund is for £7.07. The Parish Council agreed to accept PowerGen's offer of freezing electricity prices for the next two years.

Rose & Crown – Hedges and trees have been removed from the fence in the car park adjacent to the Rose & Crown. The Clerk was asked to ascertain the extent of shrubbery removed and advise EHDC in view of its position in the Conservation Area.

 

Playground  – Cllr Hill and the Clerk have an appointment on the 11th October to meet a play equipment manufacturer who will provide a provisional design for a playground. The Clerk has also spoken to Shirley Clark, Assistant Director of Direct and Contract Services at East Herts District Council who provided extensive advice on installing playgrounds.

 

Allotments:  The Parish Council agreed to put the current leases into circulation for Councillors to read, prior to the next meeting.

 

55. HIGHWAYS & TRANSPORTATION ISSUES

388 Bus Service – Cllr K Lawson has a meeting with Keith White, EHDC on the 18th October to discuss various issues.

 

Highway Repairs – Highways advised that the works order for the digging out of the ditch and cut ins on Margery Lane should go ahead and if these measures do not work then other solutions will be sought.

 

Dead Trees in Churchfield Rd – These trees have been reported to Highways who will contact their tree contractor who will recommend works needed.

 

Hedge Trimming – Councillors agreed to accept a quote for trimming of the hedge between Godfries and Harwood Closes. The Clerk was asked to ensure that the work is completed quickly.

 

Hollybushes - The Parish Council noted that new wooden bollards had been installed and that one was now missing. The Clerk was asked to contact HCC about this.

 

Posts on North End of Upper Green – Four posts have been knocked down but the owner of the lorry has accepted liability and is paying for their repair.

 

56.  INTERPARISH CONFERENCE

The Parish Council agreed to host the Interparish Conference in February 2005 and decided the venue should be the Memorial Hall. The Clerk was asked to fix a date. Various topics were proposed including, licensing, rural transport, plotlands and youth. Cllr M.McMullen offered to assist the Clerk with some contacts.

57. CORRESPONDENCE

New Police Non Emergency Number for Hertfordshire – for advice and information and to report non-emergency incidents – 0845 -3300222 from 4.10.04. The Parish Council agreed this should be put in the Parish News.

58. PARISH PATHS PARTNERSHIP

Cllr K. St Pier will be attending a meeting on the 13th October at Woolmer Green Hall regarding PPP issues.

The Council had no objection to the diversion of Tewin Footpath 42 closer to the junction of Welwyn Garden City footpath 58 meaning walkers would not have to walk so far along Hertford Rd.
