Minutes of the Parish Council meeting held on Monday 3rd April 2006 in Tewin Memorial Hall at 7.45pm

Present:  Cllrs K. Lawson (Chairman), K St Pier, B.Evans, A.Hill, M.Howe, D.Howson and D.Lloyd.

In attendance:  Mrs C. McFarlane (Clerk) and 1 member of the public.

PARISHIONERS’ COMMENTS

One parishioner attended to hear the views of the Parish Council on the planning application from The Plume of Feathers, 57 Upper Green, Tewin.

 

130. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr S.Stott (holiday) and District Councillor Linda Haysey.

131. MINUTES OF THE PREVIOUS MEETING held 6th March were agreed and signed by the Chairman.

132. MATTERS ARISING  - Nothing to report

133.  FINANCE

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £580.84 was approved by the Council.

Memorial Hall Rates – These will be raised from 1st May due to a national rise in gas and electricity costs.

134. PLANNING

In future when looking at planning applications the Parish Council agreed that residents closest to the planning application should be notified of the date & time of the Parish Council meeting when the application will be discussed by way of a leaflet.

30/06/0209/FP – 55 Orchard Road, Tewin – Single storey rear extension, porch, some internal alterations – TPC No Obj – EHDC Granted

 

Enforcement Issues

Shed In Field Opposite Old Rectory, Churchfield Road – Enforcement advised they would look into it.

 

Abandoned/Untaxed Vehicle Opposite 26 Lower Green – This has been referred to the DVLA as an untaxed vehicle.

 

Risk Assessment Date – This will take place on Friday 21st April at 10.30am.

135. HIGHWAYS and TRANSPORT

A meeting has been arranged on Thursday 20th April at 11am with highways, the design team and the local landowner with a view to working out a solution to the flooding in Margery Lane.

 

Hazardous Dead Trees Bordering Churchfield Road – The Parish Council await a response from the local landowner.

 

Bus Permit Distribution – There was substantial uptake of this service this year with the Clerk issuing 33 passes.

 

Passenger Numbers – Numbers of passengers on the Tewin service have increased substantially in recent times, which the Parish Council hopes will continue. 

 

136. PLAYGROUND

The Parish Council await a response from the Board of Governors of Tewin Cowper School and agreed to put this topic on the agenda for the next meeting.

 

137. PAVILION & UPPER GREEN

Proposed Plans for Pavilion Refurbishment -  Unfortunately due to a misunderstanding the Tennis Club were unable to attend the recent meeting to discuss the refurbishment so the Parish Council agreed to arrange another meeting between the Cricket Club, Tennis Club and the Parish Council before the next Parish Council meeting.

The Parish Council agreed that funding/finance for the refurbishment should be put on the next agenda. The Parish Council are in favour of the refurbishment.

138. YOUTH EVENTS

The tour of the Barn Theatre takes place on Saturday 8th April at 2.30pm and the Parish Council hope that as many young people as possible will attend as it has a very active Youth Group involved in all aspects of the theatre production, design, set workshop etc. 

139. PARISH PATHS PARTNERSHIP

Easy Access Route – Cllr K St Pier is monitoring the condition of this path particularly where the grass netting has been put down.

 

140. CORRESPONDENCE

Grass Cutting – There seems to be some duplication with Herts County Council/EHDC so the Clerk will liaise with S.Kirkham and notify them of any duplication.

 

New Powers for Councils – These come into effect from 6th April 2006 and once EHDC have decided on procedures these powers can be adopted by Parish Councils if they wish. 

 

141. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to report. 

Tewin Charities Trustees – Nothing to report.

Tewin Memorial Hall – Hire rates will be rising from 1st May due to increased utility expenses.

Tewin Website – Nothing to report.

Locality Policing – There is a meeting  on 19th April.

142. DATE OF NEXT MEETING

The Annual Parish Council Meeting will take place on the 8th May at 7.45pm in Tewin Memorial Hall. 

As there was no further business the meeting was closed at 10pm.
