TEWIN PARISH COUNCIL

Minutes of the Parish Council meeting held on Monday 3rd November 2003 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, K.St Pier, S.Glew, M.Howe, A.Hill and C.Pool.

In attendance:  Mrs C.McFarlane (Clerk), Cllr M.McMullen (apologies for lateness) and 1 member of the public

PARISHIONERS COMMENTS

Mr David Howson attended the meeting and expressed an interest in becoming a Councillor. He has lived in the area for 10 years and is an active member of both the tennis club and the badminton club. The Parish Council asked him to attend the meeting in December along with another interested parishioner.

70. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr S.Stott and Cllr T.Robertson.

71. MINUTES OF THE PREVIOUS MEETING held 6th October 2003 were amended, agreed and signed by the Chairman.

72. MATTERS ARISING

Woodland Management Survey: The Wildlife Trust would be happy to do a free woodland management survey of any land the Parish Council has a concern over but suggested that April would be the best time of year.

73. FINANCE

Accounts for PaymentIn accordance with the Council’s Financial Regulations the schedule of payments amounting to £769.51 were approved by the Council.

 

Bank Account Mandates – These were distributed to Councillors who are currently not signatories.

 

Estimate to Year End – The estimate to the year-end shows that the Parish Council will have a shortfall in funds of £287, which will be met by reserves. The budget for financial year from 1.4.04~31.3.05 will be drawn up for the next meeting

 

Donation for Remembrance Day – The Parish Council agreed to make a donation to the British Legion of £15 and Cllr K.St Pier volunteered to lay the wreath on Remembrance Sunday on behalf of the Parish Council.

Access Across Lower Green: HCC Legal Department is in the process of writing to us requesting our consent to granting the easement over Lower Green in accordance with the Countryside & Rights of Way Act 2000 Statutory Instrument 2002 No 1711 Vehicular Access Across Common and Other Land (England) Regulations 2002.

Enforcement Issues:

Excessive Signage at Rose & Crown:  EHDC Enforcement section is meeting Greene King on 7.11.03.

Caravan sited at Plume of Feathers: EHDC Enforcement section is meeting Greene King on 7.11.03.

Lights at 43 Orchard Road, Tewin: EHDC Enforcement section state that lights such as these do not require planning permission.

Lodge Farm, Burnham Green: The Parish Council agreed that they would like to see the plans for this site.

Countryside & Rights of Way Act 2000: Cllr K.Lawson and Cllr K St Pier have compared the Countryside Agency’s draft maps with our own and feel that are no anomalies.  

Major Incident Plan: The Parish Council agreed that the Clerk should complete this plan to include names of a small number of key parishioners from the Parish.

Tewin Allotments Association: The Clerk was asked to ascertain the number of allotments available, the number rented and the cost.

 

75. HIGHWAYS & TRANSPORTATION ISSUES

Dangerous Trees at Hollybushes: HCC have agreed to remove the 2 dangerous trees at Hollybushes and are currently in the process of obtaining quotes.

Mr Pope, Monitoring Officer at EHDC has written to Danny Kyan, District Manager, Hertfordshire Highways asking them to install barriers to prevent fly tipping.

School Lane: Drainage works are now scheduled to start in January 2004. Cllr M. McMullen has registered the Parish Council’s complaint at the excessive time this has taken.

Grass Warren Bungalows: Cllr T.Robertson advised the Parish Council that according to Riversmead there has been no policy change and the bungalows in Grass Warren continue to be designated old peoples bungalows (with one exception).

Motorcycle Nuisance: The Clerk has continued to report to the police various incidents. The letter to the Chief Constable has been acknowledged but there has been no official reply as yet. The Parish Council agreed to ask a police representative to the next meeting to answer questions about these concerns.

Cllr A. Hill agreed to visit the mobile police station on 5.11.03.

Removal of weeds and leaves: Contract enforcement has been informed and will follow our complaint up with the contractor.

 

 

76. REFUSE COLLECTION & RECYCLING

The Parish Council voted in favour (4 in favour and 2 against) of writing to N.Poulton, Portfolio Holder for the Environment requesting that Tewin have door–to-door recycling. 

The Parish Council continues to await suggestions for a suitable site for recycling bins.

The Parish Council still maintain their view that Tewin should remain a “bag collection” area. Wheelie bins are available upon request from EHDC.  

 

77. TEWIN CHARITIES TRUSTEE

The Parish Council agreed to look for a trustee to replace the late Mr P.Briggs whose term of office expired in August.

 

78. PAVILION & UPPER GREEN

Cricket Club – A liaison officer has not been appointed yet. The Clerk was asked to remind the Cricket Club to finish putting away the screens.

 

79. CORRESPONDENCE Received in October 2003

Lubbock Fine External Audit – The audit form was returned with an unqualified opinion and will be displayed on the notice board.

 

Request for a Playground – The Clerk was asked to contact the Bowls Club concerning the planning condition that there should be a designated children’s play area on their site, and EHDC about the possibility of a site at Grass Warren.

 

Church Burglaries – The police have advised that there has been a spate of burglaries at local churches and the Clerk notified the Rev Rob Eardley.

 

New Councillor – Mrs K.Adams expressed an interest in becoming a Councillor and was invited to attend the next meeting on 1.12.03.

 

HCC Annual Gulley Emptying Programme – This has been delayed and every effort is being made to rectify this.

 

Report on Parish Information Evening from Cllr M.Howe – The meeting comprised of an explanation of the benefit of completing a Parish Plan in order to find out /confirm what parishioners would like in the village. Cllr M.Howe is awaiting a copy of a completed Parish Plan in order to circulate it to obtain views on whether Tewin Parish Council should undertake to complete one.

 

The Interparish Conference is to be held on 18.2.04 at Waterford Parish Hall

 

80. RISK MANAGEMENT Following Meeting on 6.5.03

Pavilion Window: This has now been repaired.

Drainage at Upper Green: The Clerk has an appointment to meet an HCC drainage expert on 6.11.03. Cllr K St Pier and Cllr A.Hill agreed to attend.

 

81. PARISH PATHS PARTNERSHIP

Cllr K.St Pier is in the process of organising the administration for the diversion of FP 26.

S.Kirkham completed the filling in of the steps at Lamb Dell Woods.

 

82. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – The next Governors’ meeting is on 25.11.03.

Tewin Memorial Hall – Nothing to report.

Tewin Website – Nothing to report

 

83. DATE OF NEXT MEETING

The next meeting will be held on Monday 1st December 2003 at 7.45pm in Tewin Memorial Hall.
