Minutes of the Parish Council meeting held on Monday 3rd October 2005 in Tewin Memorial Hall at 7.45pm

 

Present:  Cllrs K. Lawson (Chairman), B.Evans, A.Hill, and M.Howe

In attendance:  Mrs C. McFarlane (Clerk), East Herts District Councillor M. McMullen and one member of the public.

PARISHIONERS’ COMMENTS

A Parishioner expressed his concern over a tract of land for sale by the Mimram River and the potential for it to become another “plotlands”. He wanted to ensure that the Parish Council and EHDC were aware of it and to make sure everything possible was done now to ensure a repetition of plotlands did not occur.

The Parish Council advised him that they were aware of the matter as were EHDC and that investigations were taking place with a view to serving an Article 4 direction in the near future.

 

65. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr K.St Pier, D.Howson, S.Stott.

66. MINUTES OF THE PREVIOUS MEETING held 5th September were agreed and signed by the Chairman.

67. MATTERS ARISING

Resignation – On 26/9/05 Cllr C.Pool resigned from the Council after six years of service. The Parish Council appreciated his contribution to the Council and agreed to send a letter of thanks. The Clerk was asked to advertise the vacancy within the village and report it to EHDC in the usual way.

Rabbits – A local landowner reported that from a sample of 20 rabbits ferreted recently only 2 were healthy, as myxomatosis seems to be rife amongst the rabbit population. The Parish Council agreed to monitor the situation and inform the parishioners who had raised this issue at the Parish Council meeting in September.

68.  FINANCE

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £2898.26 was approved by the Council.

Broken Windows at the Pavilion – The Council agreed to accept the quote of £215.15 from Hertford Glass to replace the various damaged windows and the quote for £75 from Mr Yates for repairing the damaged sills.

 

Remembrance Sunday Wreath – Cllr K St Pier kindly offered to lay the wreath on Remembrance Sunday. The Council agreed to make a donation of the same amount as last year.

Planning Applications Received

3/05/1766/FP/LAH – Tewinbury Farm – Erection of slim line lattice mast and associated equipment. Erection of Compound – TPC Obj to location due to visibility and would like to know why this site was chosen.

3/05/1730/FP/JS – 7 Grass Warren, Tewin – Construction of single brick garage – TPC Obj as it is in front of the building line.

3/05/1755/FP/SD – Robins, Tewin Close – Detached Double Garage- TPC No Obj

70. PLAYGROUND

Nothing further to report at present

 

71. YOUTH CLUB

Cllr B Evans proposed that in association with Datchworth Parish Council a “drop in day” be organised for the 3rd December for all the young people in both parishes to attend. The plan is to have present as many local clubs as possible so that the young people can learn more about all the facilities available within the area. A Youth Advisor would also be present.  Advertising will be arranged at the next meeting.

 

72. HIGHWAYS and TRANSPORT

Works Outstanding

Flooding at School Lane has been referred to the Highways design team.

Margery Lane gullies have been jetted but flooding continues to occur.

The Grass Warren bollards are scheduled to be done.

 

Work Completed -

Both the water leak outside the Rose & Crown and the broken meter cover have been repaired.

The trip hazards in Grass Warren have been done.

The railings on Tewin Hill have been replaced.

Various patching of the side of the road has been completed along Upper Green Road by Upper Green.

 

Works To Be Reported -

Cllr M.Howe reported that a hedge needs trimming outside 29 Upper Green Road.

 

73. NEW POWERS FOR PARISH COUNCILS

This document has not been completely circulated yet and will be put on the next agenda.

 

74. PARISH PLAN MEETING REPORT

Sixty-five people attended and the vast majority thought that the Parish Plan would be a good idea. There were 2 volunteers as a result of the meeting and the Parish Council hope that a further meeting will take place with the assistance of the Tewin Society and that more volunteers will come forward.

 

75. PARISH PATHS PARTNERSHIP

The Council agreed to Herts County Council’s request for the erection of a barrier to prevent motorcycles on Tewin Bridleway 7.

76. CORRESPONDENCE

Police Report on Crimes – There have been 36 crimes (33 for same period last year) reported in Tewin since 1.1.05 including 5 burglary/attempted burglary of dwellings, 4 thefts of motor vehicles, 3 thefts from motor vehicles and 4 damage to motor vehicles.

 

Complaint about Noisy Model Aircraft on Upper Green – The green is available for lawful sports and pastimes by the local population with one exception being golf.

 

Friends of Tewin Donation – The Parish Council agreed to suggest the “drop in day” as they would appreciate assistance with advertising and refreshments.

 

Rabbits – Advice was sought from Defra and the Parish Council were advised to find the location of the main burrow and ascertain whose land it was on and once the landowners agreed obtain a quote for dealing with them.

 

Friends of Tewin request for Traditional Style Finger Posts – A letter has been sent to Highways and we await a response.

78. DATE OF NEXT MEETING

The next Parish Council meeting will be on Monday 7th November 2005 in Tewin Memorial Hall at 7.45pm.
