Minutes of the Parish Council meeting held on Monday 31 March 2003 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.St Pier, C.Pool and S.Glew.

In attendance:  Mrs C.McFarlane (Clerk), Cllr M.McMullen and Cllr M.Hargreaves.

115. APOLOGIES FOR ABSENCE were received from Cllrs K.Lawson, S.Stott, M.Howe and J.Burton.

116. MINUTES OF THE PREVIOUS MEETING held 24th February 2003 were amended, agreed and signed by the Vice Chairman.

117. MATTERS ARISING

Rural Traffic & Transport Conference Summary – The Council agreed to postpone discussion on this until the next meeting.

118. FINANCE

Accounts for PaymentIn accordance with the Council’s Financial Regulations the schedule of payments amounting to £638.41 were approved and signed by the Vice Chairman.

External Audit Result – The accounts for Financial year ending 3/02 have been audited and will duly be displayed on the notice board outside Tewin Stores.

Internal Audit For Financial Year Ending 3/03 - This has been arranged for the end of April.

119.PLANNING

3/03/0301 - Warrengate Farm, Tewin – Gated Vehicular Access To Field 

Cllr S.Glew will draft a response and forward it to the Clerk.

A meeting has been arranged at the House of Commons on 6.5.03 to share ideas and consider joint action. MP Oliver Heald and Cllr Mike Carver will be attending.

Cllr M.McMullen agreed that he would raise the issue of whether EHDC are in a position to act within the necessary timescale if this happens again.

EHDC Enforcement department will be attending the 2nd June meeting of the Parish Council to discuss the issue as well as answer general questions on enforcement.

36 Firs Walk – New plans are going to be submitted.

 

45 Orchard Road – In reply to our letter about the colour of the house EHDC advised the Parish Council that the painting of a building does not fall within the control of the Planning Acts.

 

Planning Meeting – This is scheduled for Monday 14th April 2003.

 

Community Strategy Document – No reply has been received as yet to our letter stating that, as the Local Plan has not been approved, Tewin should not yet be classified as a Category 1 village.

 

East Herts Local Plan – The 2nd Deposit Draft of the East Herts Local Plan is due out later this year.

 

Structure Plan – The Parish Council agreed not to use the Planning Consultant but to send a response reiterating our previous concerns.

 

Planning Applications - The Parish Council agreed that some planning guidelines should be drawn up. The Parish Council also agreed that two Councillors would undertake an onsite inspection of all planning applications. 

 

Village Sign - The Millennium Committee have advised the Parish Council that the sign is ready to be put up and a location has to be decided upon. The Clerk was asked to look back in the minutes to confirm the location. Cllr S.Glew agreed to meet the Millennium Committee and report back to the next meeting.

 

120. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1.

 

Back Lane Gully – A gully has been dug from the pond under Back Lane and the water then runs back onto the path leaving it very wet. The Clerk is still waiting for confirmation of ownership of Back Lane from Land Registry.

 

121. PAVILION & UPPER GREEN

Users of Pavilion Meeting – No progress to date.

Driving on the Cricket Green – The Parish Council agreed to check the legal position and then draft a letter to the Cricket Club.

Excess Water Around Pavilion and Ditch at Back of Upper Green – It was agreed that this suggestion be looked at on the Risk Management inspection.

Cleaning of the Tennis Courts – The Parish Council agreed to have the tennis courts cleaned.

New Bin on Upper Green – Cllr S.Glew proposed and Cllr C.Pool seconded that a Warden style bin be bought and that Stuart Kirkham be asked to install it.

122. RISK MANAGEMENT

The Parish Council agreed that the inspection should take place on Tuesday 6th May 2003 at 7.30pm at the Pavilion.

Dog Fouling – A parishioner has requested a sign be put up. Cllr K.St Pier has agreed to investigate. The Clerk will order 1 sign.

Village of the Year Competition – Cllr S.Glew agreed to complete some questions on the form.

Tewin Memorial Hall Hire Rates – These have not risen for the past 10yrs and the Parish Council agreed to pay £16.50 for 3hours.

Tewin Directory – The Parish Council have received a request to help fund the updating of the Tewin Directory. The Parish Council agreed to put this on the agenda for the next meeting.

124. PARISH PATHS PARTNERSHIP

Parish Environmental Action Plans – Cllr S.Glew and Cllr K.St Pier agreed to arrange a meeting with the representative of these plans.

Funds – The grant has been received for the next financial year.

It was agreed that the next meeting would be held on Monday 12th May 2003 at 7.45pm in Tewin Memorial Hall.    

As there was no further business the meeting was closed at 9.25pm.
