TEWIN PARISH COUNCIL

Minutes of the Parish Council meeting held on Monday 30th January 2006 in Tewin Memorial Hall at 7.45pm

 

Present:  Cllrs K. Lawson (Chairman), K St Pier, A.Hill, D.Howson and S.Stott.

In attendance:  Mrs C. McFarlane (Clerk), East Herts District Councillor M. McMullen and three members of the public.

PARISHIONERS’ COMMENTS

A representative from the Cricket Club attended to advise that they intend to put together plans to upgrade the toilets and showers in the Pavilion.

 

A parishioner requested permission for a bench to be placed by the pond at Upper Green to commemorate Weston Marchant.

 

104. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr Mike Howe due to a prior engagement, Cllr B.Evans due to holiday and District Councillor Linda Haysey.

105. MINUTES OF THE PREVIOUS MEETING held 5th December were agreed and signed by the Chairman.

106. CO-OPTION

Mrs Doreen Lloyd of 27 Grass Warren, Tewin had expressed an interest in becoming a Councillor.

Cllr K St Pier proposed and Cllr A.Hill seconded that Mrs Doreen Lloyd be co-opted onto the Council. The Council unanimously approved the motion and Mrs Doreen Lloyd signed the Declaration of Acceptance.

107. MATTERS ARISING

Land Adjacent to 32 Lower Green – The EHDC Tree Officer has looked at the site and will advise us of his action.

Parish Plan – Nothing to report

Newsletter – The Council agreed that a newsletter should be sent out detailing the latest situation following the Public Inquiry on the Local Plan and Luton Airport expansion.

Football Posts on Upper Green – Councillors agreed to move them off the Green.

 

108.  FINANCE

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £731.30 was approved by the Council.

Meeting Dates – The Council agreed the dates for the next years Parish Council meetings. They also agreed that the Annual Parish  meeting will be held on the 3rd April 2006 and the Annual Parish Council Meeting on 8th May 2006.

Signature Card  - This was completed for the National Savings Account.

Enforcement Issues

Gazebo at 9 Harwood Close – Enforcement advised they would look into this.

 

Sign at End of Tewinbury Farm Track adjoining Churchfield Road – Enforcement advised that this is permitted at present.

 

East Herts Local Plan Inquiry – Cllrs K.St Pier and S.Stott attended as observers the two Inquiry sessions that were of local interest. The Inspector will not make a decision until Summer 2007.

The Parish Council had maintained its objections to Tewin being made a Category 1 settlement. It had also made additional representation about the lack of a suitable road infrastructure capable of coping with any new development. And it had objected to the 25% increase in the number of dwellings proposed on Site 8, north of Godfries Close.

 

110. YOUTH CLUB

The Lea Valley Shooting Open Day on the 14th Jan was a great success. The Tewin Website committee has agreed to advertise any forthcoming events arranged by the Clubs that attended the Drop In Day. The Clerk will write to the Clubs advising them of this.

 

111. HIGHWAYS and TRANSPORT

Margery Lane Flooding – The Council agreed that Highways should be asked to attend the next meeting or a meeting arranged with them.

Local Transport Plan – Cllr K Lawson attended the meeting on 21 January and will respond to the Consultation by 10th February.

 

112. PLAYGROUND

The Parish Council had a meeting with local residents and will now report their concerns back to the Board of Governors.

 

113. PAVILION & UPPER GREEN

Memorial Bench for Weston Marchant by the Pond at Upper Green  - The Parish Council had no objections to this proposal and would be pleased to be notified where exactly and what type of bench is proposed.

114. PARISH PATHS PARTNERSHIP

Easy Access Route - Hertfordshire County Council want to establish a circular "easy access" route starting at Lower Green. The first leg of the route will be following FP41 from Lower Green to the back of Muspatts Farm. By the Rose & Crown, a slope will be cut into the grass bank to enable easier pedestrian access from Back Lane. A kissing gate will be installed where FP41 leaves Lower Green and enters the alleyway between the houses. The metal barrier further along will be removed. The route will then go across to Margery Lane, then up to Dead Lane, and back down Back Lane. The muddy stretches of the latter will receive a surface dressing.

 

Some surface dressing will also be applied to muddy stretches of FP11 where it goes through 100 Year Wood at the back of Upper Green. Crushed concrete will be used for the surface dressing. It may stand out to begin with, but should tone in with subsequent use.

 

FP31 at Upper Green end– A kissing gate has replaced the damaged stile.

FP26 at the back of Harwood and Godfries Close – This is improving as horse riders are walking 1.5m away from the fence. The landowner has also ordered permanent signs.

115. CORRESPONDENCE

Interparish Conference – This is on 14th February at 6.45pm for 7.30pm at Bramfield Village Hall.

Poppy Appeal in Tewin – This raised an excellent £1187.32.

Luton Airport Expansion – Notes regarding this were provided by Cllr Michael McMullen and will be put into circulation.

Kerbside Recycling Collection In Tewin – The Clerk was asked to ascertain when this service is due to be expanded to other materials.

Herts Policing Plan Launch  - This will take place on 27th March at 10.30am for 11am at The Fielder Centre Hatfield.

 

116. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to report. 

Tewin Charities Trustees – Nothing to report.

Tewin Memorial Hall – New chairs have been purchased and due to depleted funds hire charges for the hall will have to be raised although they remain lower than other local halls.

Tewin Website – Nothing to report.

Sports Club Liaison – Cllr M.Howe has advised the Cricket Club that he is the new liaison Officer.

Police Liaison – The speedometer has been returned to the Police and will be available to us again in May.

 

117. DATE OF NEXT MEETING

The next Parish Council meeting will be on Monday 6th March 2006 in Tewin Memorial Hall at 7.45pm.
