TEWIN PARISH COUNCIL

 

Minutes of the Parish Council meeting held on Monday 30 September 2002 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson (Chairman), S.Glew, D.Compton, J.Burton, C.Pool and S.Stott.

In attendance:  Mrs C.McFarlane (Clerk), Cllr N.Copping (Chairman of EHDC).

PARISHIONERS COMMENTS

Two parishioners raised the following topic, which was noted by the Clerk.

A request for some jumps for bikes similar to some at Watton-at-Stone, had been previously raised with the MP, Mr Oliver Heald. A map and a petition are being copied and will be forwarded by Cllr M.McMullen.

44. MINUTES OF THE PREVIOUS MEETING held 29th July 2002 were amended, agreed and signed by the Chairman.

 

45. MATTERS ARISING

Parish Council Vacancies – There is still a vacancy in the North Ward of Tewin. The Parish Council agreed to continue to advertise.

Replacement Notice Board – The Council agreed that the quote from Harry Stebbing

        was the most suitable. The Clerk was asked to complete and send the claim form and write to the Plume of Feathers concerning the vandalism.

 

46.PLANNING

Structure Plan Review Consultation– Cllrs J.Burton, S.Stott and K.St Pier engaged the assistance of a Planning Consultant and completed the Parish Council’s response. The Parish Council responded in the following manner:

- Tewin Parish Council fully supports HCC’s preferred development strategy (Option C).

 

Under Option C HCC have decided that if sites, which already have planning permission, are added to ‘previously developed’ sites then there is enough land available to provide necessary housing numbers until 2011. HCC plan to closely measure what land comes forward for development over the next few years and then decide if greenfields will be required in the period 2011 to 2016. (The other options would have committed more land to housing from the outset.)

 

- Tewin Parish Council fully supports the policy of maintaining the Green Belt and does not wish to see any reduction in its extent

 

- Tewin Parish Council supports the greater emphasis on urban regeneration and the re-use of previously developed land. 

 

- The Parish Council supports the lower rate of dwelling provision for East Hertfordshire District and trusts that this will not be increased during the remainder of the Structure Plan review process

 

HCC are being cautious and by preference will adopt a ‘plan, monitor and manage’ strategy rather than ‘predict and provide’.  This strategy if adopted could mean that there is a lower demand on Green Belt land for housing.

 

Shire Park Bowls Club – The Clerk was asked to write to EHDC Planning Department requesting a response to our letter-dated 22.7.02.

Playground - The Council agreed to the draft letter, which raised various questions.

47. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £1859.36 were approved and signed by the Chairman.

Accounts for the Year 2001/2002 and Audit Schedule  – In accordance with the Council’s Financial Regulations the accounts were unanimously approved and signed by the Chairman and Clerk following agreed amendments.

Internal Audit – The new auditors Lubbock Fine have confirmed that an internal auditor is not necessary for this financial year but will be required for the year 2002/2003. The Clerk has a contact who is prepared to do the internal audit.

Annual Audit – The Council’s accounts and related documents will be made available for public inspection between 10th October and 30th October 2002. The notice advertising this was posted on the 24th September 2002.

48. STANDING ORDERS

The clerk is to circulate a draft of suggested alterations.

 

49. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1

 

Rural Transport Conference at Knebworth, 17th September - Cllr K St Pier attended

 

30mph Speed Limits – This should be going ahead soon in Orchard Road ad Queen Hoo Lane.

 

        Sign on Upper Green – Mr.Briggs will finish as soon as possible.

Archers Green – There is some close boarding fencing on Common Land and the Clerk was asked to check ownership of the land at Stevenage Land Registry Office.

 

50. RISK MANAGEMENT ISSUES – FOLLOWING INSPECTION ON 14.5.02 and 10.6.02

Pavilion Repairs – Mr Yates has completed the various works.

Electrical Testing – The Council agreed to accept the quote from Mill Green electrical for upgrading the main RCD and carrying out Portable Appliance Testing.

Boot scraper – The boot scraper is waiting to be fixed to the ground at the Pavilion.

Ditch at Back of Upper Green – Cllr K St Pier and C.Pool met with P.Loughrey. The Council agreed that the ditch should be left for the time being to ascertain its effectiveness in the wet weather. The Clerk was asked to confirm this writing with P.Loughrey.

 

51. PAVILION & UPPER GREEN

Users of Pavilion Meeting – Cllr C.Pool is arranging this meeting and Cllr S.Stott agreed to contact the Football Club with regard to a suitable date.

Bowling Net Dimensions- The Council have agreed in principle to a batting end 9m long with a 6m gap and a bowling end of 10m. They still await a written request from the Cricket Club and this will be raised at the users of the Pavilion meeting.

Redstar Football Club  - They no longer require a pitch

53. PARISH PATHS PARTNERSHIP

Cllrs K.St Pier and S.Glew met with M.Blackmore and Ian Blomeley and agreed on various works. The plan has been submitted and will now be circulated.

The Parish Paths Partnership is prepared to pay for the Tewin map to be updated and the Tewin Society have been advised of this.

FP26 – Cllr J.Burton is awaiting maps from Mr Hill having spoken to him on 10.6.02.

 

54. COMMON LAND

Legal Position Regarding Access – The Council agreed that everybody should have a copy of the DEFRA publication and that this should be put on the agenda for the next meeting.

Common Land 148 – The Council agreed to write to the letting agent giving a deadline for the completion of the works.

The Council agreed that Cllr J.Burton obtain a quote for pruning trees on CL148 that overhang private land and a quote for posts to prevent parking on CL148.

 

55. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to report.

Tewin Memorial Hall – The draw continues to be very successful.

Tewin Website – Nothing to report

 

56. DATE OF NEXT MEETING

It was agreed that the next meeting would be held on Monday 28th October 2002 at 7.45pm in Tewin Memorial Hall.    

 

57. ANY OTHER URGENT BUSINESS

The Council’s response to The Freedom of Information Act is required by the 31st December and will be put on the Agenda for discussion at the next meeting.

There have been complaints about the change in the route of the school buses

Responsibility for the road outside the Tewin School.

Fencing at Archers Green.

The flagpole has been damaged.

The footpath from School Lane to Cannons Meadow is very overgrown.
