Minutes of the Parish Council meeting held on Monday 2nd July 2007 in Tewin Memorial Hall at 7.45pm

Present:  Cllrs K.Lawson (Chairman), K.St Pier, B. Evans, A.Hill, M.Howe, D.Howson and D.Lloyd.

In attendance:  Mrs C.McFarlane (Clerk), East Herts District Councillor M.McMullen and 7 parishioners.

PARISHIONERS

Family Open Day – Linda Crawford and John Sheridan came to explain the programme of events for the Family Open Day on 15th July 2007. Police slow signs and bollards have been arranged and parking will be in the field opposite Upper Green as the Car Park will be closed.

Friends of Tewin would be grateful for help with car parking and have asked for the football posts to be removed for the day.

28. MINUTES OF THE PREVIOUS MEETING held 4th June 2007 were amended, agreed and signed by the Chairman.

29. MATTERS ARISING

30.  FINANCE   

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £4,507.77 was approved by the Council.

 

St Peter’s Church Accounts – The Parish Council acknowledged receipt of the accounts and has circulated them

 

Internal Audit  – The Parish Council agreed to pay Mr P.Marshall £141 for completing the internal audit.

 

Parish News Donation – The Parish Council agreed to donate £120 towards the Parish News.

 

End of Award From for Lottery – The Parish Council agreed to sign this.

 

Updating Financial Regulations – This was deferred to the next meeting.

 

Parish Plan – The Treasurer of the Parish Plan Steering Committee has asked the Parish Council to use the grant money held on deposit to pay the University of Hertfordshire £1189.71 for analysis work on the Parish Plan questionnaires.

X/06/2358/01 – New Playground at Upper Green, Tewin – All conditions for this planning permission are fully discharged.

 

Enforcement Issues

Dawley Woods – EHC Planning Enforcement is in the process of applying for permission to serve an enforcement notice on the owners to remove various structures.

The Forestry Commission has confirmed to the Parish Council that the owners/licence holders have to replant Dawley Woods by 30 June 2011 with 1100 plants per hectare using mixed broad leaves species.

 

New Model Code of Conduct – Cllr S.Stott looked at the new code of conduct and recommended that it be adopted. Cllr K St Pier proposed that Tewin Parish Council accepted the new code of conduct and Cllr A.Hill seconded the proposal. The proposal was carried with 6 votes for and 1 abstention.

 

Provisional Planning Meeting – Due to the long break between meetings a provisional planning meeting on Mon 6th August was proposed if necessary. Apologies were accepted from Cllr B.Evans and D.Howson.

 

33. HIGHWAYS

Heavy Vehicle Sign on Hertford Road – These have been installed and the Clerk has advised Highways that they are not in the correct place.

 

Ditch on Churchfield Rd – Raj Goutham, Highways, Mr Williams and Cllr K St Pier met on 29th June. Mr Williams agreed to dig the ditch in his field adjacent to Churchfield Road in August/September. He also agreed to clear a gully through the hedge adjacent to the end of the kerb, and also in the centre so that any water, which washes over the kerb, can run away easily.

 

Mr Williams agreed to clear the grips up Margery Lane in the copse as they are beginning to silt up and dig some ditches alongside Margery Lane below the copse.

 

Highways has cleared out the ditch along the lower part of Margery Lane and cut the ground back adjacent to the back gate into the field behind the Old Rectory, to encourage the water into the ditch.

 

Fly Tipping in Churchfield Road - East Herts Council continue to investigate every load that is dumped before it is removed and follow up any leads.

 

34. RISK ASSESSMENT WORKS

New benches for Lower Green - The Parish Council agreed to defer this to the next meeting.

 

 

35. LOWER GREEN, SHOP

Electricity on Lower Green – EHC has granted the Parish Council planning permission with one condition to provide samples of the materials to be used. These samples have been provided and the condition met.

The Parish Council agreed to proceed to the next stage, which is to build the cupboard.

Village Shop Meeting  – The meeting took place on Mon 25th June and was well attended by approx 140 people. A Steering Committee of 12 people has been set up and they are due to meet on Tuesday 3rd July 2007. Some general issues on Section 106 agreements were raised and the Parish Council agreed to ask the Village Shop Steering Committee if they wanted the Parish Council to raise this with East Herts Council.

 

Parish Council Representative on Village Shop Steering Committee – Cllr S.Stott has agreed to be the representative.

 

Funding for Steering Committee – The Parish Council agreed to approve funding of up to £100 for the Village Shop Steering Committee.

 

36. PLAYGROUND

SMP - SMP has turned the swings round but the Parish Council are still waiting for the confirmation that everything else has been done.

 

Inspections – EHC has arranged an annual ROSPA inspection for all their playgrounds and the new playground at Upper Green can be included at a cost of £45 excluding vat. The Parish Council agreed to accept this offer.

 

Income & Expenditure - Cllr B.Evans agreed to liaise with the Clerk to provide a concise income and expenditure statement for the next meeting.

 

Family Open Day – The Clerk was asked to invite the Lottery. The final draft of the signage has been agreed and the sign will be put up on the day.

 

Donation from East Herts Cllr L.Haysey – Cllr L.Haysey has kindly donated £50 to the Friends of Tewin towards the cost of the public liability insurance for the Family Open Day.

 

Football Posts – Friends of Tewin asked if the football posts could be taken down for the Family Open Day. The Parish Council agreed to arrange this and Cllr A.Hill offered to do it.

37. CORRESPONDENCE

Playground – There have been 3 reports of nuisance at the playground over the last month all of which have been reported to the Community Police who have also visited the complainant.

Helicopter Noise – Chief Helicopter Flyer at Panshanger Aerodrome responded to our letter and confirmed that he has asked all pilots to vary their flight paths and “fly neighbourly”.

Tewin Cricket Club Complaint about Football Posts Being Up During Cricket Season – The Parish Council agreed to respond to the Cricket Club explaining why the posts had been put up and explain that they provide a constructive recreational facility for young people in the village.

Parish Representative on Standards Committee – The Parish Council declined to submit a candidate.

Hertfordshire Waste Consultation – Cllr K. Lawson agreed to look at.

Uttlesford Affordable Housing Scheme Open Day at Newport Saffron Waldon – The Parish Council are unable to attend.

Preliminary Information on Housing Development in the vicinity of Seven Acres, Upper Green Road - The Parish Council unanimously agreed to arrange a Parish meeting for Monday 16th July 2007 at 7.30pm. The development has arisen from changes in the Local Plan and extension of the village boundary. There is no planning application at present.

Preliminary plans will be available to view in the Memorial Hall from 1pm on that day. The Parish Council agreed to arrange some speakers. They agreed to publicise the event on the website, notice boards and arrange for a flyer with a location map to be circulated to every household.

 

38. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin Charities Trustees – Mr R.Temple’s term expires in 2009.

Transport – Nothing to report

Locality Policing – Nothing to report 

Parish Plan Steering Committee – The questionnaires have been returned and the analysis is to be completed by the University of Hertfordshire this week and the report produced the flowing week. The PPSC will then produce a final document, which they intend to present to the parishioners.

Pavilion Refurbishment Committee – Nothing to report at the moment. The Clerk to ask for a report for the next meeting.

Parish Paths Partnership – There is a possibility that the PPP contribution will be limited to £1000 per year and we may have to budget for an extra £200 per year to cover all the works that need doing.

 

39. DATE OF NEXT MEETING

The next Parish Council meeting will be on Monday 3rd September 2007 in Tewin Memorial Hall at 7.45pm.

There is a provisional date of Monday 6th August of a planning meeting if necessary.
