TEWIN PARISH COUNCIL
Minutes of the Annual Parish Council meeting
held on Monday 2 June 2003 in Tewin Memorial Hall at 7.45pm.
Present: Cllrs
K.Lawson, K.St Pier, S.Stott, M.Howe and C.Pool who left at 8.50pm and returned
at 9.30pm to attend a Cricket Club meeting.
In attendance:
Mrs C.McFarlane (Clerk), Cllr M.McMullen. 3 members of the public
attended to put questions to Alison Young and Glyn Day.
Alison Young and Glynn Day attended from EHDC
Planning Enforcement section in order to provide the Council with details of
how they tackle enforcement issues, what they are looking for and what their
capabilities are. They also provided us with an update on the Warrengate issue.
Enforcement are still doing monthly land
registry searches and any new owners of land at Warrengate are being written to
by the Council.
The gate at Hollybushes is not accessed over
Herts County Council land but private land. Alison Young will forward these details to the Clerk
along with details of whether Article 4 has been ratified on Field A.
EHDC continue to work with MP Oliver Heald
towards a change in legislation in order to make Article 4 retrospective.

2. MINUTES OF THE PREVIOUS MEETING held 12th
May 2003 were agreed and signed by the Chairman.
3. MATTERS ARISING FROM THE MINUTES:
Tewin Cowper Endowed – Mr J.Burton will continue to be the Parish Council representative on the Board of Governors and will report back to the Parish Council on a regular basis.
Tewin Charities Trustees – Mr R.Temple and Mr P.Briggs. Mr Briggs will be standing down in the near future. The accounts for Tewin Charities have been received and are in circulation
4. FINANCE
Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £2332.78 were approved and signed by the Chairman.
National Savings - Interest of £241 has been paid into this account and a change of signatories form completed.
Tewin Directory – The Council agreed to put this item on the agenda for discussion at the next meeting.

6. HIGHWAYS & TRANSPORTATION ISSUES
Road Works Outstanding – A site meeting was held with Ian Bishop, Engineer on 2nd June – see updates on Appendix 1.
7. PAVILION & UPPER GREEN
Pavilion Proposals – The Council were generally supportive of outline plans submitted to them by the Cricket Club for a proposed extension to the Pavilion, but in light of the recent break-in, expressed some concern about the increased number of external doors.
Break In at Pavilion – A break in occurred on the 23rd May resulting in 2 external doors being broken and 1 internal door smashed. The incident was reported to the police and the Council would like a letter of thanks to be sent to Martin Harvey for repairing the doors.
The Council agreed to accept a quote to replace the internal door.

Hymn - The Village hymn was suggested, but the Council wished to convey their apologies, as there was no one available to present the hymn.
Invitation to East Herts Rural Parishes Community Planning Conference at Cottered Village Hall 8.7.2003 from 1pm to 7pm. Cllr K.St Pier volunteered to attend this meeting.
9. RISK MANAGEMENT Following Meeting on 6.5.03
Works To Be Done: The Council accepted a quote for various repair and maintenance works to be done on the Pavilion, the Well Cover and the benches and bins in the Parish.
Cllr C.Pool has brought the various issues concerning
the Cricket Club to their attention

The Chairman moved that, in view of the confidential nature of the business to be transacted, the press and public be excluded from the remainder of the meeting and were instructed to withdraw.

The Chairman reminded the Council of its obligations to protect Open Spaces (specifically Common Land and registered Village Greens) against encroachment and other damage or interference, under Section 20 of the Open Spaces Act 1906; Section 12 of the Inclosure Act 1857 and the Commons Act 1876, and if necessary, Section 194 of the Law of Property Act 1925, and under the Lease (signed 25.6.1947 with Hertfordshire County Council) for Upper and Lower Greens.

held on Monday 7th July 2003 at 7.45pm in Tewin Memorial Hall.
