Minutes of the Parish Council meeting held on Monday 29th January 2007 in Tewin Memorial Hall at 7.45pm

Present:  Cllrs. Lawson (Chairman), K St Pier (Vice Chairman), B. Evans, A.Hill, M.Howe, D.Howson, D.Lloyd and S.Stott.

In attendance:  Mrs C.McFarlane (Clerk), Cllr L.Haysey and four parishioners.

PARISHIONER COMMENTS

Mr Williams attended to briefly outline his proposal for a new barn on Muspatts Farm with a landscape bund. The roof will not be any higher than the current roof so will be no more visible. The Design and Access statement states that there will be no increase in traffic to the farm.

Mr Bennett attended to discuss the planning application for a single storey rear extension to The Old Rectory. The Conservation Officer Robin Uff has been consulted throughout and the plans are in accordance with his stipulations.

Mr Morrisroe outlined the reasons for his planning application at 2 Upper Green.

94. MINUTES OF THE PREVIOUS MEETING held 4th December 2006 were amended, agreed and signed by the Chairman. The budgeted item for the Parish Plan was £1000 not £100 and there was £500 budgeted for the Parish Plan in the next Financial Year which was omitted.

96.  FINANCE   

Accounts for Payment - In accordance with the Council’s Financial Regulations the schedule of payments amounting to £3,960.36 was approved by the Council.

 

Precept  – Cllr S.Stott proposed and Cllr M.Howe seconded that the precept for the next financial year should Option B at £15,700. The proposal was approved unanimously.

This decision was based on the Estimate to the Year End and the Proposed Budget for the next financial year, which includes several large amounts of expenditure already approved at the last meeting such as the election costs, installation of an electricity meter on Lower Green, Parish Plan costs and a contribution towards resurfacing St Peter’s Drive.

 

The Chairman, two Councillors and the Clerk signed the precept request form from EHC.

3/07/0130/FP/HS – 26 Lower Green, Tewin – Single storey front & first floor front dormer extensions. Two-storey rear extension – TPC No Obj stressed importance of Conservation Area, care of village green and to keep access free for other residents.

Urbanisation of Tewin Wood - The Parish Council wrote a letter to East Herts Council expressing their concerns on the urbanisation of Tewin Wood. EHC has replied stating that they are awaiting clarification on this and other issues following the Local Plan Inquiry Inspector’s Report. This clarification is expected late January in the form of the Inspector’s Final Report.

 

Enforcement Issues

Lodge Farm, Burnham Green Road has been reported but all activity has planning approval.

Building works at Inglenook, Desborough Drive have also been reported.

Dawley Woods – The owners have been made aware of the nuisance, caused by their dogs running free, to any walkers in the area.

 

Supplementary Planning Docs, Local Development Framework- Cllrs K St Pier and S.Stott responded to this consultation.

Housing Capacity Assessment – Entec has been employed to complete this and are looking at scope for development around the edges of Category 1 villages. The report is due out in March and the Parish Council will be involved in the process at some point.

 

98. PLAYGROUND

The planning application was submitted in December and the newsletter distributed to the Parish as well.

The EHC Ecology Officer has visited the site and advised that protective fencing must be put up during the construction phase of the playground to protect Great Crested Newts. He also advised that the bee orchid found on the site could be translocated to Tewin Orchard with their agreement.

Cllr B.Evans also researched the cost of installing netting to protect against cricket balls and has obtained 3 quotes ranging from £2500 to £5000.

The Grant Manager for the Local Network Fund received an anonymous letter of objection to the playground. As a result the Parish Council met the Fund Manager on site and walked some of the local footpaths and no concerns were raised.

Cllr K Lawson and K St Pier met with Mr Farr to discuss his concerns over the playground.

 

99. HIGHWAYS

Flooding at School Lane – Cllr K St Pier and the Clerk met with Highways to discuss the plans to alleviate the flooding problem in School Lane. The main works will allow the current system to cope with 5 times the amount of water it needs to and comprise of:  -

-          Creating a soakaway the entire length of the road in the verge adjacent to the field

-          To make some changes to the current underground system in order to reduce silting up

-          To create some new gullies some of which will feed into the new soakaway

-          To make use of an existing new borehole with permission from the Environment Agency

Works are expected to begin on 5th February 2007.

Flooding at Churchfield Road/Margery Lane – The Parish Council has received a quote of £250 for creating ditch in the adjacent field for the excess water to drain into.

Highways are unable to consider a) removing some kerbstones or b) introducing small diagonal sleeping policemen across Margery Lane itself. So in view of the dangerous nature of the pooling water the Parish Council accepted Cllr L.Haysey’s offer to arrange for a representative from Highways to visit a Parish Council meeting along with Cllr B.Hammond.

Ditches along Upper Green Road – These have now been cleared.

 

Heavy Vehicle Signs on Hertford Road – The Parish Council agreed to apply for a grant towards the cost of these signs, which is estimated to be £450. It is likely that the Parish Council will have to fund half the cost. This will be discussed at a later meeting

 

Clibbons Post  – Cllr A.Hill advised that the post has been completely repaired and reinstalled.

The Parish Council thanked Cllr Hill and agreed to send thank you letters to Mr A Yates and Mr P.Chapel.

100. PAVILION AND RISK ASSESSMENT WORKS

Pavilion Refurbishment Committee – Nothing to report on the actual project, as there has not been a meeting. Cllr D.Howson agreed to contact them and advise them that the Parish Council is willing to meet with them before the next Parish Council Meeting.

Fire Risk Assessment – This was deferred to the next meeting.

 

Reinstatement of Football Posts – The other two postholes have been located and made safe. Cllr Hill suggested and the Parish Council agreed that this item should be added to the annual risk assessment list.

 

Hundred Year Wood – An EdF survey of the trees revealed that a number of trees are growing under the electricity cables and will in time interfere with the cables. EdF advised the Parish Council that the trees under the cables need to be completely removed. The Parish Council has consulted with the Tewin Society and the Tree Warden, Margaret Knight, all agreed this was the only course of action. The Parish Council agreed to meet the EdF tree surgeon to finalise which trees he will be removing. 

 

101. LOWER GREEN

Electricity on Lower Green – The Parish Council agreed that the site for the meter should be within 10ft of the well cover on the way to the shop. The exact cost is expected to be £1500, which was agreed by the Council.  A site visit is to be arranged with EdF to finalise the site and the cost.

 

Proposal for a Permanent Christmas Tree on Lower Green – The Parish Council agreed to postpone this item until the April meeting.

103. CORRESPONDENCE

Inter-parish Conference – This is to be held in Bennington Parish Hall on Wed 28th February. Topics will be The Role of the Parish Council Present & Future and Eastern Area Regional Assembly & Plan.

Grass Warren/Riversmead – The path to the garages has been tidied and cutback but tarmac is not an option. The garage access road between No 26 & 27 Grass Warren should be re-tarmaced in the spring or summer. The broken birds mouth fencing in Grass Warren has been reported to Highways. A request for the hedge to be cut at the end of Grass Warren has been passed to EHC. The overgrown hedge along Upper Green Road has now been pruned.

Cllr D.Howson wrote to state that he has formally withdrawn his vote in support of the playground being sited at Upper Green.

Tewin Memorial Hall – Nothing to report

Tewin Website –Friends of Tewin will be getting a page on the website. They are considering putting a Virtual Museum of Local History on the website

Locality Policing – Cllr D.Lloyd offered to contact the police about flytipping cameras.

Parish Plan Steering Committee – The questionnaires have been delivered and the deadline for responses is 28th February 2007.

Cllr D.Howson wished to stand down from being a representative on the Memorial Hall Committee and the Pavilion Refurbishment Committee due to other commitments on Wednesdays. Cllr K.St Pier agreed to replace him on the Memorial Hall Committee and Cllr S.Stott agreed to replace him on the Pavilion Refurbishment Committee.

105. DATE OF NEXT MEETING

The next meeting will be on Monday 5th March 2007 in Tewin Memorial Hall at 7.45pm.
