Minutes of the Parish Council meeting held on Monday 29 October 2001 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs B.Briggs (Chairman), J.Burton, C.Bowden, D.Compton, C.Pool and K.St Pier

In attendance:  Mrs C.McFarlane (Clerk), Cllr M.McMullen and Cllr M.Hargreaves.

 

75 APOLOGIES FOR ABSENCE from Cllr K.Lawson and Cllr S.Glew

76. MINUTES OF THE PREVIOUS MEETING held 24 September 2001 were amended, agreed and signed by the Chairman.

77. MATTERS ARISING

       Flagpole Cleat – The Chairman reported that Mr Tyler could manage with the broken cleat.

       Mimram Valley Report – Nothing to report.

Three Valleys Water Restoration Work – Nothing to report.

       19 Bishops Road –Cllr C.Bowden reported that 2/3rds of the house has been knocked down and he believes this is not in accordance with the plans. The site is covered with rubbish and he has seen rats. Cllr C.Bowden spoke to the builders about the rubbish but cannot contact the owner to ask him to call Environmental Health re the rats. Cllr McMullen said that he would follow this up with the Enforcement Officer and report to Cllr C.Bowden.

        Rose & Crown – As we have still not heard anything the Clerk was asked to ring Greene King.

        Wheelie Bins – The Clerk reported that Wheelie bins are available to Parishioners upon request only and will not be issued to everybody.

78.   PLANNING

New Applications:

DRB/PAB/8783 – Proposed Expansion of Stansted Airport – TPC No Objection

Decisions:

3/01/0409/FP – 46 Firs Walk, Tewin Wood – Single Storey Side and 2 Storey Rear Extension. Amended Proposal – TPC Objected – EHDC Granted

3/01/1242/FP – 2 West Riding, Tewin Wood – Alterations and Extensions – TPC No objections – EHDC Refused

Withdrawals: - None

CDA Rural Housing: Depending upon the outcome of the Local Plan the Council will then decide whether to approach CDA Rural Housing.

Local Plan Review: Nothing to Report

Regional Plan: Nothing further to report.

Other Planning Matters:

New Storage for The Bowls Club - The Chairman explained to the Bowls Club that the original planning approval stated :

I.                     There shall be no storage of grounds maintenance equipment or materials, or any other goods or refuse on the site, other than within the building hereby permitted.

II.                   Permission is unlikely to be granted for any additional building or more intensive use, due to the site’s Green Belt location.

 In view of this the Parish Council felt that they were unable to comment.

Field R/O 7 Acres, Tewin – The Clerk has chased the Planning Dept several times and Cllr M.McMullen will follow up with the Enforcement Officer.

White Cottage, Archers Green – The Chairman reported that the person responsible for reporting the latest building activity declined to take the matter further.

Farm Buildings R/O Rose & Crown – The Clerk was asked to send a letter determining the status of the will following the death of Miss M.Sadler over 6 months ago.

Unauthorised Tipping of Soil on Land to the West of the Concrete Path – Despite chasing there is nothing to report so Cllr M.McMullen said he will follow up with the Enforcement Officer.

 Pheltern Lodge, Queen Hoo Lane – Despite chasing there is nothing to report from EHDC regarding the possible breach of planning at Hoo Corner, Highfields, Harlton Lodge and Pheltern Lodge. Cllr M.McMullen said he would follow up with the Enforcement Officer.

79. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations payments amounting to £4119.09 were approved and signed by the Chairman.

Tewin Society – They reported that they have bought the flag at a cost of £44 and the remainder of the Village of the Year prize money will go towards bulbs.

Litter Collection – Since the last meeting a volunteer form the village has come forward and also EHDC have come back with a quote. The Parish Council agreed that As EHDC can to do the litter collecting within the current budget the Parish Council agreed that they can have the contract.

The Chairman was unable to retrieve the reflective jacket and gloves

The Chairman undertook to repair the bin in the middle of Lower Green.

Claim by Mr I. Williams re Felled Oak Tree and Activity on CL129 – Nothing to report we are still awaiting a response to our letter dated 4.8.01.

                        Donation for Tewin Parish News - The Parish Council agreed to donate £75.

Grant for Tewin Memorial Hall – The accounts are to be circulated and this is to be discussed at the next meeting. A grant of £750 has been allowed for within the budget.

Year End Forecast – The Clerk circulated a year-end forecast with notes to all Councillors and budget proposals for the *FYE3/2003 will be discussed at the next meeting.

80. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1

 

School Lane – Cllr B.Hammond is dealing with the situation and D.Standen is proposing to get permission from the owner of the field to see if water can be drained into it. EHDC are reviewing the situation regarding Mouchel.

 

Back Lane – EHDC Highways and Paths confirmed that the manhole is not their property and Thames Valley Water also stated that it was not theirs. However EHDC Paths (Ian Blomley) confirmed that they would repair the surface around the manhole once the repair of the manhole had been completed. The Clerk was asked to get 3 quotes for repairing it and to ascertain whether the cost could be recouped from the PPP.

 

Lousehole Bottom – The Clerk was requested to report some rubbish further up the footpath.

 

        Access to Grass Warren Garages – Nothing to report.

Bus Service –Nothing to report.

Grass Cutting – Kirkham Contracting cut the grass south of the garage twice a year.

Sign on Upper Green – Stuart Kirkham will be putting up the sign shortly and once up the remainder of the wording will be added by the Chairman.

Subsidence opposite 4 Hertford Road – Nothing to report.

 

81. RISK MANAGEMENT ISSUES – FOLLOWING INSPECTION ON 24.4.01 & 14.5.01

Pavilion Repairs – After the last meeting a lower quote of £1100 came in from a local company who were very keen to do the work. Following a meeting with this company the Chairman accepted the quote. The majority of the work has now been completed satisfactorily and the remainder of the work is being followed up. We are awaiting a quote for the replacement of the rotten window.  As a result the Parish Council will no longer need to transfer an extra £2000 from reserves.

Keys - The Clerk to retrieve keys from Mr Tyler and Mr Colebrook.

Boot scraper - The Chairman has offered to make a boot scraper and bolt it to the paving stone in order to deter the banging of boots on the newly painted windowsills.

                        Repair of Post on Green Outside the Plume of Feathers – Nothing to report.

82. PAVILLION & UPPER GREEN

Pavilion Path - The Chairman suggested that some paving stones should be laid to complete the path to the Pavilion. Cllr J.Burton proposed that the Cricket and Football Club be made aware that the Parish Council will pay for the paving stones if they will lay them.

Cricket Club -The Clerk to provide Cllr C.Pool with a copy of the letter sent to the Cricket Club chasing them about end of season tidying up etc as not everything has been done.

The Parish Council has been notified of the appointment of a Pavilion and Cricket Club Officer but has had no contact as yet.

Pavilion Users Group - The Chairman suggested that a Pavilion Users Group be set up with representatives from each Club. The Council decided to delay this decision.

Astroturf & Run up Dimensions  - The Clerk to chase as we are still concerned over the run up dimensions.

Upper Green Posts – Awaiting Stuart Kirkham to complete.

84. PARISH PATHS PARTNERSHIP

The required forms have been sent off.

The Clerk was requested to order some new Waymarking signs

There have been reports of motorcycles on some paths where stiles have been removed. Cllr K St Pier to get quote from Kirkham Contracting for putting in staggered fencing. The Clerk was asked to obtain clarification on the latest policy regarding removal of stiles & kissing gates and copy to Cllrs K.St Pier S.Glew and K.Lawson.

85.COMMON LAND 

CL148 – Mr Cooke apologised for the continuing delay and requesting ideas as to where he could locate a log. The Clerk to follow up.

86.REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

 Tewin Society – We have received a letter from them, which is to be put on the agenda for discussion at the next meeting.

Friends of Tewin – Nothing to report

Tewin School – Nothing to report.

Tewin Village Memorial Hall –The Supporters Club now has 160 members and is a major fundraiser and a great success.

Tewin Website – Nothing to report.

                       

 87.  DATE OF NEXT MEETING

It was agreed that the next Council meeting would be held on Monday 26 November 2001 at 7.45pm in Tewin Memorial Hall.    

 

88.ANY OTHER URGENT BUSINESS

Remembrance Day Wreath – Cllr D.Compton volunteered to lay the wreath at St Peters on Nov 11th. The Clerk to contact Mr Bateson.

       Fly Tipping – The Clerk to report fly tipping on the B1000 Lay by

       Hedge on Memorial Hall Driveway – Can this be pruned? The Clerk to chase.

       Apologies from Cllr C.Bowden for not being able to attend the next meeting.
