TEWIN PARISH COUNCIL

 

Minutes of the Parish Council meeting held on Monday 29 July 2002 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson (Chairman), K.St Pier (Vice Chairman), S.Glew and D.Compton, J.Burton, C.Pool.

In attendance:  Mrs C.McFarlane (Clerk), Cllr M.McMullen and Mr S.Stott.

 

29. NO APOLOGIES FOR ABSENCE

 

30. MINUTES OF THE PREVIOUS MEETING held 27 May 2002  and 24 June 2002 were agreed and signed.

 

31. MATTERS ARISING

Parish Council Vacancies – EHDC received no requests from electors for an election to be held to fill the vacancy in the South Ward of Tewin.

Mr S.Stott of Harwood Close expressed an interest in being a Councillor having been a resident of Tewin for 20 years. Councillor K St Pier proposed and J.Burton seconded a proposal to co-opt Mr S.Stott onto the Council. This motion was unanimously approved.

The vacancy in Tewin north has not yet been filled.

32.PLANNING

Structure Plan - The Council agreed that 3 Councillors would put together a response objecting to the Plan . The Structure Plan appears to continue the assumptions in the East Herts District Plan that  Category 1 villages (of which Tewin is classed as one) automatically includes some housing development. If necessary the Council agreed that the Planning Consultant could be employed to assist in the response.

Crown Farm Barns – The architects submitted informal plans for the Council’s information. The Council had no objections at the present time.

Shire Park Bowls Club – The Council agreed to respond to the letter from the Planning Department  dated 22.7.02  reiterating our previous concerns regarding compliance with the Section 106 Agreement and enclosing relevant documents.

Decisions:

3/02/0248/FP/TH – Land to R/O 75 Burnham Green Road, Burnham Green – Demolition of all buildings and erection of detached dwelling and garage, use of site as residential garden land- Notification of informal hearing into appeal on 19th November 2002 at 10am at Wallfields.

Minerals Local Plan –  On the 5th July the HCC Aggregates Panel met  to discuss  the proposed sites to be identified in the Minerals Local Plan Review.

 

AFS12 has been divided into 4 sections (East of Tewin Grp 3, West of Bramfield Grp2, Panshangar South Grp1, Panshanger North Grp 2).  Group 1 sites are the most favoured sites for extraction and Group 4 sites are the least favoured.

 

HCC are proposing to adopt the lowest extraction target of the three different scenarios that they have examined. They are also proposing to achieve this target by using the following group 1 sites: BAe Hatfield, Rickneys Extension (North of Hertford), and Coursers Road (near London Colney).

 

The First Deposit Review of the Minerals Local Plan is now scheduled to be published for a 6 week consultation in October 2002.

 

Community Planning – Nothing to report

CDA Rural Housing: Depending upon the outcome of the Local Plan the Council will then decide whether to approach CDA Rural Housing.

Local Plan Review: Nothing to Report

Regional Plan: Nothing further to report.

 

33. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of  payments amounting to £1273.82 was approved and signed by the Chairman.

Internal Audit – The Clerk is awaiting further clarification of Parish Council’s obligations regarding the Internal Audit from the newly appointed auditors Lubbock Fine.

Annual Audit – no further information has been received from the auditors.

 

34. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1

 

School Lane Bus Stop – Nothing to Report

Bus Service – A response to our letter dated 6.5.02  was received and a draft letter of response was approved.

30mph Speed Limits – This has not gone ahead yet as EHDC have received some objections regarding Queen Hoo Lane.

 

Resurfacing of Back Lane – Nothing to Report.

 

Traffic Survey – The Clerk was asked to obtain a written response from the Parish Engineer to our email of 2.5.02. regarding the Council’s views that average speeds were not a satisfactory measure, as the maximum speed could be much higher. 

 

        Access to Grass Warren Garages – Nothing to report.

Sign on Upper Green – Mr.Briggs will finish as soon as possible.

Archers Green – There is some close boarding fencing on Common Land and the Clerk was asked to check ownership of the land at Stevenage Land Registry Office.

 

35. RISK MANAGEMENT ISSUES – FOLLOWING INSPECTION ON 14.5.02 and 10.6.02

Pavilion Repairs – The Council agreed to accept  the quote from Mr Yates for various works at the Pavilion and around the Parish.

Electrical Testing – The Clerk has requested a quote for electrical testing of appliance in the Pavilion.

Boot scraper – The boot scraper is waiting to be fixed to the ground at the Pavilion.

Ditch at Back of Upper Green – The Council agreed to arrange a meeting with  P.Loughrey to discuss drainage.

 

36. PAVILION & UPPER GREEN

Bowling Net Dimensions- The Council have agreed in principle to a batting end 9m long with a 6m gap and a bowling end of 10m. They still await a written request from the Cricket Club.

Redstar Football Club  - The Clerk is awaiting a response from Tewin Football Club to see if they would agree Redstar using the Football pitch on Sundays.

Unauthorised Access Over and Parking on Upper Green – The Council agreed that all users of the Pavilion be advised that parking is not permitted on the Green

37. CORRESPONDENCE Received in July 2002

Draft responses to Mr P.Holden’s letters were approved by the Council.

 

38. PARISH PATHS PARTNERSHIP

The report for 2001/2002 has been completed with actual expenditure for the year being £331.

FP26 – Cllr J.Burton is awaiting maps from Mr Hill having spoken to him on 10.6.02.

 

39. COMMON LAND

Legal Position Regarding Access – The Council have considered the issue and have decided not to do anything at the present moment in time until there is definitive guidance for Parish Councils.

Common Land 148 – We are awaiting further amendments to the proposed sign. The Council agreed that Cllr J.Burton obtain a quote for pruning  trees on CL148 that overhang private land. The Council agreed to obtain a quote for posts to prevent parking on CL148.

 

40. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to report.

Tewin Memorial Hall – The decorating is progressing and the fete was very successful.

Tewin Website – Nothing to report

 

41. DATE OF NEXT MEETING

It was agreed that the next meeting would be held on Monday 30th September 2002 at 7.45pm in Tewin Memorial Hall and a provisional planning meeting on 27th August  at 7.30pm.    

 

42. ANY OTHER URGENT BUSINESS

It was suggested that the village shop should make enquiries about having directional signs on the Green, and if necessary ask the Parish Council for support.

There are complaints about potholes in the road past the school to the allotments.

It was requested that Amendments to the Council’s existing Standing Orders be put on the Agenda for the next meeting.

As there was no further business the meeting was closed at 11.00pm.
