Minutes of the Parish Council meeting held on Monday 29 April 2002 in Tewin Memorial Hall at 7.50pm.

143. APOLOGIES FOR ABSENCE from Cllrs B.Briggs (Chairman), S.Glew, J.Burton and M.McMullen

144. MINUTES OF THE PREVIOUS MEETING held 25 March 2002 were amended, agreed and signed by the Cllr K.Lawson (Vice Chairman).

145. MATTERS ARISING

        Model Code of Conduct – Cllr K.St Pier proposed and Cllr C.Pool seconded the resolution to adopt the Code of Conduct as provided by EHDC. The motion was carried unanimously. The Register of Interests has to be completed within 28 days of signing and the Declaration of Acceptance within 2 months.

        There is no list of businesses that operate within the area available, the onus is on each Councillor to know or find out.

        The Council unanimously agreed to EHDC publishing a notice on our behalf along with other Parish Councils in order to keep the costs down.

CDA Rural Housing: Depending upon the outcome of the Local Plan the Council will then decide whether to approach CDA Rural Housing.

Local Plan Review: Nothing to Report

Regional Plan: Nothing further to report.

Other Planning Matters:

Field R/O 7 Acres, Tewin – Refer Planning Decisions

Farm Buildings R/O Rose & Crown – No work has been undertaken yet. The Conservation Officer said he would look into it but the department is very short staffed at present.

 

Unauthorised Tipping of Soil on Land to the West of the Concrete Path – We are awaiting better weather when Mr Sherriff has agreed to remove the larger elements of brick and hardcore contained within the bund and to seed the bund where it is quite bare. It is envisaged that it will be carried out during the summer.

Rose & Crown Snowflake – This has now been removed.

Warrengate (Herts) Ltd – Nothing further to report.

Minerals Local Plan Meeting on April 17th for Clarification on Points Raised Concerning Our Objections to Site AFS12– Having liaised with the Tewin Society, the Planning Consultant M.Brooks and Cllr J.Burton, K.St Pier attended the meeting. The minutes are being circulated.

 

147. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations payments amounting to £623.21 were approved and signed by the Chairman.

Internal Audit – The Clerk spoke to EHDC and HALC and will also contact the Audit Commission for further clarification of Parish Council’s obligations.

The Precept – The first half of the £12,400 precept has been received.

 

148. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1

 

School Lane Bus Stop – Cllr K.Lawson will contact the Parishioners who requested the bus stop and ask them to write a petition supporting the bus stop, if they still require it. The petition should be sent to the Clerk who will forward it to the relevant authority with a supporting letter.

       Bus Service – Some large bus stop notices have been screwed to the bus shelters and the Parish Council was not consulted on this. Various buses have been late and there has been a lack of timetables. In view of this the Council agreed to write to Mr C.Watson Director of the Environment for EHDC with copies to HCC.

Resurfacing of Back Lane – The Clerk informed Ian Blomeley of the Council’s decline of their offer. Ian Blomeley said that they were planning to surface the corner not the entrance or the entire BOAT and that he would e-mail full details to the Clerk.

With regard to the loose surface at the entrance of Back Lane by Mr I. Williams, the Clerk was asked to inform Ian Blomeley.

 

Access for Grass Warren Bungalows – The Clerk will be forwarding the petition to Mr D.Standen, Parish Engineer with a supporting letter.

 

School Lane – The Parish Engineer is awaiting a more detailed report from Mouchel as to why the soak away did not work.

 

Traffic Survey – The Parish Engineer stated that the survey, which was done for 5 complete days, revealed that the average speed on Orchard Road was 39mph, School Lane was 35mph and Hertford Road was 29mph. The sites have been put on a list for traffic calming but will not be a priority as there is no evidence of excessive speeds.

The Council agreed that average speeds were not a satisfactory measure, as the maximum speed could be much higher. The Clerk will inform the Parish Engineer.

 

        Access to Grass Warren Garages – Nothing to report.

Sign on Upper Green – Nothing to report

BR 4 – The machinery has been removed and there are now 3 tyres, which the Clerk has reported.

May Pond Green– The Tewin Society met with M.Knight, Tree Warden and she plans for pruning to be done in the autumn. The Clerk was asked to write to M.Knight and request that she informs the Parish Council of her proposals.

Old School House Fence - Councillors have noticed that the picket fence outside the Old School House has been replaced and that it appears to have moved by 2ft out onto the grass verge. The Clerk was asked to check the ownership of the land and inform the appropriate authorities.

Archers Green – There is some close boarding fencing on Common Land and the Clerk was asked to check.

 

149. RISK MANAGEMENT ISSUES – FOLLOWING INSPECTION ON 24.4.01 & 14.5.01

Pavilion Repairs –

The new windows have now been painted.

The bench slats have been replaced but need staining. The Clerk will chase.

Boot scraper – The boot scraper is waiting to be fixed to the ground at the Pavilion.

Overflow Dripping – The Clerk to arrange for a plumber to fix 2 leaks in the Pavilion kitchen under the sink.

Track marks Around the Tennis Courts – The Clerk will talk to Stuart Kirkham.

 Date For Risk Management Inspection – To be arranged by the Clerk for Tuesday 14th and/or Wednesday 15th. Meeting in the Tennis Club Car Park at 7.30pm.

 

150. PAVILLION & UPPER GREEN

Cllr C.Pool has reminded the Cricket Club about end of season tidying up and the painting of the green doors. The Cricket Club have cleaned the showers which were left in a mess after the football season and the Clerk was asked to send the football Club a copy of the tidying up rules.

The Cricket Club would like to make a garden to commemorate the late president of the Club, the Council agreed to look at the site on the Risk Management Inspection along with the paving stone requirements to extend the path. A ditch has been dug along the back edge of the cricket field and the Council agreed to include it in the Risk Management.

Bowling Net Dimensions- The Cricket Club would like approval for the batting end to be 9m long with a 6m gap and a bowling end of 10m, resulting in a total run of 25m which will be 2m wide. The Council agreed in principle and recommended that a written request from the Cricket Club with the details of the dimensions etc be submitted.

Pavilion – The Clerk to contact Alf Yates to get some electrical testing done to the Pavilion and get a quote for an electrical diagram.

Common Land 148 – The Clerk has forwarded the Chairman’s drawing of a sign suitable to the letting agent who is now responsible for amending the sign.

Dangerous Tree at 19 Harwood Close – Mr Horsman has written to EHDC advising them of the state of the tree outside his house.

153. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin Society – The Duck  at Burnham Green may be re opening as a restaurant. Work may be starting on the White Horse soon. Parishioners have raised queries over building work at 76 Upper Green Road; the Clerk has supplied Cllr K.St Pier with the planning permission papers. There have been reports of midnight shooting behind the Plume of Feathers and it has been reported to the police. The Parish Council were asked if they had any objection to the Yew trees in front of the memorial hall being pruned.  The Council had no objections to some pruning.

The Clerk was asked to find out whether permission was needed for a Church Service on Lower Green on the Golden Jubilee weekend.

Tewin School – Nothing to report.

Tewin Village Memorial Hall – The redecoration of the Hall is going well.

Tewin Website – Although we have not been formally asked it is expected that the Parish Council will be asked to contribute 25% of the cost of the £60pa server fee.

Countryside Alliance – The AGM was on 9.4.02 and the main issue was a children’s play area. The issue of a playground is further supported by a petition from Parishioners and a apparently a complaint from the Old House Residents Association about children playing in their trees by their car park because they do not have a playground.

 154. DATE OF NEXT MEETING

It was agreed that the next meeting would be the Annual Parish Council meeting to be held on Monday 27th May 2002 at 7.45pm in Tewin Memorial Hall.    

 

155.ANY OTHER URGENT BUSINESS

The encampment has been removed from Upper Green.

The gully outside the shop is not draining away properly.

The Notice Board looks untidy and the Clerk was asked to check how long the minutes have to be statutorily displayed for.
