TEWIN PARISH COUNCIL

Minutes of the Parish Council meeting held on Monday 28 January 2002 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs B.Briggs (Chairman), J.Burton, C.Pool, S.Glew, K.Lawson and K.St Pier

In attendance:  Mrs C.McFarlane (Clerk), Cllr M.Hargreaves and 16 members of the public.

PARISHONERS COMMENTS:

Minerals Local Plan: - Mr Colin Huntley of the Tewin Society asked whether it could be considered that the Parish Council provide a joint response to the next Consultation of the Minerals Local Plan. He also asked if our MP had been notified which the Parish Council confirmed he has and he is fully supportive of our objections.  He also expressed concern over the disclosure of stakeholder names.

The members of the public attending were all very concerned about the minerals local plan and wanted advice on what action to take now in preparation for the next stage. They were also concerned over the lack of communication and that house sales are starting to be affected. 

There is apparently a mineral book available to the Parish Council with geological maps, which would be useful to obtain.

Memorial Seat in memory of Alf Shearman – The Tewin Society would like to place the bench in front of the cottages next to the Memorial Hall. The Council agreed to discuss this later.

Playground – Mr C.Parsons made the Council aware of a petition currently being circulated to provide a playground in the village. The Council responded that issues of the location of the proposed site and how it will be funded must be addressed.

105. MATTERS ARISING

Memorial Seat – The Parish Council agreed that they need a letter and a map of the proposed site.

Mimram Valley Report – Nothing to report.

Three Valleys Water Restoration Work – Moved to Highways

Model Code of Conduct for Councillors - The Council noted that the model code had been issued and would consider adoption when required. There would need to be a representative to the EHDC Standards Committee when it is formed.

       Quality Parish & Town Councils – A Consultation Paper – The Council felt this paper was aimed at Councils with a far greater precept than ours and that becoming a ”Quality Council” would impose more of a burden on already limited resources.  The Council also felt that it might redirect resources away from key Parish issues, which would be detrimental to Parishioners.

Minerals Local Plan -

The Council agreed that they should proceed as if site AFS12 will be present at the next stage and that the response should be organised.

The Council agreed that they should remain independent, as they believe that many responses have a greater effect than one co-ordinated response.

The Council agreed that they should look for a Planning Consultant to write a professional response at the next stage.

The Council agreed to hold a village meeting and proposed that it be held on Mon 4.3.02 subject to the hall being available. Advertising should take place in the Parish News, notice boards, website and possibly the Tewin Society will be able to help.

An interim-planning meeting was proposed for Mon 11.2.02 and this could also be used to set an Agenda.

CDA Rural Housing: Depending upon the outcome of the Local Plan the Council will then decide whether to approach CDA Rural Housing.

Local Plan Review: Nothing to Report

Regional Plan: Nothing further to report.

Other Planning Matters:

Field R/O 7 Acres, Tewin – The Enforcement Officer is in the process of issuing a Section 215 requesting the owner to tidy up the land.

Farm Buildings R/O Rose & Crown – The barns remain unprotected and the owners are unable to come to an agreement. Following advice from the Conservation Officer the Council agreed to write to Mr D.Beales, Planning Director.

Unauthorised Tipping of Soil on Land to the West of the Concrete Path – Rob Egan of the County Development Unit has advised that the PCN has been served on the tenant farmer and that the work was done in summer 1997. It was the subsoil from the footings of another building development approx 300tonnes and he put it there to form a bund to stop travellers accessing his field, which they have on 2 previous occasions.

The Council agreed to write to Mr Egan stating that this requires planning permission (refer Muspatts Farm).

Rose & Crown – The Enforcement Officer wrote to R&C on 20/12 and as the signs were still up on 22/1/02 she was going to issue them a letter giving them 14 days to remove it otherwise it would go to committee.

107. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations payments amounting to £2,320.00 were approved and signed by the Chairman.

                        The Final Budget - The final budget will be discussed at the next meeting.

108. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1

 

School Lane – Mr D. Standen has a meeting on 29.1.02 with Mouchel regarding surveying traffic in response to Tewin Society’s request for traffic calming proposals around the village and the complaints over School Lane flooding.

 

Back Lane – Mr Thomas of the Environmental Health Dept has advised us that the Rose & Crown are in the process of getting the manhole cover repaired. They are awaiting the brewery’s legal department to arrange the temporary closure of the road.

 

        Access to Grass Warren Garages – Nothing to report.

Bus Service – The timetables have been posted to both Tewin Stores and Tebbutts. The Clerk will continue to chase re the lateness of the service.

Sign on Upper Green – This has been completed and the Chairman will add the remainder of the wording.

Subsidence opposite 4 Hertford Road – Nothing to report.

Speed Limits – The Clerk has been advised by M D.Standen, Parish Engineer that there is to be a reduction in the speed limit from Burnham Green down to the Plume of Feathers.

109. RISK MANAGEMENT ISSUES – FOLLOWING INSPECTION ON 24.4.01 & 14.5.01

Pavilion Repairs – There is still some work outstanding:

-          Of the 3 quotes obtained to replace the window and the opening top light the Council agreed to use Castle Joinery at a cost of  £515 plus VAT. The Clerk to find a decorator.

-     the May Pond bench has been repainted (Chairman to check)

-           the slats for the bench are still on order

The Clerk is to continue to chase.

Keys – One set is currently lost but the Clerk still has 2 copies

Boot scraper and Rubbish Bin Repair – Nothing to report.

                        Repair of Post on Green Outside the Plume of Feathers – Completed.

110. PAVILLION & UPPER GREEN

Pavilion – During the Christmas period the cold-water tank froze due to the frost stat heaters being mistakenly switched off. The plumber repaired the 2 compression joints and also unblocked the urinals. The Council agreed to get some electrical testing done to the Pavilion and get a quote for an electrical diagram.

Cricket Club – The Cricket Club AGM is on 2.2.02 and Cllr C.Pool will chase the Cricket Club about end of season tidying up, painting of green doors final dimensions of cricket net and the appointment of a Pavilion and Cricket Club Liaison Officer

Upper Green Posts – These have been completed. The residents of 12 and 16 Upper Green have requested that perhaps the Council would put in 6 more posts around the green to protect it further from erosion. The Council agreed to look at the site and decide at the next meeting.

112. PARISH PATHS PARTNERSHIP

Cllr K.St Pier met with Megan Blackmore of the Countryside Management Agency and Ian Blomeley regarding latest policy on stiles and kissing gates, problems with motorcycles and methods to prevent people walking out from footpaths onto roads.

With regard to the motorcycles, there is little we can do, as it is current policy that there should be no barriers unless there is a very big problem. Highways could be approached to put up a roadside barrier to prevent walking out onto the road. The Council agreed to this.

At the last meeting the Parish Council agreed to have the dead tree leaning over the path to the Tennis Courts removed, however it has already been done. The Clerk to find out by whom.

FP18 - Due to the policy of no barriers on paths the Council agreed to have the board at the end of FP18 which leaves the west side of the churchyard removed and one on FP26.

FP26 – Cllr J.Burton to retrieve maps from Mr Hill. The cost to divert the footpath would be approx £3000 so this is an unlikely option. The path round the edge of the field would be a permissive path.

FP33 –There is currently no sign at the road end. The Council agreed to replace it.

FP23 – A metal kissing gate at a cost of £50 was suggested by Ian Blomeley. The Council agreed to ask Ian Blomeley if the landowner would provide this.

Friends of Tewin – They will no longer need Upper Green for Jubilee celebrations.

It was agreed that the next Council meeting would be held on Monday 25 February 2002 at 7.45pm in Tewin Memorial Hall.
