Minutes of the Parish Council meeting held on Monday 27 May 2002 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs B.Briggs (Chairman), K.Lawson (Vice Chairman), J.Burton, S.Glew, C.Pool, D.Compton and K.St Pier

In attendance:  Mrs C.McFarlane (Clerk) and Cllr M.McMullen

1. NO APOLOGIES FOR ABSENCE  

 

2. ELECTION OF CHAIRMAN Cllr Briggs resigned as Chairman and from the Council due to pressure of work. Cllr K.Lawson was elected as Chairman unanimously, proposed by Cllr Pool and seconded by Cllr J. Burton.

 

3.ELECTION OF VICE CHAIRMAN Cllr K.St Pier was elected unanimously,  proposed by Cllr C.Pool and seconded by Cllr S.Glew.

All Councillors signed Declarations of Acceptance of Office.

 

4. CONFIRMATION OF REPRESENTATIVES TO OUTSIDE BODIES & SPECIAL RESPONSIBILITIES  

Tewin Cowper Endowed School – Cllr Burton

Tewin Memorial Hall - Cllr Pool

Tewin Charities Trustees – Mr P.Briggs & Mr R.Temple

Parish Paths Partnership – Cllr St Pier & Cllr Glew

It was decided only to appoint official representatives where the Parish Council had specific interest and responsibilities.

 

5. MINUTES OF THE PREVIOUS MEETING held 29 April 2002 were amended, agreed and signed by the Chairman.

 

6. MATTERS ARISING

        Notice Board – There is no statutory time limit that the minutes should be displayed for. There are times when the notice board is busy and the Clerk will endeavour to keep it tidy.

     Model Code of Conduct – A letter has been sent to EHDC informing them of our adoption of their Code of Conduct. The Register of Interests has to be completed by 27.5.02.

Vacancy on the Council – As there were no requests by electors for an election to be held to fill the vacancy the Parish Council now have to make arrangements to co-opt a person to fill the vacancy.  The Clerk will notify the Returning Officer of the new vacancy caused by the resignation of Cllr B.Briggs.

8. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations payments amounting to £1925.98 were approved and signed by the Chairman.

Internal Audit – The Clerk is awaiting further clarification of Parish Council’s obligations regarding the Internal Audit from the Audit Commission.

 

9. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1

 

School Lane Bus Stop – Nothing to Report

Bus Service –The Clerk was asked to chase a response to our letter to Mr C.Watson Director of the Environment at HCC.

30mph Speed Limits Throughout the Village - The Council agreed not to object. The Clerk was asked to acknowledge the letter from an executor of a property in Queen Hoo Lane.

 

Resurfacing of Back Lane – The Clerk is still awaiting the full details of the work being proposed on BOAT. The Clerk has informed Ian Blomeley about the loose surface put down at the entrance of Back Lane.

 

Access for Grass Warren Bungalows – D.Standen has responded to the petition stating that there is insufficient money in the budget for this type of project so it has been put on a long term plan.

 

Traffic Survey – The Clerk informed D.Standen, Parish Engineer of the Council’s views that average speeds were not a satisfactory measure, as the maximum speed could be much higher.  No response has been received to date.

 

        Access to Grass Warren Garages – Nothing to report.

Sign on Upper Green – Mr.Briggs will finish as soon as possible.

May Pond Green– The Clerk has received a letter from Mrs Knight, Tree Warden regarding the plans for pruning to be done in the autumn. The Clerk was asked to obtain a quote from S.Kirkham and this subject be put on the agenda for the next meeting.

Old School House Fence – The Parish Engineer will be sending a request to HCC asking them to clarify the ownership of the land in question. The Clerk was asked to check with Stevenage Land Registry if time was available.

Archers Green – There is some close boarding fencing on Common Land and the Clerk was asked to check ownership of the land at Stevenage Land Registry Office.

Fly posting – The Council agreed to put a notice in the Parish News regarding removal of fly posters once they are out of date.

 

10. RISK MANAGEMENT ISSUES – FOLLOWING INSPECTION ON 14.5.02

Pavilion Repairs – To be discussed once the Risk Management Inspection has been completed.

Boot scraper – The boot scraper is waiting to be fixed to the ground at the Pavilion.

Overflow Dripping – The leaks have been fixed although some cladding outside has been broken in the process, which now needs to be repaired. The damp in the kitchen needs to be checked at the next risk management inspection.

Track marks Around the Tennis Courts – The Clerk has asked S. Kirkham to contact Bert Robinson regarding this.

 Date For Risk Management Inspection – Arranged for Monday 10th June in the Tennis Club Car Park at 7.00pm. Barriers, ditch and trees on Upper Green to be looked at.

 

11. PAVILION & UPPER GREEN

The green doors have been painted. A meeting with the Cricket Club has been suggested

Bowling Net Dimensions- The Council have agreed in principle to a batting end 9m long with a 6m gap and a bowling end of 10m. They still await a written request from the Cricket Club.

Electrical Testing  – Mill Green Electric quoted £214.50 for the electrical testing, schematic diagram and labelling. The Council accepted the quote.

Common Land 148 – The Clerk has forwarded the Chairman’s drawing of a sign suitable to the letting agent who is now responsible for amending the sign.

 

12. CORRESPONDENCE Received in May 2002

Playgrounds are to be put on the agenda for the next meeting and the Clerk to ascertain the costs of insuring and running a playground and the legal requirements for inspections.

 

13. PARISH PATHS PARTNERSHIP

Cllr K.St Pier is in the process of completing the 2001/2 report and this is to be put on the agenda for the next meeting.

It was agreed that the next meeting would be held on Monday 24th June 2002 at 7.45pm in Tewin Memorial Hall.    

 

16. ANY OTHER URGENT BUSINESS

Area Forums – Cllr McMullen asked if one member of the Council could attend these meetings as they are poorly supported.

Newspaper article regarding paying for access over Common Land – The Clerk to copy to all Councillors and check with NALC the outcome of the recent relevant court case
