TEWIN PARISH COUNCIL
Minutes of the Parish Council meeting held on
Monday 27 January 2003 in Tewin Memorial Hall at 7.45pm.
Present: Cllrs
K.Lawson (Chairman), K.St Pier, J.Burton, C.Pool and S.Glew.
In attendance:
Mrs C.McFarlane (Clerk), Cllr M.McMullen, Cllr M.Hargreaves, Cllr
B.Hammond and 1 member of the public.
PC John Ivens, Rural Community Liaison Officer,
addressed the meeting.
The Parish Council raised their concerns on
policing, illegal parking, speeding, vandalism issues within the village and
wrongful use of motorcycles on paths.

Ivens with details his contact number is on Appendix 1.
Over the last year there have been 36 incidences
of crimes in the Tewin area (including several other Parishes), which is less
than 1 crime per fortnight. They still aim to achieve the county wide urgent
response time of 15mins
He informed us of a new mobile police station
which will in the future operate like the mobile library and stop in the
village on specified days.
PC Ivens agreed to contact the Clerk on various
other issues.
88. APOLOGIES FOR ABSENCE were received from Cllr
S.Stott.
89. MINUTES OF THE PREVIOUS MEETING held 25th
November 2002 were agreed and signed by the Chairman.
90. MATTERS ARISING
Parish Council Vacancy North Ward Mr M.Howe attended the meeting and expressed his willingness to be a Councillor. He has lived in the area for 47 years and now has some spare time, which he would like to contribute for the benefit of the village. Cllr C.Pool proposed and Cllr J.Burton seconded a proposal to co-opt Mr M.Howe onto the Council. This motion was unanimously approved.
Parish Council Vacancy South Ward There is still a vacancy for the South Ward but the Council agreed that it is not necessary to advertise in view of the May election.
Flagpole The
Parish Council were not aware a new rope was necessary and would monitor the
situation.
Recreational Area The Parish Council agreed to put this on the next meetings agenda.
Road Outside Tewin School An HCC
engineer has assessed the road and has given an order for the road to be made
up to agricultural standard. The Clerk will check to see if the work has been
completed.

Other Planning Items:
Rose & Crown Brickwork The Parish Council agreed that Greene King should be informed and asked to rectify the damage caused by weeds growing in the brickwork and the stains on the walls caused by the hanging basket watering system.
The Clerk was also asked to notify the EHDC Conservation Officer.
Warrengate
Land Cllr K.St Pier attended a CPRE meeting on 12/12/02 with
various other Parish Councils who have similar experiences. The Clerk was asked
to confirm that both Article 4s had been served, whether the Secretary of
State had ratified them and what exactly the Article 4 covered.
Cllr K.St Pier volunteered to attend a site meeting on 31.1.03 with MP Oliver Heald and the Tewin Society.
92. FINANCE
Accounts for Payment In accordance with the Councils Financial Regulations the schedule of payments amounting to £4195.37 were approved and signed by the Chairman.
93. STANDING ORDERS/FINANCIAL REGULATIONS
The
Clerk will distribute copies of the suggested new standing orders and financial
regulations in order for them to be agreed at the next meeting.
94. HIGHWAYS & TRANSPORTATION ISSUES
Road Works Outstanding Refer Appendix 1.
Herts
County Councillor Bryan Hammond informed us that various gully cleansing and
road patching teams would be in the area during the next month. The 30mph speed
limit is on the point of being
resolved. HCC
have applied in the 2003/2004 budget for a substantial sum in order to rectify
the flooding in School Lane, Upper Green and Orchard Road.
The Council agreed that the Clerk should meet the highways officer in order to go through the work needed.
Dog Waste Bins A parishioner has requested dog waste bins to be installed in Grass Warren and the Council agreed to monitor the situation.
Tewin Stores Sign The Parish Council unanimously supported the proposal of a directional sign to the village shop to be located on Lower Green. Cllr B.Hammond agreed to take this forward.
Archers Green The close boarding fencing is attached to the bridge and is a barrier to prevent anyone falling into the river.
Damaged Bus Timetable Notice This has now been repaired.
95. PAVILION & UPPER GREEN
Excess Water Around Pavilion and Ditch at Back of Upper Green Cllr K.St Pier is continuing to monitor the situation and will investigate the soak away
Users of Pavilion Meeting Another meeting is expected to be arranged shortly.
Funding Fair Cllr S.Stott attended the Funding Fair on 4th Dec 2002 and will report at the next meeting.

Grass Warren Tree The Parish Council agreed
that the tree should be removed.
Rural Strategy Paper This is to be circulated and discussed at the next meeting.
Elected Regional Assemblies - Cllr K.St Pier proposed and Cllr S.Glew seconded the proposal that a referendum should be held on the establishment of an elected regional assembly in this region.

Various
works are in progress.
98. COMMON LAND
Common Land 148 The letting agent has asked for approval of some amendments to the sign. The Parish Council had no objection to the shape or height of the sign but the board and lettering are too big and out of proportion.
