Minutes of the Parish Council meeting held on Monday 26 November 2001 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs B.Briggs (Chairman), J.Burton, D.Compton, C.Pool, S.Glew, K.Lawson and K.St Pier

In attendance:  Mrs C.McFarlane (Clerk), Cllrs M.McMullen (late arrival and departed at 10pm)

89. APOLOGIES FOR ABSENCE from Cllr C.Bowden, M.Hargreaves and M.McMullen

90. MINUTES OF THE PREVIOUS MEETING held 29 October 2001 were amended, agreed and signed by the Chairman.

91. MATTERS ARISING

       Remembrance Day Donation – The Parish Council agreed to make a £15 donation in line with previous years.

        Memorial Seat in memory of Alf Shearman – The Parish Council has no objections and asked that the Tewin Society return to the Parish Council for approval of the site for the bench.  

       Mimram Valley Report – Nothing to report.

Three Valleys Water Restoration Work – Nothing to report.

92.   PLANNING

Minerals Local Plan Review –

The Parish Council agreed to respond to Hertfordshire County Council with the following 6 objections to Site AFS12 detailed in this plan.

1.       Woodland – There are 2 very important woodlands bordering Hertford Road called Redwood and Hooks Bushes. 

2.       Mimram Valley – The Panshanger Park site overlooks the Mimram Valley, as does the site by Tewin Water and the Council feel that this is a vista that should be preserved. The Mimram Valley is a significant area of landscapes. Details from the existing documentation will be included in our response.

3.       Ancient Road (Bridleway 4) from Lousehole Bottom to Queen Hoo – This is thought to be of historic interest as it was an important roadway and the woodland is very old. Tewin Society may be able to assist in research.             

4.       Proximity of site to Residential Building – The boundary would have a very large impact on the village as it would envelope the whole of one side of the village, be very visible from the village and it would be very near a school. This site is also by far the largest site proposed and is in a Landscape Conservation Area.

5. Tewin village is a Conservation area

6.       Archaeological and Wildlife Sites – There are many such sites throughout the proposed site (refer Local Plan Map).

The Clerk will formulate a draft response with the assistance of Cllr J.Burton who will also liase with the Tewin Society. The draft responses will be circulated and can, if necessary be discussed at the interim-planning meeting on Mon 17th December 2001.

Cllr S.Glew will put some details up on the website and the Clerk will put notices on the Notice Boards.

3/01/2027/FP/NJ – Woodbury, 6 East Riding, Tewin – Replacement of Existing Dwelling – Objection as the Council agree with all the points raised in the appeal dismissal and they also object to the height of the building being raised above the existing skyline.

3/01/1399/FP/KL-Mimram Cottage, Poplars Green, Nr Tewin – Dormer window in Loft in Garage For use as an Art Studio – No Objection

3/01/2016/FP/NJ – 53 Orchard Road, Tewin – Two Storey Side Extension and Car Port  - Objection to the development on the basis that the plans are insufficient to show how close the extension is to the boundary and the proportion of the finished building in relation to the site.

3/01/1872/FP/PT – Kabete, West Riding, Tewin Wood – Erection of Garden House with Skylight – No Objections

3/01/1879/FP/EH – 5 Cowpers Way, Tewin Wood – Proposed single storey side extension porch and internal alterations – No objection although expressed concerns over closeness to the boundary.

3/01/1950/FP/TH – 3 Bishops Road, Tewin Wood – New garage & amendments to existing approved extension – Objections due to building faηade extending the full width of the plot.

3/01/1969/FP/EH – 47 Orchard Road, Tewin – Single Storey Garden Room & Extension – No objection although concerned over the building extending across full width of the plot.

3/01/1948/FP/HF – 2 West Riding, Tewin Wood – Alterations and Extensions – No objection although concerns over parking.

Decisions: None

Withdrawals: - None

CDA Rural Housing: Depending upon the outcome of the Local Plan the Council will then decide whether to approach CDA Rural Housing.

Local Plan Review: Nothing to Report

Regional Plan: Nothing further to report.

Other Planning Matters:

Field R/O 7 Acres, Tewin – Alison Young Enforcement Officer is dealing with it.

Farm Buildings R/O Rose & Crown – The Clerk spoke to Robin Russ, Conservation Officer, who will be meeting Mr Sadler’s architect imminently and he will be making him aware that before anything goes forward the buildings need to be protected urgently.

Unauthorised Tipping of Soil on Land to the West of the Concrete Path BR7 – The Clerk spoke to Rob Egan of the County Development Unit who said the PCN had been served but that the owner ( RMC Aggregates) had no knowledge of the tipping. A tenant farmer works the field. He promised to make further enquiries.

 Pheltern Lodge, Queen Hoo Lane – The Principal Planning Officer H.Fairbrass has respond in writing stating that in the case of the land at the rear of the 4 properties in Hoo Lane he does not consider there to be any overriding detriment which would warrant enforcement action in light of the relaxation of former policies.

  19 Bishops Road – Glynn Day visited the site and asked the foreman to protect the trees in line with the planning approval. Nothing further to report as Cllr C.Bowden was not present at the meeting

Rose & Crown – The Clerk spoke to Mr Baillie who stated that the Rose & Crown is to be refurbished externally next year when paintwork will be done. He had no idea that the land at the front did not belong to the pub and hoped that the Parish Council would give him retrospective permission for the tables and chairs he had placed there. He put them there to improve the look of the pub and stop dangerous parking. He complained about the potholes outside the Plume of Feathers which have since been repaired and stated that if the Council need to do any fundraising he will assist if he can.

The Clerk will ask the Planning Dept to investigate the banner on the barn facing the Rose & Crown car park and the sign at the Churchfields Road and B1000 T junct

 

 

93. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations payments amounting to £1225.99 were approved and signed by the Chairman.

Claim by Mr I. Williams re Felled Oak Tree and Activity on CL129 – The Clerk received an acceptance of our offer and a cheque has been raised and made payable to Mr I. Williams.

                        Grant for Tewin Memorial Hall – The accounts were circulated and the Parish Council agreed to make a grant of £750, which had been budgeted.

                        Precept - The Clerk circulated 3 budget proposals for the year ending 3/2003 and a precept of £12,400 (Budget proposal A) was agreed. The final budget will be discussed at the next meeting. The Clerk will ascertain the length of the grass-cutting contract.

94. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1

Cllr K St Pier ask the Clerk to inform Dave Standen that there was a car crash at the bridge in Churchfield Road and see if any reflective work can be done.

As there is little the Highways can do on Item number 16 it is to be replaced with the pooling of water outside 45 Orchard Road.

 

School Lane – The Highways Department are undergoing an internal complaints procedure and until that is completed little is likely to happen.

 

Back Lane – EHDC Highways, EHDC Paths and Thames Water state that the manhole is not their property. Ian Blomeley (EHDC Paths) is searching the archives for documents recording the sewer. The Rose & Crown are willing to repair it if it is proven that it belongs to them. PPP would be unable to cover these costs. The Clerk obtained a quote from Shanahan Contractors for £448 + VAT. The Clerk was asked to circulate the quote to the residents and the pub and ask the water company how they would deal with this type of situation in terms of allocating costs.

 

       Lousehole Bottom – Cllr K.Lawson reported some rubbish and Cllr K.St Pier reported fly tipping on the Archers Green Road.

        Access to Grass Warren Garages – Nothing to report.

Bus Service –Nothing to report. The Clerk will chase.

Sign on Upper Green – Stuart Kirkham has started work and the Chairman will add the remainder of the wording.

Subsidence opposite 4 Hertford Road – Nothing to report.

Speed Limits – Tewin Society’s letter to be circulated and discussed at the next meeting. Cllr K.Lawson to provide a map in order to support her proposal to extend the 30mph speed limit throughout the village.  

95. RISK MANAGEMENT ISSUES – FOLLOWING INSPECTION ON 24.4.01 & 14.5.01

Pavilion Repairs – There is still some work outstanding:

-          the changing room skylight is still to be repaired

-          the May Pond bench has not been repainted

-          the slats for the bench are still on order

-          the quote for the replacement window is not complete due to one contractor letting Mr Tyler down.

The Clerk will continue to chase.

Keys – They have not been returned yet.

Boot scraper – Nothing to report

Rubbish Bin Repair - The Chairman undertook to repair the bin in the middle of Lower Green.

                        Repair of Post on Green Outside the Plume of Feathers – Nothing to report.

96. PAVILLION & UPPER GREEN

Pavilion Path – Graham Fish replied that the path gets muddy in the winter months not during the Cricket Club season and referred us to the football club.

Cricket Club - Cllr C.Pool will chase the Cricket Club about end of season tidying up and painting of green doors etc as not everything has been done. The Clerk will ask all Clubs about the ownership of a bicycle in the Pavilion in order to have it removed. 

Pavilion and Cricket Club Officer – This is to be dealt with at the Cricket Club’s AGM in the New Year.

Astroturf & Run up Dimensions  - Graham Fish responded that 30yards would have been preferable if the extra expense is not prohibitive. As this response is not sufficient for a decision Cllr C.Pool will chase.

Upper Green Posts – Stuart Kirkham has started work. The quote for having the 2 trees in BOAT 2 removed is £160. The Council approved this and the Clerk will contact Stuart Kirkham.

98. PARISH PATHS PARTNERSHIP

The waymarking signs have been ordered.

Megan Blackmore of the Countryside Management Agency is to arrange a meeting with Cllr K.St Pier and Ian Blomeley regarding latest policy on stiles and kissing gates, problems with motorcycles and the safety of people walking out from footpaths onto roads.

The quote for staggered fencing will be approximately £60 + VAT but we will not continue until policy has been established.

Taking out stiles on FP26 and FP34 will be put off until policy has been decided.

The Clerk will ring Ian Blomeley re the reinstatement of FP33 following ploughing over 2 weeks ago.

The way from 100 Year Wood is not to be marked as a footpath but a sign can be put up saying “ The way to Upper Green”.

The Parish Council agreed to have the dead tree leaning over the path to the Tennis Courts removed and the loose way marker by the Plume of Feathers repaired.

The Council agreed to leave the board in place of the stolen stile at the end of FP18, which leaves the west side of the churchyard.

Definitive Map and Statement – Cllr K St Pier to ask Megan Blackmore at their meeting.

FP26 – The Clerk will ask Ian Blomeley to contact Mr Hill direct. Cllr J.Burton to retrieve maps from Mr Hill.

FP33 – Is there a waymarking sign at the road end. Cllr S.Glew to check.

 

99.COMMON LAND 

CL148 – The Clerk has responded to Mr Cooke with ideas about where to obtain logs.

 

100.REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

 Tewin Society – Letter to be circulated and discussed at the next meeting.

Friends of Tewin – Nothing to report

Tewin School – Nothing to report.

Tewin Village Memorial Hall –The draw starts on Wednesday 28th November.

Tewin Website – The minutes are now on the website and the agenda will also be loaded on in future. The Chairman is to write a statement of purpose for the website and NALC have offered to advise on it.

                       

 101.DATE OF NEXT MEETING

It was agreed that the next Council meeting would be held on Monday 28 January 2002 at 7.45pm in Tewin Memorial Hall.    

 

102.ANY OTHER URGENT BUSINESS

       Cllr K St Pier advised that the litter is being collected by EHDC Contractors

Cllr K Lawson stated that on Friday a Hayes Logistics lorry was seen damaging Lower Green. The Clerk will write a letter to them asking if they will make good.

       The Model Code of Conduct is to be put on the Agenda for February.
