TEWIN PARISH COUNCIL

 

Minutes of the Parish Council meeting held on Monday 25 November 2002 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson (Chairman), K.St Pier, C.Pool and S.Stott

In attendance:  Mrs C.McFarlane (Clerk) and Cllr M.McMullen.

 

PARISHIONERS COMMENTS

One parishioner attended in order to enquire about becoming a Councillor.

Three parishioners attended to enquire about the progress of their request for bicycle jumps in the village.

 

73. APOLOGIES FOR ABSENCE were received from Cllr S.Glew, J.Burton and M.Hargreaves.

 

74. MINUTES OF THE PREVIOUS MEETING held 28th October 2002 were agreed and signed by the Chairman.

 

75. MATTERS ARISING

Parish Council Vacancy – Mr M.Howe attended the meeting and expressed his willingness to be a Councillor.  He has lived in the area for 47 years and now has some spare time, which he would like to contribute for the benefit of the village. The Parish Council asked him to attend the meeting in January when he may be co-opted on to the Council.

Bicycle Jumps - The Parish Council have now received the diagram of the proposed jumps. A site would need to be found and funding obtained. Cllr M.McMullen has discussed the proposal with District Council and ascertained that Tewin would not be able to get funding from the same source as Watton at Stone. It was agreed to put the issue of play/recreational facilities on the agenda for the next meeting.

Flagpole- This has been mended with the much-appreciated help of Mr I. Williams and Mr S.Kirkham.

Road Outside Tewin School – HCC are sending an engineer to the site to assess the situation.

Parish News – The Clerk has written a piece about Cllr D.Compton.

 

76.PLANNING

Shire Park Bowls Club – The proposal was approved at EHDC Planning Committee.

Minerals Local Plan First Deposit Draft Sept 2002 – Cllr K.St Pier has drafted a response which will be circulated and discussed at the planning meeting on Mon 9th December at 7.30pm.

Stansted and Luton Airport Expansion Proposals – Cllr M.McMullen requested that as many people as possible should object to the expansion of Luton and Stansted airports on environmental grounds.

77. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £4720.78 were approved and signed by the Chairman.

Estimate For Year End 31.3.03 - The Clerk circulated the Estimate to the Year End 31.3.2003 and this was used to produce the budget proposals.

Budget for 1.4.03~31.3.04 - The Clerk circulated 3 budget proposals for the year ending 31.3.04.  Cllr K.St Pier proposed and Cllr C.Pool seconded that budget B with a precept of  £12,800 (increase of approx 3%) was accepted. The Parish Council unanimously agreed.

Donation for Remembrance Sunday – The Parish Council agreed a donation of £15.

Donation to Cancer Research UK for Cllr D.Compton – The Parish Council agreed a donation of £20.

Notice Boards – Cllr K.St Pier proposed and Cllr S.Stott seconded the proposal that only 2 notice boards were necessary and that the Plume of Feathers notice board should not be replaced. The Parish Council agreed.

Insurance for Notice Boards – The Parish Council agreed not to insure the notice boards.

 

 

78. STANDING ORDERS/FINANCIAL REGULATIONS

The Clerk is in the process of circulating the new Standing Orders and Cllr J.Burton agreed to look at the new Financial Regulations.

 

79. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1. The Parish Council agreed to write to Herts County Councillor Bryan Hammond about the difficulties experienced communicating with the Highways Partnership and getting highways work done.

 

Archers Green – There is some close boarding fencing on Common Land and the Clerk was asked to check ownership of the land.

Bus Route Through Datchworth – The Datchworth Parish Clerk confirmed to us that they had not requested the bus to stop in Datchworth.

Damaged Bus Timetable Notice – This has been reported and as nothing has been done the Clerk will look into this again.

 

80. FREEDOM OF INFORMATION ACT

Cllr C.Pool proposed and Cllr S.Stott seconded that the Model Publication Scheme under the Freedom of Information Act be accepted. The Parish Council agreed.

 

81. PAVILION & UPPER GREEN

Three Additional Posts on Upper Green – The Parish Council agreed a quote for £175 plus vat to install 4 posts, replace 1 post and restore the bank.

Upper Green Hedge Cutting – The Parish Council agreed a quote of £60 plus vat.

Notice Boards – The Parish Council agreed a quote of £50 plus vat to reset posts and remove old notice board at the Plume of Feathers.

Trimming of Some Trees – The Parish Council agreed a quote of £160 plus vat to trim the lower branches of various trees throughout the village.

Excess Water Around Pavilion and Ditch at Back of Upper Green – During the last spell of heavy rain there was a substantial excess of water around the Pavilion. Cllr K.St Pier agreed to talk to S.Kirkham and P.Loughrey to try and provide a solution

Users of Pavilion Meeting – Another meeting is expected to be arranged shortly.

Funding Fair – Cllr S.Stott volunteered to attend the Funding Fair on 4th Dec 2002.

 

82. CORRESPONDENCE Received in November 2002

P.Holden – A reply to P.Holden’s letter, regarding parking problems and litter, was agreed.

Playground – A reply was received from Mr J.Barton regarding his suggested site for a playground. The availability of a site would be dependant on the development of the land adjacent to the school.

CPRE Meeting Re Marketing of Greenfield Sites – Cllr K.St Pier agreed to attend this meeting arranged for Parish Councils in order to exchange information.

 

83. PARISH PATHS PARTNERSHIP

Nothing to report.

 

84. COMMON LAND

Common Land 148 – A letter was sent on 15.10.02 to the letting agent concerning the removal of the sign by the 31.01.03. No reply has been received to date.

The Council agreed a quote of £130 plus vat for installing 5 posts and pruning trees on CL148 that overhang private land.

Legal Position Regarding Access – The Council agreed that as the position was still not clear they should await guidance from EHDC.

 

85. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – Nothing to report.

Tewin Memorial Hall – The Tewin Players have disbanded.

Tewin Website – Nothing to report

 

86. DATE OF NEXT MEETING

It was agreed that the next meeting would be held on Monday 27th January 2003 at 7.45pm in Tewin Memorial Hall.
