TEWIN PARISH COUNCIL
Minutes of the Parish Council meeting held on Monday 25 June 2001 in Tewin Memorial Hall at 7.45pm.
Present: Cllrs B.Briggs (Chairman), J.Burton, C.Bowden, Ms K Lawson, S Glew, and K.St Pier
In attendance: Cllr M.McMullen, Cllr B.Hammond, Mrs C.McFarlane (Clerk) and 3 members of the public.
Cllr Brian Hammond offered his apologies for not attending the last meeting. Cllr B.Briggs explained the Council's concerns over the length of time it takes to get road repairs, over 1yr in a lot of cases.
Cllr B.Hammond responded stating that the County Council Budget requirements exceeded revenue and as a result Transport finances are squeezed. This year there is an extra £5m going into Highway maintenance in Hertfordshire. The bad weather in Feb/Mar cost £7m and was equivalent to 2yrs deterioration in the roads.
The Clerk was requested to have a meeting with Cllr B.Hammond, Alex Hayward and D.Standen to discuss outstanding repairs.
Cllr B.Hammond undertook to look into The School Lane drainage problem immediately and stated that if the Council made a list of 5 priority repairs he would pursue them. Another option for the Council would be to petition HCC. The Clerk to pursue.
Mr T. Kavanagh and Mr G.Fish (Chairman) from Tewin Cricket Club presented plans to: -
i. Build a permanent score box and, a self-contained timber clad, brick lined extension to the side of the Pavilion for storing equipment. This would include 2 lockers for the football club and the tennis club if they wanted them. The extension would not go over the building line and there would be a 1.8m gap between the building and the boundary.
ii. Refurbish the dining and kitchen area as well as the paved area externally.
iii. Replace front windows with timber framed folding windows for greater security and to open the Pavilion up at matches.
Mr T.Kavanagh has already met with MrJackson of the Planning Dept who said he would recommend this plan for approval.
The Council moved to discuss these plans under item 40 Pavilion and Upper Green.
PARISHIONERS' COMMENTS:
A Parishioner was concerned that she needs to pay £5 for a pass to prove that her 14yr old son is still attending school and therefore eligible for half price fares. Cllr K.Lawson had already been informed of this problem and has contacted David Neilan, Transport Services Unit and to date has had no reply.
Cllr B.Hammond said he would respond to the Clerk with the precise regulations.
33. APOLOGIES FOR ABSENCE were received from Cllr D. Compton and C.Pool.
34. MINUTES OF THE PREVIOUS MEETING held 21 May 2001 were amended, agreed and signed by the Chairman.
35. MATTERS ARISING
Acknowledgement - The Council thanked the outgoing Chairman J.Burton for the time he had spent as Chairman.
Tewin Charities Trustees - Mr R.D.Temple was nominated and seconded as the trustee, his current term of 4yrs having ended.
Access to Grass Warren Garages - This has been referred to D.Standen, Highways Dept. The Clerk will chase.
Cricket Club - The Clerk has received details on the overall length of the net and the individual strips of concrete and Astroturf samples. It was decided that this would be discussed at a separate meeting with the Cricket Club.
Improvements to Back Lane - Nothing further to report.
Mimram Valley Report - Cllr B.Briggs has been provided with an edited version of the report to be circulated for comments by Cllrs.
Three Valleys Water Restoration Work - Nothing further to report.
Council Vacancy - The vacancy was filled as a result an uncontested election on 11 June 2001, by Keith St Pier.
36. PLANNING
New Applications:
3/1519-99(090) - Gravel Extraction at Panshanger Quarry, Nr Hertford - Review of conditions of existing planning permission for sand and gravel extraction, restoration and creation of country park - Whilst this is not actually in our Parish, the Council have concerns as to whether there will be any increase in traffic and consequent increased maintenance and cost of repairs to roads and safety issues. They do not want any increase in current vehicle movements or loads per day.
3/01/0836/LB/SM - Warrengate Farm, Tewin - Conversion of South Barn to a single dwelling, demolition of existing building attached to the listed farmhouse and erection of replacement structure - No Objection
3/01/0835/FP/SM - Warrengate Farm, Tewin - Convert three barns to residential use, erect a replacement garage/office and store to serve the farmhouse plus garaging for the conversions. Demolish various other structures and reclad an existing workshop - No Objection.
3/01/0894/FP/TH - 8 Desborough Drive Tewin Wood - Two storey front & single storey side extension & extension to outbuilding - Object - Over development of the outbuilding and the site particularly in view of the usage of the building as a granny annex and the site of the garage is very close to the boundary.
3/01/0959/FP/TH - 7 Hertford Road, Tewin - First floor side extension, bay window and garage - No Objection as long as the hedge is maintained to screen the garage

CDA Rural Housing: No action can be taken until the Local Plan has been received.
Local Plan Review: Nothing further to report.
Regional Plan: Nothing further to report.
Other Planning Matters:
Field R/O 7 Acres, Tewin - Following our letter to the Planning Dept dated 25.5.01 we have had no response.
White Cottage, Archers Green - Following our letter dated 8.5.01 EHDC Planning Department have advised they are looking into the matter.
Farm Buildings R/O Rose & Crown - Following the death of the owner, matters have been deferred pending Miss Sadler's will. No action at present.
Unauthorised Tipping of Soil on Land to the West of the Concrete Path - the Planning Contravention Notice showed works were carried out by a tenant farmer and a PCN will be served on him. Nothing further to report.
Pheltern Lodge, Queen Hoo Lane - an application is still awaited. EHC will inspect a possible breach of planning at Hoo Corner, Highfields, Harlton Lodge and Pheltern Lodge. The matter has been followed up although no decision has been reached by EHDC yet. Nothing further to report.
37. FINANCE
Accounts for Payment - In accordance with the Council's Financial Regulations payments amounting to £741.15 were approved and signed by the Chairman.
Other Financial Matters - The Retiring Clerk attended a meeting with the auditors and there were no questions. The Accounts are still at the auditors and will be returned in July.
Change to Parish Council Thresholds - The auditors will provide us with guidelines in due course, but advised us to continue with our current system.
Claim by Mr Williams re Felled Oak Tree - Cllr J.Burton has a meeting to see Mr Williams on Fri 29 June about this and the activity on CL129.
Litter Collection - Following a letter sent by the Council dated 3.6.01 and the withholding of the May payment, K.Jones has made no contact with the Council. It was voted that if there was no response 1mos after the date of our letter Cllr Bowden would ascertain how to dispose of his services and proceed.
Mandate - The forms for removing and adding signatories onto both the National Savings and Barclays accounts were signed.
38. HIGHWAYS & TRANSPORTATION ISSUES
Road Works Outstanding - This was discussed at the beginning of he meeting with Cllr Bryan Hammond.
Bus Shelter - Cllr S.Glew suggested that the Friends of Tewin be approached to see if they would paint the bus shelter. The Clerk awaits a quote from Stuart Kirkham.
Bus Service - To date there has been no response from our letter-dated 16.06.01 to David Neilan but we did receive details of a pack advising of grants available. The Clerk was requested to obtain details.
B1000 Lay-by - The Clerk to chase as to whether a height restriction can be applied.
39. RISK MANAGEMENT ISSUES - FOLLOWING INSPECTION ON 24.4.01 & 14.5.01
The Clerk has completed the risk assessment policy form except for kissing gates and stiles and will circulate to Councillors for their comments.
40. PAVILLION & UPPER GREEN
Upper Green Posts - Awaiting Stuart Kirkham to complete.
Pavilion Maintenance - A quote was obtained from D.J.Colebrook and the Council agreed to go ahead with replacing of the taps.
Tokens - On 8.6.01 the Cricket Club ran out of tokens and as Cllr J.Burton was away and no other keys were available Cllr B.Briggs gave the Cricket Club permission to cut the padlock, keep a tally of how much electricity they used and replace the padlock.
As at the date of the meeting Cllr B.Briggs reported that the padlock had not been replaced and undertook to arrange for a new one for which the Cricket Club would pay. The Cricket Club were also requested to inform the Clerk of how many tokens were used.
It was mentioned that Bert Robinson of the Tennis Club would be prepared to be the chief token holder and that the Clerk would hold some tokens as well.
Pavilion Planning - It was motioned that the Council would have to have a separate meeting with the Cricket Club, as there are so many issues to be considered. The Council would agree an Agenda and the Clerk set a date.
41. CORRESPONDENCE
Tabled:
Transfer of the Licence for Plume of Feathers to Paul Graham Sims & Martin William
Baillee.
The Council received a copy of a letter from Landscape Officer EHDC sent to Mrs Charman of 5 Lower Green concerning the ash tee at the rear of the property. Brian Briggs undertook to look into the matter.

42. PARISH PATHS PARTNERSHIP
A handover meeting has been arranged for Thurs 28.06.01 at 7.30pm at the Memorial Hall.
FP26 - Cllr J.Burton met Mr Hill who has in turn seen the EHDC representative who approves paths and thought the path was to be pegged. There are no markings as yet to stop horses,
The Clerk was requested to speak to the EHDC Path representative about the meeting and query the pegging.
43. COMMON LAND
CL148 - Following a response to the Council's letter dated 6.6.01 the Clerk was requested to write and remind them that the replacement signpost must be " of a type and design first to be approved by the Parish Council".
44. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES
Friends of Tewin - Refer Item 24 Highways re painting of bus shelter.
Tewin School - Nothing to report.
Tewin Village Memorial Hall - Nothing to report.
Tewin Website - They incur £60 annual server charges and have paid these out of their own funds but were under the impression that the Parish Council would pay for these. The Clerk was asked to find any record of this.
45. DATE OF NEXT MEETING
It was agreed that the next Council meeting would be held on Monday 30 July 2001 at 7.45pm in Tewin Memorial Hall.
46.ANY OTHER URGENT BUSINESS
Rose & Crown - Cllr K.Lawson advised that tables and chairs had been placed at the front of the pub whilst this is not seen as a problem, the Clerk was requested to write a letter to the Area Manager to remind them that they do not own the land.
Rubbish at Cannons Meadow - Cllr B.Briggs undertook to investigate.
As there was no further business the meeting was closed at 11.55pm.
