Alf Shearman Memorial Seat the Parish Council unanimously
approved the site plan produced by the Tewin Society.

Depending upon the outcome of the Local Plan the Council will then decide

Regional Plan: Nothing further to report.
Other Planning Matters:
Field R/O 7 Acres, Tewin A report requesting a Section 215 asking the owner
to tidy up the land will be going to the Committee on March 7th.
Farm Buildings R/O Rose & Crown Quotes have been obtained in
order to make the barns wind and weatherproof and the work is to be done
imminently.
Unauthorised Tipping of Soil on Land to the West of the
Concrete Path Rob
Egan has met Mr Sherriff who has agreed to remove the larger elements of brick
and hardcore contained within the bund and to seed the bund where it is quite
bare. It is envisaged that it will be carried out during the summer.
He does not need planning permission as a bund is a means of
enclosure and meets the criteria of permitted development as set out in the
Town and Country Planning Order 1995.
Mr Sherriff will need to seek planning permission in respect
of similar proposals (he is thinking of constructing a similar bund in
Digswell).
Rose & Crown All signs have been removed except the snowflake on the front of the building. The Clerk will advise the Enforcement Officer.
Warrengate (Herts) Ltd EHDC are fully aware of the situation and have in response served a direction restricting permitted development under Article 4, General Permitted Development Order 1995 at Land South East of Tewin. This means almost nothing can be done on this land without planning permission not even gates, walls, fences etc.
The Tewin Allotments Association have written to the Parish Council highlighting their concerns over the plot retained by John Barton which has now been fenced off. The Clerk will respond to their letter confirming that there is no change in the use of the land etc.
Planning
Green Paper Due to the time constraint of
March 18th the Council agreed that the Chairman and the Clerk will
respond highlighting the Councils concerns: -
- Local people should be involved in the Local Plan response particularly in view of the Parish of Tewin being Green Belt and a Landscape Character and Conservation Area, the village of Tewin in its own right being a Conservation Area and Tewin Wood being an Environmental Zone.
- The Structure Plan provides consistency and a set of rules
to guide decisions without which anomalies would arise resulting in erosion of
the above-mentioned zones and the countryside.
120. FINANCE
Accounts
for Payment In accordance with the Councils
Financial Regulations payments amounting to £510.22 were approved and signed by
the Chairman.
Stopped
Cheques The Council
agreed that the £16 cost of stopping 2 cheques (No 1090 for £88.12 & 1114 for £58.75) should be passed onto Mr Colebrook and deducted from the total amount owed.
The
Final Budget - The
final budget will be signed at the next meeting with the year-end figures.
Internal
Audit The Council
agreed to put the need for an internal audit on the next Agenda.
121.SAND & GRAVEL EXTRACTION
All the notices have been delivered by the Friends of Tewin and the meeting has been advertised in the Parish News. Mrs S.Davidson of the County Development Unit will be attending to provide background information and answer questions. The Tewin Society Chairman will be present and County Councillor Bryan Hammond has been invited.
Agenda for the Village Meeting on Mon 4th March This was discussed and the Council agreed that the Chairman and the Clerk will put it together. Councillor J.Burton sends his apologies but all other Councillors are hoping to attend and will arrive at 7.15pm to help set up.
Consultant The Clerk confirmed that Mr M.Brooks who completed our response on the Local Plan will be available to write our response on the Minerals Local Plan. He expected that it would take more time than before. His rates remain the same except for an inflationary rise in April. The Council agreed to send him a copy of the Minerals Local Plan for his information.

HIGHWAYS & TRANSPORTATION ISSUES

Access
for Grass Warren Bungalows The Council agreed that the best course of action would be
to ask Mr D.Plews to collect as many letters as possible from residents requiring
access and if he forwarded them to the Parish Council we will pass them on to
the relevant authority with a supporting letter.
School
Lane Mouchel are
now doing a traffic survey within the village following the Tewin Societys
request for traffic calming proposals around the village. Mouchel are in the
process of assessing the problems at School Lane and what can be done.

Access to Grass Warren Garages Nothing to report.
Bus Service Nothing to report
Bus
Stops On Feb 19th
there was an onsite meeting to discuss the feasibility of a bus stop at the
School Lane layby. Bus signs are no longer permitted on BT Posts and a new post
would have to be installed. The Parish
Council were asked to consult the residents about parking and whether the bus
stop was still required. Cllr K.Lawson agreed to do this.

RISK MANAGEMENT ISSUES FOLLOWING INSPECTION ON 24.4.01 & 14.5.01
Pavilion Repairs There is still some work outstanding:
Castle Joinery are planning to put the windows in on Sat 2nd March 2002. The Clerk is still waiting for a quote from a decorator.
The May Pond bench needs to be repainted and the Clerk will ask Mr Tyler.
The slats for the bench are still on order.
The Clerk is to continue to chase.
Boot scraper and Rubbish Bin Repair The Chairman has repaired the bin and made the boot scraper, which now needs to be fixed to the ground at the Pavilion.
124.
PAVILLION & UPPER GREEN
Cricket Club AGM Cllr C.Pool will chase the
Cricket Club about end of season tidying up, painting of green doors final
dimensions of cricket net and the appointment of a Pavilion and Cricket Club
Liaison Officer.
Pavilion The Council agreed to get some electrical testing done to the Pavilion and get a quote for an electrical diagram.
Upper Green Posts The Council have looked at the site and agreed not to
install any more posts at present. They will review if necessary.
Common
Land 148 The
letting agent are now responsible for amending the sign and the Chairman agreed
to draw a picture of what would be acceptable to the Council and pass to the
agent.

Parish Council have asked Mr I Blomeley to request from Highways a roadside
barrier to prevent people walking out onto the road on FP 17.

Linda Adams of the Friends of Tewin will be organising the Best Kept Village Competition.
The Council agreed to ask S.Kirkham to remove the encampment on Upper Green.
The Clerk will put the Dog Wardens number on the Notice
Board.
As there was no
