TEWIN PARISH COUNCIL

 

Minutes of the Parish Council meeting held on Monday 24 June 2002 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson (Chairman), K.St Pier (Vice Chairman), S.Glew and D.Compton.

In attendance:  Mrs C.McFarlane (Clerk) and Cllr M.Hargreaves.

 

PARISHIONER’S COMMENTS

Four parishioners raised the following topics, which were noted by the Clerk.

a.       The Bowls Club Planning Application and confirmation that the Bowls Club car park is available to visitors to the Memorial Hall by prior arrangement.

b.       Footpath 26- to seek confirmation that this is not a Bridleway

c.       The consideration of newspaper collection in Tewin by EHDC.

d.       Concern over the recent extension of the 388 bus service route to Welwyn Garden City through Datchworth.

e.       Removal of stiles on the FP17 and consequent use of path by motorcycles and horses.

f.         Licences for access over Common Land.

 

16. APOLOGIES FOR ABSENCE were received from Cllrs J.Burton, C.Pool and M.McMullen.

 

17. MINUTES OF THE PREVIOUS MEETING held 27 May 2002 were agreed subject to some amendments and will be presented for signature at the next meeting.

 

18. MATTERS ARISING

        Playground – The Council agreed to consider at the next meeting the offer of a site adjacent to the allotments for a playground independent of the planning permission. The cost of insuring a £30,000 playground (including play equipment, safety flooring, bins, fencing etc) would be £343 pa and the Parish Council would have to inspect it on a weekly basis and have an annual inspection by RoSPA costing approx £60-100.

     Access Over Common Land – The Council agreed to postpone this discussion to the next meeting (pending further information).

Parish Council Vacancies – The second vacancy (Tewin South) is currently being advertised until 5th July. Mr S.Stott of Harwood Close has expressed an interest in being a Councillor and the Council agreed to invite him to the next meeting.

 

19.PLANNING

New Applications:

3/02/0056/FP/TH – 106 Bramfield Road, Bulls Green – Amended Plans for a two-storey side/rear extension. Rear conservatory, dormer – TPC No Obj

Appeal:

3/01/3/01/1714/FP/NJ – Land West of Back Lane – Erection of Hay Barn – TPC No Obj

E 0417/B/TH – 19 Bishops Road, Tewin Wood – Unauthorised roof extensions, enlargement of approved roof dormers at side and 2no additional roof dormers - TPC Obj

Minerals Local Plan – A meeting was scheduled for 20 June 2002 to discuss the proposals but item 6 (includes AFS12) was deferred until July 5th. AFS 12 has been divided into 4 sections (East of Tewin Grp 3, West of Bramfield Grp2, Panshangar South Grp1, Panshanger North Grp 2) although no map has been provided.    Group 1 sites are the most favoured sites for extraction

and Group 4 sites are the least favoured.

The Clerk was asked to obtain a map of the split and put an article in the Parish News.

 

Community Planning – Nothing to report

CDA Rural Housing: Depending upon the outcome of the Local Plan the Council will then decide whether to approach CDA Rural Housing.

Local Plan Review: Nothing to Report

Regional Plan: Nothing further to report.

 

20. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations payments amounting to £797.04 were approved and signed by the Chairman.

Internal Audit – The Clerk is awaiting further clarification of Parish Council’s obligations regarding the Internal Audit from the newly appointed auditors Lubbock Fine.

 

21. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1

 

School Lane Bus Stop – Nothing to Report

Bus Service –The Clerk was told that our letter dated 6.5.02  is being looked at and London Transit have been issued a contract warning for non-operation of the service on the 20 March 2002. The Clerk was asked to write another letter (cc Cllr B.Hammond) requesting a response to our letter dated 6/5/02 to Mr C.Watson Director of the Environment at HCC. The Council agreed that if no response was received before the next meeting Cllr B.Hammond would be invited to the next meeting to discuss the issue.

Resurfacing of Back Lane – Nothing to Report.

 

Traffic Survey – The Clerk was asked to obtain a written response from the Parish Engineer to our email on 2.5.02. regarding the Council’s views that average speeds were not a satisfactory measure, as the maximum speed could be much higher. 

 

        Access to Grass Warren Garages – Nothing to report.

Sign on Upper Green – Mr.Briggs will finish as soon as possible.

May Pond Green– The Council agreed S.Kirkham’s quote of £100 to prune the trees under the supervision of the Tree Warden.

Old School House Fence – Since the last meeting the fence has been moved back close to the location of the original fence. A letter has been received from the resident, which is in circulation and will be put on the agenda for the next meeting. We are still waiting for HCC to clarify the ownership of the land in question and the Clerk was asked to check with Stevenage Land Registry.

Archers Green – There is some close boarding fencing on Common Land and the Clerk was asked to check ownership of the land at Stevenage Land Registry Office.

 

22. RISK MANAGEMENT ISSUES – FOLLOWING INSPECTION ON 14.5.02 and 10.6.02

The Council agreed to put discussion of the Risk Inspection on the agenda for the next meeting.

Pavilion Repairs – The Clerk has written to Mr Yates for a quote for some of the external repairs to the Pavilion. The rest will be discussed at the next meeting.

Boot scraper – The boot scraper is waiting to be fixed to the ground at the Pavilion.

Overflow Dripping – The damp in the kitchen has gone.

Ditch at Back of Upper Green – The Council understands that P.Loughrey dug the ditch in order to alleviate flooding on his land.

23. PAVILION & UPPER GREEN

Bowling Net Dimensions- The Council have agreed in principle to a batting end 9m long with a 6m gap and a bowling end of 10m. They still await a written request from the Cricket Club.

Fixed Wiring Electrical Testing  – This has been done and everything was satisfactory although on Board A the current rating of the main RCD (residual current device) needs upgrading. The Clerk was asked to get a quote for this and clarify the quote with regard to fixed appliances.

Redstar Football Club  - The Clerk was asked to contact Tewin Football Club to see if they would agree Redstar using the Football pitch on Sundays.

24. COMMON LAND

Common Land 148 – We are awaiting further amendments to the proposed sign from the letting agent.

26. PARISH PATHS PARTNERSHIP

The report for 2001/2002 is nearly finished and will be sent off shortly.

Ian Blomeley is delivering letters requesting residents to cut hedges.

 FP26 – Cllr J.Burton awaiting maps from Mr Hill having spoken to him on 10.6.02.

28. DATE OF NEXT MEETING

It was agreed that the next meeting would be held on Monday 29th July 2002 at 7.45pm in Tewin Memorial Hall and a provisional planning meeting on 15th July at 7.30pm.    

 

29. ANY OTHER URGENT BUSINESS

Fly tipping – Two loads of soil at Hollybushes and 1 load of soil on the B1000/Herns Lane junction.

Area Forums – Cllr K.St Pier attended and felt that if the Council wished to raise issues it would be the relevant place. The next meeting is on the 18th July at County Hall. The current Service Team Contract for rubbish collecting ends on 4.8.02 and the new one will then start.

Common Land Access  – Details from DEFRA in circulation

As there was no further business the meeting was closed at 11.30pm.
