Minutes of the Parish Council meeting held on
Monday 24 February 2003 in Tewin Memorial Hall at 7.45pm.
Present: Cllrs
K.Lawson (Chairman), K.St Pier, J.Burton, C.Pool, S.Glew, S.Stott and M.Howe.
In attendance:
Mrs C.McFarlane (Clerk), Cllr M.McMullen and 3 members of the public.
A parishioner attended to answer any questions
about a planning application.
Two parishioners attended to ascertain the
progress of the bicycle ramps request.
102. APOLOGIES FOR ABSENCE were received from Cllr
M.Hargreaves.
103. MINUTES OF THE PREVIOUS MEETING held 27th
January 2003 were amended, agreed and signed by the Chairman.
104. MATTERS ARISING
Playground As there are no further suggestions for a site for the proposed bicycle jumps this subject will be closed.
105. FINANCE
Accounts for Payment In accordance with the Councils Financial Regulations the schedule of payments amounting to £494.68 were approved and signed by the Chairman.
106.PLANNING
Warrengate: -
The site meeting with MP Oliver Heald and the Tewin Society was postponed.
Article 4 Directions have been served on both plots of land and do not have to be ratified by the Secretary of State. They prevent any further erection of fencing without planning permission.
A second Article 4 has been sought on both plots of land and this has to be ratified by the Secretary of State and will take a couple of months. This Direction prevents the use of land for 28 days without planning permission, no agricultural buildings can be put up without planning permission, no plant machinery can be used, no roads or hard standing can be put down, no waste can be deposited, no ponds dug, no grading machinery used.
Cllr M.McMullen agreed that at the next EHDC meeting he would raise the issue of whether EHDC are in a position to act within the necessary timescale if this happens again.
The Chairman asked that a member of EHDC Planning Department be invited to attend the next meeting to discuss the issue.

45 Orchard Road - The Council agreed to write a letter to EHDC about the colour of the house.
Planning Meeting This is scheduled for Monday 17th March 2003, if required.
Rural Strategy Paper The Council agreed to decline to comment on this paper.
Community Strategy Document - Cllr M.McMullen agreed to find out when the 2nd Deposit Draft of the East Herts Local Plan is due out. The Council agreed to write a letter reiterating our concerns over Tewin being classed as a Category 1 village according to that version of the Local Plan.
The Council also agreed to respond to the Community Strategy Document stating that, as the Local Plan has not been approved, Tewin is not yet a Category 1 village.
107. STANDING ORDERS/FINANCIAL REGULATIONS
The
Council agreed to change the meeting dates to the first Monday in the month
except for August and January. The
Council agreed unanimously to accept the changes to the Standing Orders and the
Financial Regulations.
108. HIGHWAYS & TRANSPORTATION ISSUES
Road Works Outstanding Refer Appendix 1.
Rural Traffic & Transport Conference Summary The Council agreed to postpone discussion on this until the next meeting.
Road Outside Tewin School This has been repaired to agricultural standard.
Back Lane Gully A gully has been dug from the pond under Back Lane. The water then runs back onto the path leaving it very wet. The Clerk is waiting for confirmation of ownership of Back Lane from Land Registry.
Orchard Road The Clerk was asked to inform Highways about the state of the road and verges after the recent gas works, in order to get it repaired.
109. PAVILION & UPPER GREEN
Users of Pavilion Meeting Another meeting is expected to be arranged shortly.
Excess Water Around Pavilion and Ditch at Back of Upper Green Cllr K.St Pier suggested that a covered trench be dug parallel to the path leading to the tennis club in order to take the water away from the path and the front of the Tennis Club.
Funding Fair Cllr S.Stott attended the Funding Fair on 4th Dec 2002 and reported that there are lots of grants available for 60-90% of the funding. The details will be circulated.

Elections The election is set for 1st May 2003. The nomination papers are on their way and have to be completed and returned to the EHDC Returning Officer by 12 noon on the 1st April.
Dog Fouling The Clerk was asked to pass to the number of the Dog Warden to the Parishioner.
School Lane Fencing The Council agreed that
there was little they could do.
Village of the Year Competition The Council agreed to complete some questions on the form.
Recycling The Council had asked EHDC if it planned to apply for DEFRA funding for collection of recyclable waste, particularly paper. According to EHDC, there is no money currently available for kerbside recycling but there is some available for village bring sites. The Council feel that there are no suitable sites at this present moment.
111. PARISH PATHS PARTNERSHIP
Parish
Environmental Action Plans Cllr S.Glew and Cllr K.St Pier agreed to arrange a
meeting with the representative of these plans.
Many
of the way markers have now been put up.
112. COMMON LAND
Common Land 148 The Council agreed that a letter should be sent reiterating our objections to the size of the lettering and reminding the parishioner that the wall must be removed by the 30th May otherwise the Council will have it removed.
