TEWIN PARISH COUNCIL
Minutes of the Parish Council meeting held on Monday
1st December 2003 in Tewin Memorial Hall at 7.45pm.
Present: Cllrs K.Lawson,
K.St Pier, M.Howe, C.Pool and A.Hill.
In attendance:
Mrs C.McFarlane (Clerk), Mr D.Howson and 2 members of the public
PARISHIONERS COMMENTS
A parishioner raised the following topics:
- concerns over a planning application at 2
Grass Warren.
- whether the bus has to stop at Datchworth
every day.
Mr M. Linley, Manager of the Rose & Crown
Public House enquired if there would be any objection from the Parish Council
about having a few Christmas lights on the front of the building. The Parish
Council had no objections to this proposal providing they were removed in good
time after Christmas.
Mr Linley also explained to the Council that the
Rose & Crowns application to extend its Licence (temporarily for 4 days in
December) has been withdrawn, as the EHDC Licensing Committees next meeting
date (for approval/refusal of licence applications) was 15.12.03 by which time
several of the dates had been missed.
Tewin Parish Council are not consulted about
occasional licence applications but inaccuracies and omissions in the original
notice, dated 4.11.03 had been reported to the Licensing Authority.
84. APOLOGIES FOR ABSENCE WERE RECEIVED from
Cllr S.Stott, Cllr S.Glew, Cllr M.McMullen and Cllr T.Robertson.
85. PC John Ivens was unable to attend the meeting due to ill health
but a few members of the Council met with Sergeant Singleton on 26.11.03. This
is reported under Highways.
86. MINUTES OF THE
PREVIOUS MEETING held 3rd
November 2003 were agreed and signed by the Chairman.
87. CO-OPTION
Mr
David Howson of 18 Lower Green expressed an interest in becoming a Councillor.
Cllr A.Hill proposed and Cllr
K St Pier seconded the proposal to co-opt Mr D.Howson onto the Council. The
motion was unanimously approved. Mr Howson signed the Declaration of Acceptance
of Office and has 28 days to complete the Register of Interests.
88. MATTERS ARISING
Allotments The allotments are located just past the school in
Cannons Meadow and there are currently 3 plots available. There is no charge
for the first year but each following year there is an annual charge of £20 (or
£10 for half a plot).
89. FINANCE
Accounts for Payment In
accordance with the Councils Financial Regulations the schedule of payments
amounting to £3,931.92 were approved by the Council.
Bank Account Mandates The Appointment of Bankers Form was signed and
completed.
Budget for Year End
31.3.05 Three budget proposals were
circulated. Cllr K St Pier proposed and Cllr C.Pool seconded that budget A with
a precept of £12,400 (increase of approx
3.2%) be accepted. The Parish Council unanimously agreed.

Access Across Lower
Green: As leaseholder of this land
the Parish Council had no objections to Herts County Council granting the
easement over Lower Green in accordance with the Countryside & Rights of
Way Act 2000 Statutory Instrument 2002 No 1711 Vehicular Access Across Common
and Other Land (England) Regulations 2002.
The Council agreed to
ask HCC (as the land owner) to consider making a payment to Tewin Parish
Council (as the leaseholder), on the grounds that under the terms of the lease
Tewin Parish Council is responsible for maintaining the green.
Enforcement
Issues:
Excessive Signage
at Rose & Crown: EHDC Enforcement section met Greene
King on 7.11.03 and agreed that the excessive signage be removed and that the
irrigation system for the hanging baskets be repaired so that no further damage
occurs to the brick work of the building.
Caravan sited at
Plume of Feathers: EHDC Enforcement
section met Greene King on 7.11.03 and agreed that the mobile home is to be
removed, plastic banners removed and Christmas lights only turned on for the
month of Christmas and removed in good time after Christmas.
Lodge Farm, Burnham
Green: The plans for this application
will be sent to the Council when the appeal is lodged.
Playground
Shire Park Bowls Club
have not replied to the Councils letter as yet, concerning the land which was
originally designated as a playground under the original planning approval.
The Clerk has sent a
letter to EHDC in order to ascertain the possibility of establishing a
playground at various other sites around the village.
91. HIGHWAYS &
TRANSPORTATION ISSUES
Dangerous Trees at
Hollybushes: The 2 dangerous trees
at Hollybushes are due to be removed imminently.
Motorcycle
Nuisance: Cllr A.Hill reported the
various complaints to the mobile police station on the 5.11.03.
As PC John Ivens was
unable to attend the meeting Sergeant Singleton and PC Paul Scott met with Cllr
K.St Pier and A.Hill on 26.11.03. They stressed that any sightings must be
reported along with details of where and what direction they are travelling in
and any distinctive features on the bikes, leathers or visors of the riders.
The police can and
will confiscate motorcycles under Section 59 of The Police Reform Act.
No reply has been
received as yet from the Chief Constable, to the Councils letter dated
13.10.03.
School Lane: Following reports to Highways and Herts County
Councillor B.Hammond the cut in has been cleared and various drains nearby have
been cleared in order to alleviate the problem until work starts in Jan 2004.
Path to Rear of the
Hazels: This has been confirmed by
Riversmead to be owned by Riversmead Housing Association.
Removal of weeds
and leaves: The leaves on the
pavements and in the gutters in the village were swept on 28.11.03 and are due
to be done every thirteen weeks.
92. PAVILION &
UPPER GREEN
Break In There
was break in at the Pavilion and a fire extinguisher was stolen. Repairs were
kindly done by the tennis club.
Cricket Club The temporary liaison officer is Suzanne Melling.
The Clerk was asked to remind the Cricket Club to finish putting away the
screens.
Disabled Toilet The EHDC Disability Officer Daniel Burden explained
that the obligation to provide a disabled toilet is on the Club not the
landlord. The landlord is not legally required to do so. He is sending the
details in the post.
93. CORRESPONDENCE
Received in November 2003
Parish Plan The
Council agreed that their main problem was communication with the village and
Cllr A.Hill volunteered to ascertain how much the Post Office would charge for
distributing a news leaflet.
Tewin Charities
The Charities Commission have given permission for this charity to close but
not for the remaining monies to be donated to the Tewin Memorial Hall as they
have different objectives. The Parish Council continued to look for a
replacement trustee.
94. RISK MANAGEMENT
Following Meeting on 6.5.03
Drainage at Upper Green: Cllr K St Pier and A.Hill met the HCC drainage
expert on 6.11.03 the issue was subsequently passed onto Highways and then on
to HCC Rural Estates Manager and the Council are due to meet him on 3.12.03.
95. PARISH PATHS
PARTNERSHIP
The grant cheque is being
fast tracked and should be received soon.
Cllr K St Pier has
established the ownership of pieces of land that FP26 traverses.

MEETING
The next meeting will be
held on Monday 2nd February 2003 at 7.45pm in Tewin Memorial
Hall. As there was no further business the
meeting was closed at 11.30pm.
