TEWIN PARISH COUNCIL

Minutes of the Parish Council meeting held on Monday 1st November 2004 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, K.St Pier, A.Hill,  D.Howson, C.Pool and S.Stott.

In attendance:  Mrs C.McFarlane (Clerk), East Herts District Councillor M. McMullen,  and four members of the public.

Sarah Parkhouse, Community Development Officer, Hertfordshire Association for Young People (HAYP) and Quality Development and Training Team in the Youth Service, attended to inform the Parish Council about HAYP which supports and runs Youth Clubs.

The Parish Council could join HAYP (for a nominal fee of £52), which would provide insurance and training for workers and volunteers, technical advice for setting up clubs, police checks on all adults involved, invitations to participate in all the events, competitions and conferences (run by HAYP’s two national organisations) and HAYP fundraising events.

The Parish Council was advised that the next course of action would be to ascertain through questionnaires how many young people in the village would attend a Youth Club.

PARISHIONERS’ COMMENTS

Linda Crawford and Doreen Lloyd from the Friends of Tewin presented a proposal to put a Christmas Tree on Lower Green from 16th December until 2nd January and to hold carol singing at 6pm on Wednesday 22nd December 2004. They explained that the aim of the event is to help keep the community spirit of Tewin alive and raise money for the annual Christmas lunch for OAPs in the village. (See item 65 below).

62. MINUTES OF THE PREVIOUS MEETING held 4th October 2004 were amended, agreed and signed by the Chairman.

63.  MATTERS ARISING 

Youth Clubs

 Cllr A.Hill suggested that the existing clubs in the village should be utilised and that these clubs should be encouraged to invite young people to participate.

The Parish Council agreed that the priority was to ascertain how many young people in the village would attend a Youth Club. The Clerk was asked to contact HAYP to gain assistance in producing a questionnaire to be distributed to the young people in Tewin.

64. FINANCE

Accounts for Payment

 In accordance with the Council’s Financial Regulations the schedule of payments amounting to £687.42 was approved by the Council.

 

Electricity Meter at the Pavilion

The electricity prices for the Pavilion have now been frozen by PowerGen for the next two years.

Hundred Year Wood Maintenance

The Tewin Society had asked that the Parish Council allocate a sum of money (of the order of £250/£300) in next year’s budget for trimming the hedge at Hundred Year Wood.  Cllr K.St Pier proposed that a quote should be ascertained for clearing the meadow instead in accordance with the Woodland Management Survey and this should be put in the budget. The Parish Council agreed to obtain quotes for cutting the meadow.

 

School Lane Bench Repair

The Parish Council agreed to accept a quote of £75 to repair, rub down and varnish the bench.

Queen Hoo Common Land 148

The Parish Council received a quote of £240 to clear and remove the bracken, in order to make a clearing, in accordance with the Woodland Management Survey. The Parish Council agreed to consider this as an item for next year’s budget.

Enforcement Issues

Sevenacres – A parishioner has queried EHDC Enforcement section about  further building works at the back of Upper Green. EHDC are in the process of arranging a meeting with the owner.

 

Rose & Crown - A tree and some hedge had been reported to have been removed from the rear of the car park adjacent to the Crown Farm building site on 1.10.04. The EHDC Tree Preservation Officer confirmed that permission had been given to remove the tree; the hedge was considered to be insignificant.

 

 

 

Playground 

The Clerk, Cllr Hill and Cllr K St Pier met three companies which are now in the process of drawing up theoretical designs for a playground and these are expected to be available for the next meeting. The Parish Council agreed to compile a list of ideal site requirements and compare this against various sites.

 

Allotments 

Mr J. Barton has agreed to renew the lease on a 5 year basis and the Parish Council agreed  to produce an amended agreement. The draft will be sent by e-mail to the Councillors for approval at the next meeting.

 

Friends of Tewin Christmas Tree

The Parish Council agreed in principle to the proposal to have a Christmas Tree on Lower Green, subject to the necessary health and safety and insurance requirements being met and approval being granted by HCC as owners of the Green. It was agreed that Friends of Tewin should be asked to use battery powered lights on the tree. The Clerk was asked to approach HCC regarding the concrete base for the tree, and to ensure that adequate insurance was available and to obtain advice to ensure that all appropriate risks had been covered.

Cllr S.Stott proposed that the Parish Council consider a donation towards the Christmas tree and the OAP’s lunch be put on the next agenda.

 

66. HIGHWAYS & TRANSPORTATION ISSUES

Hedge Trimming

The hedge between Godfries and Harwood Closes has now been trimmed.

 

Highway Repairs

The Clerk reported that the following maintenance has been completed:

 

The points of Lower Green have now been repaired.

 

The missing kerbstone outside the Memorial Hall has been replaced.

 

The ‘Unsuitable for Heavy Vehicles’ signs have been ordered and should be installed on the B1000 end of Hertford Road shortly.

 

A new gulley has been installed outside 25 Upper Green Road.

 

The swallow hole on Hertford Rd has been repaired again.

 

The salt bin outside Tewin Stores has been refilled.

 

Hollybushes

On being installed one of the bollards hit a BT cable and had to be removed and was subsequently ‘stolen’. HCC ordered another and installed a temporary bollard which has also since been ‘stolen’.

 

388 Bus Service

Cllr K Lawson met with Keith White, HCC Passenger Transport Unit, on 28th October. HCC and EHDC are still discussing how rural bus services, such as the 388, can be funded in future and HCC is considering how the timetable can be modified to encourage more passengers. Passenger numbers continue to be monitored and there are positive signs that more people are using the bus.

If the 388 bus service is to be kept it must be used.

 

 

 

67.  INTERPARISH CONFERENCE

The Interparish Conference is scheduled for Monday 21st February  at 6.45pm  in the Tewin Memorial Hall. The room has been booked.

The Clerk has spoken to Miranda Steward, Executive Director, EHDC and she will be arranging for guest speakers on licensing and plotlands. The Clerk has been asked to research the topic of insurance.

The Parish Council approved the letter notifying invitees of the date of the Interparish  Conference.

68. CORRESPONDENCE

Remembrance Wreath – Cllr K.St Pier volunteered to lay the wreath on behalf of the Parish Council in Sunday 14th November at 10.30am. The Parish Council agreed to make a £25 donation.

Minerals Local Plan – The Inquiry starts on Tuesday 2nd November. On Thursday 11th November at 10am at County Hall Lafarge will be putting forward their objection to AFS 12 being excluded. They have proposed that specific areas of AFS 12 should be included (see attached map). Another meeting will be held with Lafarge on Tuesday, 7th December.

Cllr K. St Pier will attend the Inquiry. The Clerk was asked to contact Bramfield and Datchworth Parish Councils to ensure that they are aware of the situation.

Scout Night Hike – The Parish Council gave approval for Stevenage Scouts to use the Tennis Club car park as a start off point for their night hike on Saturday 30th  October.

Waste Management Plan – Cllr K St Pier agreed to compile a response on behalf of the Parish Council, and circulate it, in view of the tight response time.

Hedge at Adjacent to FP41 – Cllr M.Howe had informed the Council that the hedge trimming was due to be done by Stuart Kirkham imminently. Cllr D.Howson requested that the conditions of the Bowls Club planning permission be revisited with regard to hedge trimming.

Planning Application for 74 Upper Green Road – The Clerk distributed information to all Councillors about this imminent planning application.

 

68. PARISH PATHS PARTNERSHIP

FP26 – The reinstatement of the original path is nearly complete and the stiles will be removed shortly.
