Minutes of the Annual Parish Council meeting held on Monday 1st September 2003 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, K.St Pier, S.Glew, M.Howe, S.Stott and C.Pool.

43. NO APOLOGIES FOR ABSENCE WERE RECEIVED

44. MINUTES OF THE PREVIOUS MEETING held 7th July 2003 were agreed and signed by the Chairman.

45. MATTERS ARISING FROM THE MINUTES:

Tewin Charities – The notice detailing the proposal from the trustees of this charity to close has been put up on the Notice Board.

 Common Land – The Our Common Land Book has not been received yet.

46. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £1531.20 were approved.

 

Budget – A copy of a report detailing Tewin Parish Council expenditure to date versus the budget was distributed. Expenditure is proceeding to plan and there has been no expenditure in excess of budget.

Further analysis of the budget should be put on the agenda for the 1st December meeting.

 

Clerk’s Salary – Cllr S.Stott proposed and Cllr M.Howe seconded that the proposed pay increase be awarded to the Clerk.  The Parish Council unanimously agreed.

Enforcement Issues –

Excessive Signage at Rose & Crown :  The Enforcement section have written to the manager and to Greene King requesting a meeting.

Caravan sited at Plume of Feathers : The manager and Greene King have been advised that planning permission is necessary.

Barn at Sevenacres – Prior approval has been requested.

Community Planning Initiatives :-  Cllr Mike Howe volunteered to attend a Parish Information meeting on the 14th October and report back.

Quality Parish Councils – The Parish Council unanimously agreed that we do not qualify (e.g. less than 80% of the full Council has been elected). There would also be no obvious benefits to the parish and its parishioners at the present time.

 

48. HIGHWAYS & TRANSPORTATION ISSUES

The Clerk was asked to ascertain when the School Lane drainage works are expected to start, when the cameras are going to be put down the drains, ownership of the hedges from 14~44 Upper Green Road and when the Village Shop sign would be put up.

Home & School Transport Policy – The Parish Council agreed to respond to Watton–at-Stone Parish Council reporting that to date they have had no feedback from Parishioners on this issue.

49. PAVILION & UPPER GREEN

Tennis Club Proposal – The Council agreed that a separate meeting with the Tennis Club be arranged.

Cricket Club – The Clerk was asked to raise the following issues with the Cricket Club: naming a liaison officer, making the main doors weatherproof, clearing the debris behind the Pavilion.

50. CORRESPONDENCE Received in July and August 2003

Community Liaison Officer PC Ivans – The Clerk was asked to contact him re motorcycles riding on the parish paths.

 

51. RISK MANAGEMENT Following Meeting on 6.5.03

Works Done: The Clerk is in the process of arranging the repair of the pavilion window.

52. PARISH PATHS PARTNERSHIP

Cllr K.St Pier has completed the PPP report and the grant application for this year although the grant has not yet been received.

Diversion of FP26 - Paula Cheesman, EHDC has suggested that FP26 be diverted from in the field to along the edge, if the Parish Council can justify that this would be of general benefit to parishioners then it would be at no cost to the Council. Cllr M.Howe proposed and Cllr S.Glew seconded that this diversion be applied for. The proposal was approved with 3 votes for, 1 vote against and 2 abstentions.

The dead tree at May Pond Green has been removed

Stuart Kirkham has been asked to remove a dead tree from BR8. 

53. REPORTS OF REPRESENTATIVES TO OUTSIDE BODIES

Tewin School – The Clerk was asked to find out when the next Governor’s meeting will be.

Tewin Memorial Hall – Nothing to report.

Tewin Website – Nothing to report

54. DATE OF NEXT MEETING

The next meeting will be held on Monday 6th October 2003 at 7.45pm in Tewin Memorial Hall.

As there was no further business the meeting was closed at 9.30pm.
