TEWIN PARISH COUNCIL

Minutes of the Annual Parish Council meeting held on Monday 12 May 2003 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, K.St Pier, and S.Stott.

In attendance:  Mrs C.McFarlane (Clerk), Cllr M.McMullen and Cllr T.Robertson.

1. APOLOGIES FOR ABSENCE were received from Cllrs S.Glew and C.Pool.

2. ELECTION OF CHAIRMAN: Cllr K.Lawson was elected as Chairman unanimously, proposed by Cllr K.St Pier and seconded by Cllr S.Stott.

3. ELECTION OF VICE CHAIRMAN: Cllr K.St Pier was elected unanimously, proposed by Cllr S.Stott and seconded by Cllr K.Lawson.

4. CO-OPTION:  Due to an administrative complication M.Howe’s name had not been included in the election and he has therefore put himself forward for co-option for the South Ward. Cllr K.St Pier proposed and Cllr S.Stott seconded a proposal to co-opt M.Howe onto the Council. This motion was unanimously approved.

5. CONFIRMATION OF REPRESENTATIVES TO OUTSIDE BODIES & SPECIAL RESPONSIBILITIES:

Tewin Cowper Endowed – Clarification is necessary so the decision was postponed to next meeting

Tewin Charities Trustees – Mr P.Briggs and Mr R.Temple

Tewin Memorial Hall – Cllr C.Pool

Parish Paths Partnership – Cllr K.St Pier and Cllr S.Glew (subject to confirmation at the next meeting)

Transportation Issues – Cllr K.Lawson

Pavilion Liaison Officer – Cllr C.Pool

Tewin Village Website – Cllr S.Glew (subject to confirmation at the next meeting)

 

7. MINUTES OF THE PREVIOUS MEETING held 31st March 2003 were agreed and signed by the Chairman.

 

8. MATTERS ARISING FROM THE MINUTES: Nothing to Report.

 

9. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £3072.41 were approved and signed by the Chairman.

Internal Audit For Financial Year Ending 3/03 - The Clerk is awaiting the audit form in order to arrange the internal audit.

Insurance Quotation – The new quotation was £46 over the budgeted amount for this year and £142 more than last year’s premium. Cllr K.St Pier proposed and Cllr S.Stott seconded the proposal to accept the quotation. The proposal was unanimously approved.

Tewin Directory – The Council agreed to put the final draft into circulation and put this item on the agenda for discussion at the next meeting.

Other Planning Matters:

Warrengate: Cllr M.McMullen met with MP Oliver Heald to discuss Warrengate and various other similar incidents now occurring throughout the country. One of the main objectives is to make Article 4 Directions retrospective. Notes from the meeting were put in circulation. The Council proposed thanks should be sent to EHDC and Oliver Heald for taking up this issue.

 

11. HIGHWAYS & TRANSPORTATION ISSUES

Road Works Outstanding – Refer Appendix 1.

Rural Traffic & Transport Conference Summary – The Council had no particular comments.

Highways Meeting – The Clerk has arranged to meet Ian Bishop to Mon June 2nd at 12pm to discuss the outstanding Highway works.

Bus Timetables – New timetables were published on 7th April following the change of contract and copies have been requested although timings have not changed.

Back Lane Gully –The Clerk is still waiting for confirmation of ownership of Back Lane from Land Registry.

 

12. PAVILION & UPPER GREEN

Users of Pavilion Meeting – No progress to date.

Commemorative Bench – The Council agreed to give the Cricket Club permission to erect a bench and plant a tree in memory of a founder member of Tewin Cricket Club. The location will be close to the existing bench in the corner of Upper Green backing onto Seven Acres.

The Council agreed to the bench and the tree on the basis that both must be maintained by the Cricket Club at the Cricket Club’s expense to a safe and satisfactory standard. The Parish Council will inspect them as part of its yearly risk management assessment.

Handover Inspection – The Council agreed that if there are any problems at handover times between the Football Club and the Cricket Club then the Council must be notified and will come and inspect the Pavilion and if necessary then take the matter forward.

Pavilion Proposals – The plans for the proposed extension to the Pavilion have been submitted by the Cricket Club and will be circulated and put on the next agenda.

Driving on the Cricket Green – The Clerk was asked to check the legal position.

13. RISK MANAGEMENT Following Meeting on 6.5.03

The completed assessment will be circulated.

15. PARISH PATHS PARTNERSHIP

Updating the Tewin Map - £100 has been allocated for this from the PPP budget.

16. COMMON LAND

Common Land 148 – There has been no response from and no action taken by the owner. The Council agreed that Councillors should look into the files and discuss the way forward at the next meeting.

18. DATE OF NEXT MEETING

The next meeting will be held on Monday 2nd June 2003 at 7.45pm in Tewin Memorial Hall.

As there was no further business the meeting was closed at 11.20pm.
