TEWIN PARISH COUNCIL

Minutes of the Parish Council meeting held on Monday 1st March 2004 in Tewin Memorial Hall at 7.45pm.

Present:  Cllrs K.Lawson, K.St Pier, A.Hill, S.Stott, and D.Howson.

In attendance:  Mrs C.McFarlane (Clerk) and one parishioner.

PARISHIONERS’ COMMENTS

One parishioner raised the following topics:

a. Concern over excessive traffic along Hertford Road during School Lane road works

b. Concern over flooding at Margery Lane. The Council have addressed this with Highways.

109. APOLOGIES FOR ABSENCE WERE RECEIVED from Cllr T.Robertson, Cllr M.McMullen, Cllr M.Howe, Cllr C.Pool and Cllr S.Glew.

110. MINUTES OF THE PREVIOUS MEETING held 2nd February 2004 were amended, agreed and signed by the Chairman.

111.  MATTERS ARISING

Leaflet Distribution – The Council considered options for distributing a newsletter and agreed to discuss this again at the next meeting.

112. FINANCE

Accounts for Payment – In accordance with the Council’s Financial Regulations the schedule of payments amounting to £779.30 were approved by the Council.

 

Budget – The budget was circulated for the year ending 31.3.04 and expenses are significantly under budget, which is likely to result in a surplus of funds to be carried over into the next financial year.

 

Tewin Charities  – Trustee indemnity insurance is available and Tewin Charities are looking into it. The Council continue to look for a trustee.

 

Grass Cutting Contracts – Cllr Hill declared an interest and took no part in the discussion. The Council reviewed the 3 quotations received for the 3yr contract The Council proposed that the quote from Kirkham Contracting be accepted and the vote was carried with 4 for and 1 abstention.  

Councillors Allowances –  The Council unanimously agreed to forgo entitlement  to the new scheme of allowances in accordance with The Local Authorities (Members’ Allowances) (England) Regulations 2003. 

Annual Parish Meeting – The Council agreed that this meeting be held on 5th April 2004 and followed by the ordinary Council meeting.

Annual Parish Council Meeting – The Council agreed that this meeting be held on the 10th May 2004.

Access Across Lower Green: Nothing to report. The Parish Council continue to await a response from HCC as to whether HCC  (as the land owner) would consider making a one-off payment to Tewin Parish Council (as the leaseholder), in order to assist Tewin Parish Council in maintaining the green as it is their duty under the lease agreement.

Playground: The Parish Council is currently compiling a questionnaire to ascertain the parishioners’ views. This topic will be discussed at the next meeting.

Enforcement Issues:

Warrengate: The shed has now been removed.

114. HIGHWAYS & TRANSPORTATION ISSUES

School Lane:  Roadworks are scheduled to start on 15th March 2004 and are likely to take 3-4 weeks as new drainage will be installed and the road level will be raised.

The road will be shut and the 388 bus service diverted along Hertford Road to the B1000. Information on this will be available on the bus and at the bus stop nearer the time.

388 Bus Service – In response to our request for HCC to review whether the service needs to stop at Datchworth every day, HCC have asked the operator for electronic ticket information about usage and will advise us of the outcome.

Concessionary Bus Permits – The Clerk has agreed to do this again this year. A date will be posted on the Notice Board shortly.

115. PAVILION & UPPER GREEN

Break In – The window has been repaired and another fire extinguisher ordered.

 

Drainage at Upper Green: Cllr Hill presented an estimate of £1400 for the cost of materials required to dig a trench and a soak away in order to improve flooding at the Pavilion. The Council unanimously agreed to approve expenditure on the materials to a maximum of £1400. The Clerk was asked to notify the Clubs of the intended works

116. CORRESPONDENCE

Interparish Conference on 18.2.04 - The Clerk attended and the information has been circulated. Tewin Parish Council has been asked to host the next conference in February 2005 and the Parish Council agreed.

Village Speedometer (tackling speeding traffic £3)– The Council agreed to buy this.

Tewin Allotments Association – The Clerk was asked to ascertain the Council’s legal responsibilities regarding this issue.

Posts & Bank Erosion at the North End of Upper Green – The Council agreed to monitor the situation

Rural Parish Councillors Conference – Fri 14th May 04 from 10am until 4pm at St Barnabas, Thorley 

117. PARISH PATHS PARTNERSHIP

Cllr K.St Pier attended the meeting on 11.2.04 between Paula Cheeseman and Mr P.Holden regarding a proposal for the addition of existing paths to the definitive map. The Parish Council agreed a response on the various issues raised.

119. DATE OF NEXT MEETING

The next meeting will be on Monday 5th April in Tewin Memorial Hall.

The Annual Parish Meeting will start at  7.30pm followed by  the Parish Council meeting at 7.45pm.
